Job Title: Management Information System/Payment Coordinator

Locations: Yobe
Job Type: Full-time

Role Purpose

  • The MIS/Payment Coordinator will provide technical support to the design, implementation and monitoring of cash transfer programme at State and LGA levels in Yobe State.

Key Areas Of Accountability

  • Provide technical oversight to the planning, delivery and monitoring of programme activities at the state and LGA levels
  • Establishment of an integrated MIS into the cash program to ensure compliance with donor objectives and methodology
  • Ensure proper and timely implementation, management and capacity building on MIS
  • Document good practice from planning, implementation, monitoring and evaluation of activities
  • Represent Save the children in relevant local forums and technical working groups where necessary.
  • Ensure that the planned activities are carried out in a way that is timely, cost-effective and adheres to quality standards
  • Support planning of sensitization activities with target communities and development of key community mobilization messages
  • Ensure targeting and enrolment process for beneficiaries is conducted transparently and according to phased roll-out plans
  • Ensure technical assistance to programme delivery has been planned and factored into budgets
  • Participate in relevant state and LGA level forums for cash transfers and social protection and support advocacy efforts with state government
  • Support the development of training packages for staff and partners in the management and delivery of cash transfers
  • Support development of capacity building strategy for state and LGAs in social protection
  • Work with LGA teams to establish reporting processes to ensure that all information and data on cash transfer interventions is collected, documented, and collated in an accurate and timely manner
  • Provide technical input and review to regular monthly and quarterly state-level reports using data provided by LGA teams and ensure cross-checking of data
  • Compile case studies and lessons learned reports on a regular basis to share with the wider programme and inform improvements in programme quality and delivery
  • Support creation of a system for ensuring that information obtained is also shared with communities, children, and other stakeholders through a regular feedback mechanism
  • Ensure beneficiary accountability mechanism is logging and addressing complaints in a timely fashion. Ensure programme managers are aware of delays in acting on any complaints or information requests.

Skills & Experience
Essential:

  • First degree (BSc/BA/HND), preferably in a discipline such as Social Sciences, Geography, Anthropology or other disciplines relevant to Urban/Rural Livelihoods, IT, MIS or related field
  • 4 years post NYSC experience.
  • Substantial experience of relief or development/extension work with rural communities.
  • Demonstrated experience planning and managing cash transfer and food security programmes.
  • Excellent working knowledge of Microsoft Office and other programming (Access, Outlook, Excel, PowerPoint, and Word)
  • Proven ability to create management information systems for large amounts of data within a complex program
  • Knowledge and experience in using database specific software
  • Excellent communication, writing and analytical skills
  • Knowledge and experience of project development, monitoring and evaluation, preferably in the area of cash transfers and/or food security.
  • Strong analytical skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning

Job Title: Supply Chain Officer

Role Purpose

  • The Supply Chain Officer is responsible for managing Procurement processes to ensure effective, transparent and accountable support to the Save the Children programs in Yobe State.
  • Under the supervision of the Field Manager to ensure adequate consideration for coordination of supplies deliveries and planning of program implementation.
  • Provide technical advice and guidance to program/support teams on procurement of goods and services and on best procurement practices. Anticipate procurement bottlenecks and resolve them ahead of issues.

Key Areas of Accountability
Procurement and Supply:

  • Implement procurement as per approved Save the Children International guidelines, procedures and forms.
  • Check the availability and prices of requested items in the local market; liaise with the Country office if procurement must be conducted there.
  • Create, maintain and regularly update the price list.
  • Create, maintain and regularly update supplier database.
  • Maintain, keep up-to-date and share a weekly procurement tracker, showing the current status of the requested items and the date which they are expected to be supplied to the projects
  • Organize collections of required numbers of quotes for all relevant procurements
  • Advises the Budget holder on contract allocation if relevant. Call for procurement committee meetings, take notes and documents the decision-making process.
  • Drafts POs according to Procurement committees proceedings for Review of relevant manager and submits for Budget holder approval
  • Collate all payment file and submit to LM for check before submission to Budget holder and finance payment
  • Prepare monthly summary reports on the procurement, identifying problems in operations and solutions proposed.
  • Oversee all arrangements for meetings and conferences as required, ensuring these are delivered to a high quality and cost effectively
  • Line manage all procurement assistants under the supervision of the position by managing performance on an on-going basis
  • Manage suppliers relationship up to the delivery of goods/completion of service
  • Follows up with Finance office on outstanding payments files. In liaison with the Senior Logistics Manager, Trouble-shoot file incompleteness and/or inconsistencies.
  • Maintains and keep up-to-date a hard documentation filling system for procurement files allowing easy reference for audit purpose.
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, fraud, health and safety, equal opportunities and other relevant policies
  • Work in close collaboration with the finance and administration departments to ensure effective operations and strong team spirit
  • Carry out any other tasks required by the line manager in line with the job description and capacity development plan.

Job Title: Driver

Locations: Biu & Damboa LGAs – Borno
Job Type: Full-time

Role Purpose

  • The driver is responsible for the safe driving of Save the Children International vehicle, staff and Assets
  • The Driver will ensure cleaning, proper maintenance of vehicles in compliance with the Driver’s handbook and safe driving standards, ensuring the vehicle is fuelled in time for trips and the proper management of the fuel supply for that vehicle
  • The driver should do so in accordance with SCI policies and procedures.

Key Areas of Accountability
Documentation:

  • Maintain the vehicle log and fuel consumption documentation
  • Keep the Vehicle Documents Folder up-to-date:
  • Support the Head Driver with the Vehicle Usage report, including trip use, mileage and fuel consumption.
  • Maintain a valid driver license, registration and valid permits all the time

Control of Vehicles:

  • Ensure that all vehicle journeys are authorized in advance by Line Managers.
  • Ensure that all vehicle journeys are to be recorded in the log book at the start and completion of the journey
  • Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
  • Ensure that s/he wears the vehicle safety belt and all passengers also wear seat belts before driving the vehicle.

On the Road:

  • Ensure that the line manager is immediately informed of any accidents, the Accident report is filled immediately and the accident reported to the police as soon as possible.
  • Ensures the safety of passengers at all times
  • Safe transport of all staff, equipment, and materials
  • Save the Children International has a no passenger policy – this relates to all non-agency personnel and is for reasons of safety, the continuance and equity of the programme.
  • Save the Children International may give lifts to agency and Governmental staff on occasion for the benefit of the programme – see passenger policy for details.
  • SCI reserves the right to refuse entry to a vehicle any staff member without identification documents or who cannot be identified by SCI staff.
  • In the event of a medical emergency lifts may be given on prior approval of the programme manager – see passenger policy for details.

Vehicle Checks:

  • Check the vehicle prior to its use in the morning and after use
  • Check the vehicle before departing from work.
  • Check, on taking over a vehicle, that the items listed on the Vehicle Check List and the items listed in the Vehicle Tools and Materials Inventory are present and in full functioning order.

Vehicle Defects:

  • A driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager. After consulting a mechanic, the line manager will make the decision as to whether the vehicle should be taken off the road for repair.
  • Report and supervise all maintenance and repair needs of assign vehicle.

Cleanliness & Visibility:

  • The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
  • The driver is to ensure SCI visibility protocols are adhered to at all times.

Other:

  • Follow and abide by the traffic rules, SCI regulations, driver safety manual and any other instructions given by the Line Manager
  • Maintain all vehicle’s safety equipment, as per vehicle safety kit, in liaison with the logistics officer – including first aid kit, communication equipment, tow rope and fire extinguisher
  • Work after duty hours or holidays as and when required and with prior notice from line manager
  • Perform any other relevant and appropriate requested by the Line Manager

Skills & Experience
Administrative & General Skills:

  • A full and clean Driving License
  • Should have minimum 3 years experience of professional driving.
  • Prior experience as a driver in an international NGO, UN agency or private company
  • Ability to multi-task and work calmly under pressure is essential for this position.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in insecure environments is critical.
  • Some practical experience of user vehicle maintenance.
  • Must know the road terrain in Biu & Damboa LGAs

Job Title: Support Services Assistant

Locations: Biu & Damboa LGAs – Borno
Job Type: Full-time

Role Purpose

  • The purpose of this role is to provide professional administrative and logistics support to Save the Children’s programme team based in Borno (Biu & Damboa LGAs)
  • The Support Services Assistant will provide administrative and Logistics support for the effective implementation of activities in Borno
  • S/he will liaise with the other departments in Borno and ensure agreed action regarding Administrative and Logistics support is taken, and give feedback to the programme team
  • The job holder will also undertake other support duties including, but not limited to cover for the front desk, arranging travel, meetings/workshops, facilities, procurement for the LGAs covered.

Key Areas of Accountability
Programme Administration:

  • Act as the Front Desk Officer
  • Provide administrative support to SC Programme Teams including preparing meeting agendas, taking minutes of meetings, tracking actions and key dates and organising events, meetings/workshop logistics eg booking venue/room, setting up conference calls etc
  • Responsible for maintaining the general document-filing system in both soft and hard for Admin department
  • Ensure minutes of meeting of general staff meeting is taken and distributed within 48 hours after meeting.
  • Assist in the production and publications of all Admin official reports and other materials.
  • Process invoices and expense claims as required
  • Process payment,  and payment requests for vendors as applicable
  • Developing  and updating key communication documents for the Admin team
  • Make flight booking for staff
  • Attend to phone calls in a professional manner.
  • Attend to facilities complain within 24hrs.
  • Liaise with all other departments for programme needs e.g. stationeries, procurement etc

Hotel and Venue Bookings:

  • Make Hotel/Venue Bookings for the team and other programmes as delegated by the line manager, and provide feedback to the person requesting on progress.
  • Liaise with the required facilities to find the best options available and ensure value for money
  • Timely communicate to the requester through Email, the booking details
  • Follow-up with involved parties e.g. visitor, Logistics and Field Manager of the said location on travel arrangement at the destination.
  • All official communication is copied to the line manager and the relevant people.

Other Responsibilities:
The post holder may carry out other duties in addition to or instead of those outlined above which may reasonably be required from time to time, in order to assist the Admin department meets expected objectives. These include but are not limited to the following:

  • Process payment and claims as required.
  • Arrange Hotel/Venue Booking and provide feedback to the person requesting on progress.
  • Liaise with the required facilities to find the best options available and ensure value for money

Asset & Facility Management:

  • Oversee the issuance and return of assets to/from staff
  • Ensure good condition of assets, and maintain asset condition reports.
  • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.

Warehouse and Store Management:

  • Oversee all stock inflow and outflow
  • Recording all incoming goods for suppliers and prepare goods receive note
  • Update stock/bin cards regularly
  • Support program team in dispatching program suppliers to the LGAs
  • Monthly stock count
  • Prepare monthly stock report
  • Ensure cleanliness of the store.

Skills & Experience
Administrative & General Skills:

  • Level of Education – First Degree (B.Sc/B.A/HND) in any Social Sciences course or any related qualification
  • Minimum of a year work experience
  • Must have completed NYSC
  • Experience in procurement and logistics in iNGO
  • Excellent planning and organisational skills, with proven administrative skills
  • Ability to manage competing priorities effectively in a constantly changing environment, meet deadlines and work calmly under pressure
  • Strong coordination and time management skills
  • Experience in dealing with diary management and international travel arrangements
