Job Title: Utility Technical Specialist (UTS)

Job Summary

  • RTI International in collaboration with Plan International and other partners is implementing a 4-year USAID funded Effective Water, Sanitation and Hygiene (E-WASH) program. E-WASH will provide technical assistance to state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards (SWBs) in Nigeria.
  • This is part of the United States Government’s (USG) efforts working with the Federal Government to address the heart of the challenges faced by the urban water, sanitation, and hygiene (WASH) services. The overall goal is improvement of urban water and sanitation service delivery.
  • The Effective Water, Sanitation and Hygiene (E-WASH) project, is seeking to identify 9 dynamic and technically strong Consultants to support the undertaking of baseline studies to firstly establish the current performance levels of the SWBs, identify the gaps and develop action plans and service plans for water service delivery in the urban areas of Imo, Niger and Sokoto States.
  • The consultants must be willing to spend up to 4 weeks (20 working days) during the first part of January 2019 i.e. from Monday January 7, 2018. Women candidates that meet the criteria below are strongly encouraged to apply.

Objectives of the Baseline Survey

  • The main objective of this position is to undertake baseline studies related to the technical operations of the SWB, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program.
  • In this respect the consultant will be part of a team that will finally develop a baseline report and program of action (service improvement plans and Action Plans) and also working on technical KPIs.
  • The baseline information to be collected will include but not limited to the current state of the technical operations of the SWB -from source, production, treatment, distribution and Non-Revenue Water. Also develop a baseline on urban sanitation in the main city of the state – fecal sludge management.

Qualifications and Experience

  • At least a Master’s degree in Engineering, Utility Management, Water Supply and Sanitation, Executive Management of Water and Sanitation Programs.
  • At least 12 years of experience in utility technical or engineering management
  • Experience in designing performance improvement plans for utilities water or electricity.
  • Proven experience in developing non-revenue water control strategies, customer management etc
  • Knowledge and understanding of utility asset management practices, water utility operations from source to tap including basic understanding of treatment methods
  • Understanding different solutions for fecal sludge management, development of urban sanitation city plans.

The overall objective of the baseline study is to establish a benchmark against which the E-WASH will design interventions to bring the urban water service providers to the level of being professionally managed and commercially viable. There will be three baseline study teams with each team comprising of about 5 professionals.

The main objective of this position is to undertake baseline studies in utility operations or management which will include financial, commercial and HR activities of the SWB, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and Service Improvement Plan based on an organizational capacity assessment tool (OCAT) and also working on financial KPIs.

The baseline information to be collected will be used to design the transformation agenda for the urban water service delivery in the respective state to move the SWB to a commercially viable entity. The information to be collected will include but not limited to the current financing arrangements (budgeting process, allocations and releases) from the state Government, financial management including reporting by the SWB, billing, collection and other revenue generation ventures as well as organizational structure, number of personnel as well as the quality of the current staff.

Qualifications and Experience

  • At least a Master’s degree in Human Resources, Human Resources, Organizational development, finance, commercialization, economics or any of the financing qualifications or such related fields.
  • At least 12 years of experience
  • Experience in utility finance, design of billing systems and such other commercial activities of the utility.
  • Experience in designing and undertaking financial management systems, evidence-based budgeting.
  • Knowledge and understanding of utility finance from electricity or water i.e. cost structure of utility operations, major cost centers
  • Expertise in developing performance incentives for staff in any organization
  • Specific expertise in areas including HR management, strategic planning, training and capacity building, and/or customer satisfaction and engagement
  • Experience in designing and developing organizational development activities for institutions.
  • Knowledge of the key components of a utility tariff and tariff setting and what to take into account when designing such a one.

    • Utility Operations Specialist
    • Utility Technical Specialist
  • One of the key objectives of the EWASH is the creation of enabling environment for the SWB to achieve financial sustainability, professional management and generally operational, financial and management autonomy (based on good corporate governance principles).
  • The objective of this assignment is therefore to undertake baseline studies in policy, institutional, legal and regulatory as well as corporate governance (issues to do with Board of Directors) framework for urban water services for the state government, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program.
  • In this respect the consultant will be part of a team that will finally develop a baseline report and program of action

Qualifications and Experience

  • At least a Master’s degree in Institutional Development, Corporate Governance, Regulatory Reforms, Development Studies or any such related fields.
  • At least 12 years of experience in at least two of the above areas i.e. institutional reforms, corporate governance, management, Board of Director matters or policy development
  • Experience in designing and implementing water sector reforms an advantage
  • Demonstrated understanding of the urban water supply and sanitation sector in Nigeria
  • Understanding of the policy framework for urban water and sanitation
  • Demonstrated knowledge of the regulation of urban water services
  • Ability to articulate an understanding of the institutional roles and responsibility of the urban water and sanitation service delivery
