The Complex
- The Vice-Presidency for Finance oversees the financial management of the Bank Group. This encompasses the Bank Group’s treasury activities including borrowings from the capital markets and investment activities; controllership functions including financial reporting and loan administration; strategic resource mobilization and the strengthening of the non-statutory financial resources and instruments; the overall asset/liability management for the Bank Group.
The Hiring Department/Division
The Resource Mobilization and Partnerships Department is responsible for the strategic resource mobilization and the leveraging of the financial resources and instruments of the Bank Group. The department’s role is to increase the pool and types of funding available to the Bank Group’s Regional Member Countries, particularly for transformative projects in line with the Bank’s Ten-year strategy.
The Sovereign Division is responsible for resource mobilization initiatives and partnerships with sovereign entities. It is mandated to mobilize, allocate and monitor resources for the Bank Group’s statutory capital including the African Development Fund and ensuring compliance with the African Development Fund rules and the commitments taken upon the replenishment negotiations. It leads, coordinates and supports the implementation of Highly Indebted Poor Country and Multilateral Debt Relief Initiative(s).
The Sovereign Division coordinates the Country Policy and Institutional Assessment and is responsible for the process of allocating African Development Fund resources among beneficiary countries, and monitors their use in accordance with various African Development Fund policies and guidelines. The Division is also responsible for the required periodic reporting on the use of those Funds. The Sovereign Division also leads the partnership with sovereign entities such as bilateral aid agencies and manages most bilateral trust funds of legacy partners.
The Position
- The Senior Resource Mobilization & Partnerships Officer plays a central role in resource mobilization from sovereign partners, in partnership engagement and management, and in monitoring, evaluation and reporting.
- Under the supervision of the Division Manager, the Resource Mobilization & Partnership Officer will also provide advice and support to internal and external clients on a range of resource mobilization and partnership issues including but not limited to: the African Development Fund, bilateral trust funds, special initiatives and any other innovative partnership mechanisms involving the Bank Group’s traditional sovereign partners.
Duties and Responsibilities
The Resource Mobilization Officer will:
- Task manage specific resource mobilization efforts through statutory and/or non-statutory replenishments, co-financing, fundraising for trust funds, special initiatives and any other innovative partnership mechanisms with the Bank Group’s traditional, sovereign partners;
- Oversee the administration, monitoring of these funds as well as their disbursement, so as to ensure organizational compliance with Donors’ financial and programmatic reporting requirements by promoting the effective and efficient use of mobilized Donor resources;
- Conduct consistent monitoring and evaluation activities of Donor-funded activities and preparing progress / financial reports to the respective Donors;
- Provide internal stakeholders with technical advice and information on development partner funding priorities to strengthen opportunities for target fundraising and facilitate the coordination and collaboration between Bank Group business units;
- Contribute to key processes during the African Development Fund cycle, including replenishment, resource allocation, monitoring, reporting, and also, updating and or developing of related procedures and operational guidelines;
- Assist in the organization of regular internal and external outreach events for the benefit of staff and other stakeholders to explain the activities of the different funds and key drivers of the allocation system;
- Participate in and contribute to key partnerships meetings, (including those with other Multilateral Development Banks and other international organizations, philanthropic organizations) to seek for new resource mobilization and partnership opportunities for the Bank Group;
- Contribute to effective collaboration with other departments and complexes;
- Contribute to the conceptualization, elaboration and presentation of Bank Group resource mobilization and negotiation documents; elaborate policy and strategy papers relevant to resource mobilization and/or negotiation process;
- Contribute to the development of strategic options for positioning the Bank Group in the global aid architecture, mobilizing and deploying its resources, by contributing to the planning, conceptualization, elaboration and presentation of the Bank Group key resource mobilization and negotiation documents;
- Assist in elaborating Division’s objectives, work programs and their execution while ensuring that deadlines are met and that outputs meet the highest technical standard.
Selection Criteria
Including desirable skills, knowledge and experience:
- Hold at least a Master’s degree or its equivalent in either the Social Sciences (Economics, Politics, Sociology, etc.), Finance, Public Policy, International Affairs, Law and/or other relevant fields from recognized institutions and with stellar academic records.
- Have a minimum of five (5) years of relevant experience at national and international level, of which at least two to three (2-3) must be related to resource mobilization and/or partnerships across public, private and/or non-profit sectors along with established operational track record in achieving results.
- Demonstrable knowledge of international development financing and the global funding architecture, particularly as related to the Addis Ababa Conference on Financing for Development.
- Knowledge of the African Development Bank’s various financial instruments, policies as well as of its resource mobilization and on-lending activities is an added advantage.
- Having private sector experience will be an added advantage.
- Demonstrable record of operational effectiveness, client orientation, problem solving, communication and teamwork.
- Excellent spoken and written English or French with preferably working knowledge of the other.

The Complex
- The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Light up and Power Africa”. The complex’s objectives are (i) to develop policy and strategy; (ii) provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) develop new financing instruments; (iv) act as spoke person to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”. The Complex will focus on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.
The Hiring Department/Division
- Within this new Complex, there is a Directorate in charge of Power Systems Development.
- This Directorate includes the “National and Regional Power System” Division which supports the Bank’s Regional Member Countries, and Regional Economic Communities, Power Pools, Regulators and other stakeholders to develop and improve their power systems both for sovereign and non-sovereign.
The Position
- The Power Engineer will ensure the technical strength of the Bank’s activities in order to: (i) Support Bank effort of implementing a fast-track approach in accelerating regional project implementation; (ii) support the integration of regional energy markets through development and strengthening of power exchange, wheeling, pricing, and settlement framework, and; (ii) design technical assistance program to power pools and regional regulatory agencies to facilitate energy trading, and capacity building for regional organizations and project delivery units in the energy sector.
Duties and Responsibilities
Under the overall supervision of the Manager, National and Regional Power Systems, the incumbent will perform the following:
- Support Bank effort of implementing a fast-track approach in accelerating project agreement negotiations, concluding of Power Purchase and Power Sales Agreements and wheeling agreements of large-scale regional energy infrastructure projects.
- Engage with hubs teams in developing and fast-tracking a prioritized pipeline of bankable regional energy infrastructure projects in collaboration and consultation with regional power pools and regional project delivery secretariats;
- Take a leadership role, along with Hub-based staff, in the process of identification and preparation of operations related to the development of regional projects;
- Provide deep sector expertise for quality assurance of sector studies related to the development of regional power systems: preparation of terms of reference, review and validation process of feasibility studies and power sector analysis;
- Support regional institutions in developing high quality development plans, including ensuring joint and coordinated approach to intra- and inter-regional investment planning of energy infrastructure projects;
- Support member countries and power pools with development of policies, laws and regulations that promote development of transparent, predictable and stable energy market, and play an advisory role in developing rules to detect and counter market abuse;
- Identify skills and competence gap in the regional power and energy institutions and designing appropriate technical assistance and capacity building;
- Promote the harmonization of design standards, operational and connection codes;
- Work with Energy Solutions Directorate for complex advisory work, structuring and financial analysis of projects, especially those involving private sector participation;
- Identify appropriate regional performance indicators for the energy sector to facilitate inter-regional benchmarking and expedite attainment of the overall goal of the New Deal on Energy for Africa;

- Hold a Master’s Degree in Electrical Engineering or Business or Economics.
- Minimum seven (7) years of relevant professional experience in power sector and/or project finance;
- Broad range of responsibilities within the industry in several of the following areas: Thermal generation, hydro generation, systems planning, distribution operations, commercial operations, transmission, tariff setting, renewable generation, power plant construction and environmental compliance;
- Up-to-date knowledge of capital costs and operating parameters of diverse generation technologies and Transmission & Distribution networks;
- Experience in Africa and emerging economies;
- Significant work experience in the private sector;
- Experience with regional power pools / projects will be a plus.

The Complex
- The Vice Presidency for ‘Regional Development, Integration and Business Delivery ‘responsible for operational relevancy, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
- The Vice Presidency Regional Development, Integration and Business Delivery will ensure that the Bank operates successfully across its Regional Members Countries and will oversee the full implementation of all aspects of the Bank’s Regional Directorates.
The Hiring Department/Division
- Within the Regional Development, Integration and Business Delivery (RDVP) Complex, the Bank has five (5) Regional Hubs, one in each region of Africa: North, South, East, West, and Central. Each Regional Hub is headed by a Director General (DG) and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries.
- The Regional Hubs provide overall strategic direction to country offices within the regions and are responsible for the Bank’s sovereign operations, business development, project management and overall effective delivery of the Bank’s High 5s, notably ‘Industrialize Africa’, ‘Feed Africa,’ ‘Light up and Power Africa’, ‘Integrate Africa’ and ‘Improve the Quality of Life of the people of Africa’.
The Position
- The Principal Social Protection Officer will contribute to the elaboration of poverty reduction and social projects/programs in support of Regional Member Countries’ (RMCs) development strategies.
- He/ She will supervise the implementation of social projects/programs financed by the Bank Group in their architectural, procurement and financial costing dimension.
- He/ She will participate in the general coordination of Bank Group activities in the Poverty Reduction and Social Protection sector with other international and bilateral agencies.
Duties and Responsibilities
Under the overall supervision of the Regional Operation Manager-Agri, the incumbent will perform the following:
- Undertake the preparation and appraisal of innovative social protection projects and programs for possible Bank funding;
- Occasionally represent the Bank at poverty reduction and social protection-related conferences, workshops, and seminars organized by its development partners;
- Mobilise financial resources from bilateral agencies to support non-lending dimensions of work on poverty reduction and social protection including organization of conferences and seminars, poverty and vulnerability- related studies, and dissemination of best practices;
- Collaborate with multilateral organizations, bilateral agencies, the UN system, and regional entities such as the AU, the ECA, NEPAD, and sub-regional community groupings (e.g. ECOWAS, SADC) in the preparation of national, regional and continental reports on poverty, vulnerability, social protection and the MDGs.
- Supervise on-going projects in social protection and poverty reduction to monitor procurement of goods and services; review tender documents; evaluate the work of consultants and contractors; process disbursement requests; and contribute to the preparation of project completion reports’ and portfolio performance documents;
- Prepare poverty, social protection, and MDG -related documents as requested by Senior Management for the Boards for information and approval, especially as it relates to the ongoing efforts to mitigate the adverse impact of the financial, food , and climate change crisis on the welfare of the poor and vulnerable groups;
- Advise Country Teams engaged in the preparation of Results-Based Country Strategy Papers (CSPs); Economic and Sector Work (ESW), and applied research to articulate poverty reduction and social protection issues in favour of the achievement of the MDGs and promote pro-poor growth in Regional Member Countries (RMCs);
- Undertake ESW on poverty reduction and social protection including the preparation of poverty profiles, poverty assessments, vulnerability analysis , labour market analysis, etc. in order to strengthen the Bank’s knowledge base in the area of social protection in RMCs;
Selection Criteria

- Hold at least a Master’s Degree in Economics, Agricultural Economics, Sociology, Development Studies or related fields;
- Have a minimum of six (6) years of experience the field of development with specialization in rural development and social protection;
- Private sector experience will be an added advantage;
- Knowledge and experience related to rural development and employment policies and programmes
- Experience in supporting policies, programmes and analyses related to public and private and mixed rural institutions that mediate access to markets and social protection, particularly for small producers, family farmers and farmers and the rural poor in developing countries;
