Project Background

  • CRS has secured funding from Caritas Germany to implement a 3 year project Cash-Based Assistance for Conflict-Affected Households in the Lake Chad Basin – Nigeria. For Nigeria, Caritas Germany has entered into a bilateral agreement with Caritas Nigeria for achievement of Strategic Objective:
    • Crisis affected populations meet the priority needs for their Households and CRS for S0
    • CBOs/FBOs have improved capacity to implement high quality, timely Cash Transfer Programs meeting the needs of crisis-affected populations. Caritas Germany has also entered into similar agreements with CRS Chad, Caritas Chad and Caritas Cameroon.
  • Specifically, CRS Nigeria will work with Caritas Nigeria, including JDPC Maiduguri, to strength the capacity of Caritas Nigeria in emergency programming with an emphasis on cash transfer programming.

Job Summary

  • The successful candiddate will support programming and implementation of Cash-Based Assistance for Conflict-Affected Households in the Lake Chad Basin – Nigeria advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable.
  • Your skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Key Job Responsibilities
Program Quality and Implementation:

  • Oversee and ensure the successful implementation of the program, in adherence with donor requirement.
  • Ensure quality and timely implementation of the project against set objectives, targets and work plans.
  • Support teams and partners in the development of DIPs and M&E components linked to SO2.
  • Ensure DIP includes both programming events, as well as all management quality focused partner capacity strengthening events.
  • Help assess and strengthen partnerships relevant to Cash Tranfser Programming within an emergency context, applying appropriate application of partnership principles, concepts, tools and approaches.
  • Support programming of all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Ensure the project utilizes best practices, policies and guidelines consistent with humanitarian principles and SPHERE Standards.
  • Actively support project activities through field visits, surveys and/or exchange of information with partners to assess progress, identify bottlenecks and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Coordinate the identification of technical assistance needs of partners and capacity strengthening and required interventions to support quality project implementation.
  • Analyze and evaluate project performance data following MEAL policy.
  • Proactively identify issues and concerns and use participatory processes to overcome obstacles.
  • Manages project budget in compliance with donor guidelines and policies.
  • Ensure robust financial and monitoring and evaluation systems are in place for high quality programming.

Reporting, Institutional Learning, Documentation and Sharing:

  • Compile field-based reports to CRS and external donors.
  • Identify, document and lead any efforts to document best practices and lessons learned from the project for organizational learning and donors.
  • Take the lead in the completion of success stories and case studies – modify as needed based on intended audience.
  • Integrates best practices from the project into CRS emergency programming.

Capacity Building and Supervision:

  • Support the capacity building of partners staff through on-job training, targeted technical guidance, coaching, mentoring, accompaniment and regular field visits.
  • Support the development of partner capacity building plans and strategies.
  • Ensure completion and dissemination of reports/documentation of relevant partnership inititaives in keeping with established requirements.
  • Coordinate and monitor financial and material resources relevant to project needs.
  • Through planning and oversight ensure efficient use of project resources.
  • Remain current on agency guidelines, learning inititaives and policies related to capacity strengthening.
  • Identify and coordinate relevant training events for CRS and partner staff to advance knowledge and skills cash transfer programming within an emergency context including project reflections, learning assessments, planning and facilitation guides.

Coordination and Representation:

  • Ensure effective coordination with CRS internal and partner staff and provide frequent feedback and updates.
  • Manage relationships with key stakeholders and potential collaborators for cash transfer programming within an emergency context.
  • Champion learning and collaboration with other project teams, partners, other Country Programa and CRS HQ

Background, Experience & Requirements
Education and Experience:

  • Master’s Degree in International Development, International Relations or in the field of Cash Transfer Programming required
  • Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Additional experience may substitute for some education.
  • Project management experience in Cash Transfer Programming
  • Experience engaging with partner organizations and building partner capacity. MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Able to communicate in English Language (speaking and written) is mandatory.
  • Able to speak in Hausa and or Kanuri is an additional advantage.

Job Title: Supply Chain Management Manager

Project Background

  • CRS is a principal recipient (PR) on the Malaria grants in 2017 and will continue to assume the role of a PR for the Global Fund Malaria grant in 2018 to 2020. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to oversee the implementation of malaria grant in 13 states, including mass campaign in Ogun and Gombe states, and also oversee 3 SRs who will support a range of malaria treatment and prevention services at the state level
  • CRS seeks an individual with experience in procurement and supply chain management of health products to fill the position of SCM Manager.

Job Summary

  • The SCM Manager will provide direct technical coordination & oversight of all routine supply chain management activities of health products that will be handled by Management Sciences for Health (MSH) in 13 states of implementation and ensure compliance with Global Fund requirements
  • This includes coordinating and strengthening of linkages with all organizations involved in SCM activities in the 13 states.

Specific Job Responsibilities
Coordination & Oversight:

  • Build and maintain productive relationships with the three SRs; Malaria Consortium (MC), Society for Family Health (SFH), and Management Sciences for Health (MSH), State authorities, including the State Ministry of Health (SMoH), Logistics Management Coordination Unit (LMCU), Federal & State Medical Stores, as well as technical and financial partners involved in the supply chain for the 13 malaria priority states
  • Lead the overall quality assurance of SCM activities in the 13 malaria priority states to ensure that SCM activities implementation is fit for purpose-this include first level review and sign off on quarterly SCM Detailed Implementation Plan (DIP), and reports such as those of MSVs, states PSM review meetings and stock status reports

Forecasting and Supply Planning:

  • Lead the coordination and sharing of information on supply plans, including upcoming shipments from CRS, to ensure there are no stock outs or expiries in the 13 malaria priority states
  • Participate in central forecasts and quantifications meetings and ensures the commodities needs of the 13 states are met

Human Resources:

  • Work with NPSCMP/NSCIP in the performance monitoring and appraisal of states LMCUs in the 13 malaria priority states and participate in the National LMCU task team activities as it relates to the strengthening of LMCUs
  • Conduct regular monitoring and performance review of Management Sciences for Health (MSH)

Monitoring and Reporting:

  • Be responsible for providing oversight on SCM risk management framework for 13 malaria priority states
  • Be responsible for identifying and documenting of SCM lessons learnt for the purpose of quality improvement of grant implementation for the 13 malaria priority states

Qualifications and Skills

  • Bachelor’s Degree in any of the following or related areas Pharmacy, Business Administration, Supply Chain Management with demonstrated expertise in the management of health products. A Master’s Degree in a related field will be an added advantage.
  • Minimum 5 years of experience in managing or providing technical support to procurement and supply chain management of health products

Job Title: Technical Specialist

Job Context

  • CRS is a Sub-Recipient to Family Health International (FHI 360) on the Global Fund New Funding Model HIV Program in Nigeria.
  • The Program seeks to scale up gender sensitive HIV prevention services among children and adults in Nigeria.

Specific Job Responsibilities
Training and Mentoring:

  • Coordinate and mentor the ART, TB-HIV, PMTCT and SRH clinical care teams at supported facilities and ensure they function as effective units
  • Carry out technical needs assessment with respect to ART, TB, PMTCT, HCT and SRH at partner health facilities and proffer solutions in line with GF & CRS’s organizational goals and objectives.
  • Provide onsite mentorship to partner facility staff in ART, TB/HIV, PMTCT, SRH.
  • Maintain current knowledge of HIV/AIDS patient’s standard of care at the partner health facilities through organization of didactic sessions, mortality reviews, case reviews/presentations etc.
  • Ensure all SHCs have adequate knowledge materials and job aids that ensure uniformity of practice across all sites.
  • Follow up on implementation, monitoring and evaluation of quality improvement strategies identified by program team, training needs and participation in meetings geared towards meeting overall grant objectives at partner health facilities.
  • Direct management of people infected and affected by HIV infection at the partner health facilities.
  • Use appropriate tools to document support given during mentoring visits and ensure that facilities have copies of these.
  • Work with Adherence Officer and other team members to ensure high quality of care and high standards of implementation of the project in the state.
  • Work closely with the M&E team to ensure that there is sufficient timely program data, and that technical decisions are data driven in the state.

Program Management:

  • Monitor target across PHCs and SHCs, determine and provide feedback to ensure target achievement.
  • Actively come up with strategies to ensure donor target achievements are met.
  • Collaborate with SHC staff and support groups to ensure all patients on ART are tracked and followed up on.
  • Ensure adequate knowledge of all process and output indicators specified by donors.
  • Provide direct supervision of the partner SHCs.
  • Monthly reporting of all activities carried out at partner health facilities.
  • In collaboration with the program and technical staff, develop, implement and periodically update a decentralized GF workplan.

Budget Management:

  • Ensure all cash advances are liquidated promptly

Partnerships and Networking:

  • Liaise with other GF and PEPFAR partners in the stateto ensure coordinated service provision to the CRS-supported sites.
  • Develop and maintain healthy relationships between CRS’ GF partner facilities, the Catholic Church and its partners, the GoN and other relevant stakeholders.
  • Representation at state technical working groups for ART, TB, HCT, PMTCT and SRH, as well as at other meetings and related activities as designated.

CRS/Nigeria Program Responsibilities:

  • The Technical Specialist will also participate as a full member of the CRS/Nigeria Program Department.

  • Demonstrated ability to manage a project in an HIV/AIDS service delivery setting, including working with government authorities.
  • Proven experience working with partner organizations in both the public and private sectors.
  • Working knowledge of and experience with GF or USG projects will be an advantage.

Job Title: Senior Manager, MEAL

Job Summary

  • The Monitoring, Evaluation, Accountability & Learning (MEAL) Senior Manager will provide leadership on all monitoring, evaluation, accountability and learning (MEAL) activities to the CRS Global Fund Malaria program; ensure that the project documents progress and achievement of stated objectives; and provide accurate and timely reports to Global Fund and relevant entities of the Government of Nigeria (GON).
  • The MEAL Senior Manager reports to the Chief of Party and is accountable for all the monitoring and evaluation, accountability, learning and documentation of technical project related activities, results and program quality.

Specific Job Responsibilities
Monitoring and Evaluation:

  • Ensure collection of high-quality reliable and timely data by the SRs to monitor program activities and evaluate progress towards achievement of program objectives and targets.
  • Lead the preparation of M&E/program-related reports on Key Performance Indicators (KPIs) by CRS to the donor and Federal Ministry of Health.
  • Ensure that CP MEAL Coordinator and Regional/HQ technical team review all reports/submissions before they are sent to the Global Fund Country Team or Federal Ministry of Health/NMEP.
  • Support NMEP and implementers to prepare for the quarterly/annual Program Review meetings with Global Fund Country Team.
  • Lead development of the program’s M&E plans and procedures. Ensure plans are adhered to and in line with national M&E strategies, health information management systems, and CRS MEAL Policies and Procedures.

Accountability:

  • Support CRS GF Malaria grant staff to engage key populations & beneficiaries in monitoring and evaluating project’s performance and incorporate participatory methods into M&E systems.
  • Orient program staff and SRs on the basic principles and practices of beneficiary accountability.
  • Lead the development and implementation of feedback and response channels to reflect the preferences of community members and beneficiaries.

Knowledge Management and Learning:

  • Ensure that M&E and Program teams regularly review and accordingly adjust implementation plans and tools in the light of lessons learnt, and project needs in the field context based on routine data and reflection sessions.
  • Lead the preparation and dissemination of research/evaluation findings from GF Malaria project in posters, abstracts, journals, conferences and other scientific writing forums.
  • Support learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.
  • Support program staff in key activities including development of a learning agenda, organizing regular learning events, supporting operations research, and reflecting, documentation, and communication of learning initiatives, in line with approved DIP.

Management and Administration:

  • Coordinate with the Chief of Party and Grant/Finance staff to maintain, track, and adjust M&E budget throughout the life of the project.
  • Support preparation and submission of annual Progress Update/Disbursement Requests (PU/DR) and Quarterly Program Reports in collaboration with other program staff, in line with donor requirements.

Representation:

  • Liaise with technical counterparts in the Ministry of Health, other Principal Recipients, Sub-recipients and other local and international stakeholders engaged in malaria activities in Nigeria.
  • Represent CRS at relevant technical working groups, sectoral meetings and coordination forums.

Human Resource Management:

  • Lead, manage and supervise a team of CRS Malaria Grant M&E staff to meet program objectives.
  • Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

  • Degree in M&E, a health-related discipline and/or master’s degree in Public Health.
  • Minimum of 7 years of experience monitoring and evaluating health programs and providing technical assistance to government and non-government partners in complex donor funded health program (Global Fund experience preferred, developing country setting preferred).
  • 3 to 5 years of supervisory experience, excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with senior managers of local and international institutions
  • Knowledge of national health management information systems, strategies and tools in Nigeria; familiarity with DHIS2.0 platform highly desired
  • Demonstrated experience with collection/analysis of epidemiological data
  • Understanding of principles and current approaches to M&E for health programming, including knowledge of both quantitative and qualitative methods
  • Familiarity with beneficiary accountability mechanisms
