Key Responsibilities
- Ensure complaints are recorded carefully during CARE activities and submitted on time.
- Provide training to community volunteers on best practices during program implementation.
- Provide support to maintain high quality program inputs and outputs in the Protection / GBV in program implementation

Minimum Requirements
- Degree/Diploma in Social Sciences or Humanities
- Proven interest & commitment to humanitarian and development principles and a demonstrable understanding of conflict/post conflict development contexts.
Essential Skills Needed:
- Experience in data collection, collation, analysis, and report writing

Job Title: Assistant Project Manager
Location: Gwoza & Dikwa, Borno State

Job Summary
- The Assistant Project is responsible for managing a team of Food Livelihood and Nutrition Security (FLNS at a Local Government Area (LGA). This team will work very closely with the community, project participants (beneficiaries), State Authorities, LGA Authorities, national and International NGOs, national partners, Civil Society Organizations (CSOs) to ensure effective planning, implementation, monitoring and evaluation of FLNS interventions.
- The incumbent will ensure that projects are implemented as per the approved proposals and CARE’s programming approach. The incumbent is responsible for preparation of high quality reports in a timely manner.
Scope of Work
- Assist the Project Manager and act in his/her absence.
- Overall supervision of FLNS activities
- Supervise FLNS staff at the LGA
- Provide technical input to FLNS encompassing Agriculture, Village Savings and Loans Association (VSLA)
- Supervise field studies, assessments etc.
- Prepare high quality timely project field reports at
- Identify training needs for staff and inform project manager
- Prepare monthly project implementation plans
- Prepare monthly budget of the FLNS activities in the LGA and submit to the Project manager

Qualifications
- Bachelor’s Degree in Agriculture, Food Security, Livelihoods, Nutrition, Community Development or relevant field with minimum 3 years working experience.
- A minimum of 3 years of professional experience in emergency, relief and development.
Technical Skills:
- Experience in Agronomy, Agricultural Extension, Livelihoods, Micro and medium women businesses, gender and nutrition.
- Solid experience of community mobilization approaches and coordination with governments
- Experience in emergency response and / or development projects
- Specific experience of application of relevant approaches, methodologies, practices.
- Experience working with international NGOs
- Strong supervisory and communication skills.
- Excellent inter-personal skills.

Job Summary
- Responsible for Food Livelihood and Nutrition Security (FLNS) Project Monitoring Evaluation Accountability and Learning (MEAL).
- The MEAL Officer will design implement cost effective, innovative robust MEAL system. The MEAL will continually review the practicality and effectiveness and suggest modifications as necessary of the MEAL system.
Responsibilities and Tasks
Develop an appropriate MEAL system in line with the FLNS Sector design and objectives:
- Continually examine specific FLNS Sector and project output components to be monitored and evaluated.
- Develop monitoring, accountability and reporting tools for the respective projects’ and programs’ outputs, suggest modifications and develop new and appropriate tools as necessary.
- Provide routine guidance to FLNS Sector on field testing and use of new innovative monitoring tools as they are developed and refine them for FLNS Sector use.
Facilitate the implementation of FLNS Sector MEAL system and ensure accuracy of data and information collected:
- Take the lead in training all FLNS Sector staff in understanding and use of all monitoring and reporting tools.
- Review field reports to ensure that they respond to the FLNS Sector objectives and comply with sector indicators.
Ensure FLNS Sector data and information collected are analyzed and made accessible to the management in a form usable for decision-making:
- Establish a filing system for various program activities to ensure easy retrieval of information as and when needed.
- Develop an appropriate project data base of the sector to facilitate processing of required information.
- Continually analyze FLNS Sector field data to verify status as and when necessary, and produce daily, weekly, monthly/quarterly data computation and analysis reports for use by project/project management.
- Verify the validity of field data by making routine field visits to check adherence to agreed data collection methods and authenticity of collected information.
- Documentations of lessons learnt, good practices and support the FLNS writing refereed papers for publication
Supervision, Liaison and collaboration with other projects, and agencies (e.g. UN, INGOs, State and Local Government Area (LGA):
- Supervise, review and coordinate contracted consultants and any other persons assigned to MEAL officer
- Facilitate collaboration on MEAL with other agencies in the region to ensure uniformity in tracking of FLNS Sector indicators.
- Promote good PR and enhance CARE’s positive image during presentations
- Perform any other monitoring and evaluation duties as may be assigned by the supervisor from time to time.

Qualification and Experience
- Minimum 1st degree in Statistics, Biostatistics, Agricultural economics
- Minimum of 3 years’ experience in M&E
- Competent in use and application of SPSS

Job Summary
Responsible for the overall planning, implementation, monitoring and evaluation of Food Livelihood and Nutrition Security (FLNS) sector projects at State level under the direct supervision of FLNS Sector Manager.
Key Responsibilities
- Planning, Implementation, Reporting, Monitoring and Evaluation
- Prepare and supervise implementation of daily, weekly, monthly, quarterly and annual plans.
- Participate in the design, implementation and review of project monitoring, evaluation, accountability and learning (MEAL) tools.
- Utilize MEAL information and other reports to improve on the efficiency and effectiveness of project performance and address any variances as may be necessary
- Identify necessary technical assistance and prepare Terms of Reference (TORs) as necessary.
- Prepare timely narrative and financial reports that meet donor and CARE standards schedules for submission to sector manager.

Resource mobilization:

- Guide direct reports prepare performance plans and appraise them in consultation with FLNS Sector Manager and HR staff.

Management of Project Resources:
- Prepare realistic monthly and annual budgets
- Monitor monthly project expenses in coordination with sector manager and maintain adherence to CARE’s financial policy to ensure that spending is within budgetary guidance.
- Authorize Advance request, travel request, liquidations and any other financial documents of direct reports as directed by supervisor or senior.
- Ensure that all moveable and non-moveable CARE property and assets are judiciously managed.
Administration:
- Support procurement and administrative tasks at the State and LGAs levels.
- Support safety and security tasks at state and LGAs levels.
Representation, Liaison and Networking:
- Ensure good public relations and enhances CARE’s image and effective representation at all levels including community, donor agencies, federal, state and LGA.
- Identify and prepare issues/topics for presentation in workshops, seminars, conference, meetings etc.

Skills and Qualifications
- At least a Bachelors level degree in a Food Livelihood and Nutrition Security fields (e.g. Agriculture, food security, Agribusiness).
- Proficiency in MS office package
Experience:
- At least 5 years working in food livelihood security sector with experience in emergency, early recovery and development.
Desired and Technical Skills:
- Solid experience of community mobilization approaches and coordination with governments / local authorities.
- Experience of application of standards, new approaches, methodologies. High quality report writing, budgets and tracking of project resources.
- Good leadership qualities and ability to interact effectively with donors, counterparts and organizations.

Job Summary
- The Administrative & Finance Assistant’s overall responsibility is to ensure that the day to day running of the office administration is conducted in an efficient and cost effective manner while keeping in mind legal considerations and donor requirements where necessary.
- Also acting as focal person on all financial issues related to the Damaturu office, cash and treasury management, and General Ledger.
Key Responsibilities
Administrative:
- Ensure correct use of office equipment, servicing, repairs and ensure controls are maintained
- Organizing supplies needed for the events such as trainings, workshops, seminars, meetings etc. (stationary, refreshments, lunch, etc.)
- Ensure administrative policies and procedures are followed.
- Provide back-up support to the program support staff in general office work
- Maintain petty cash operation and ensure internal controls and petty cash policy are followed adequately.
- Keep record of stationary usage for monthly orders (photocopy paper, flipchart paper, stationary for workshops and for the office)
- Type documents and input data as required
- Photocopy and bind documents as required
Finance:
- Record all accruals in the GL module of PeopleSoft.
- Ensure all adjustments are recorded in the system on time.
- Petty cash uploads are properly recorded in the system with the correct charging details.
- Month end entries are done timely.
- Perform all treasury management duties in the sub office
- Record all deposits received in the sub office timely.
- Manage the sub office cash to maximize gains and minimize losses
- Participate in the internal control and review of the sub office books and accounts:
- Prepare monthly sub ledgers for balance sheet account and prepare appropriate correction.
- Review Travel Expense Reports (TERs) of staff and other project advances before they are posted in the system.
- Assist Logistics Officer to reconcile the sub office Inventories with the asset account
- Ensure timely preparation of month end and other reports
- Perform any other duties as assigned.
Qualifications
- Minimum of First Degree in Business Administration, Finance & Accounting or equivalent experience or a combination of education and work experience
- Familiarity with basic finance or accounting practices will be an added advantage
