- The purpose of this Activity is to increase the accountability, transparency and effectiveness of selected state and local governments in Nigeria
- This will be achieved by: strengthening governance systems (with a focus on public financial management and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary).
Position Description/ Responsibilities
- The Director of Finance and Administration is responsible for overseeing activity operations, including but not limited to: human resources, logistics, procurement, subcontracts or subawards, and accounting/finance
- The Director also develops the financial capacities of all relevant staff and subawardees under this award
- This individual develops internal control measures, conducts internal audits, and coordinates external financial audits for the award.
- The Director also prepares budgets for annual work plans and financial reports for USAID.
Qualifications
- A Master’s Degree in Business Administration, Finance or equivalent, and an ACA/ACCA/CPA, or other recognized professional accounting qualification;
- Ability to develop and manage large budgets, and in-depth knowledge of USG Cost Accounting Standards;
- Progressively responsible experience supervising project operations, including human resources, procurement, subcontracts or sub-awards, auditing, and accounting/finance;
- Excellent organizational, analytical, oral and written communications skills in English; supervisory skills; and ability to work well on a team;
- Experience in managing and administering grants under contract;
- Experience in building or enhancing civil society organization financial management capacity;
- Proficient in Microsoft programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting software programs.

Qualifications
- Bachelor’s Degree in any the following or related fields: Social Science, International Development, Evaluation Research, Statistics, and Economics;
- Progressively responsible experience in designing, managing and implementing results-based MEL activities;
- Technical skills in analyzing quantitative and qualitative data, with excellent organizational, oral and written communications skills in English;
- Progressively responsible experience in monitoring and evaluation of democracy and governance programs and working with development agencies and organizations, government officials, civil society leaders, community leaders, project beneficiaries and project staff;
- Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation;

- The COP will be the principal point of contact in Nigeria for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation.
- The COP will be the primary liaison with USAID/Nigeria on technical matters and must adjust programs and operations in response to USAID/Nigeria technical direction.
- The COP will be responsible for responding to the designated COR and USAID/Nigeria’s Contracting Officer.
- The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
- The COP’s primary responsibilities are aimed at providing overall leadership, management and general technical direction of the entire activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award.
- This individual will be expected to identify issues and risks related to activity implementation in a timely manner and suggest appropriate adjustments.
Qualifications
- Master’s degree in a relevant field such as social sciences, law, development studies, etc. However, five (5) additional years of relevant international development experience can be substituted for the master’s degree;
- At least ten (10) years of demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities under a USG instrument;
- At least five (5) years of demonstrated experience in senior program management, including direct supervision of professional and support staff;
- Experience working in the democracy and governance sector in Africa;
- Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;
- Proven experience navigating complex and high-pressure operating environments;
- Experience in developing and managing multi-sectoral, multi-donor-funded programs preferred;
- Demonstrated ability to establish and sustain interpersonal and professional relationships with different donors, civil society organizations and host country government counterparts.

- The DCOP will be responsible for all the day to-day technical activities and implementation of the activity.
Qualifications
- Master’s degree in a relevant field such as social sciences, law, development studies, etc. However, five (5) additional years of relevant international development experience can be substituted for the master’s degree;
- At least five (5) years of demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities under a USG instrument – three (3) years of which must be in senior program management, including direct supervision of professional and support staff;
- Experience working in the democracy and governance sector in Africa;
- Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals;
- Excellent oral and written communication skills.
