Job Title: Human Resources Assistant

Context, Duties and Responsibilities

  • Under the direct supervision of the Associate Human Resources Officer, the incumbent shall carry out the responsibilities below:
  • Provide clerical support in the recruitment, assignment, reassignment and separation of local general service staff.
  • Assist in processing local staff members’ contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures.
  • Provide advice to staff members on their rights, obligations, benefits and entitlements according to the UN/UNHCR staff rules and regulations.
  • Assist newly arrived international staff with administrative formalities related to their accreditations, security/ground passes, arrange travel and hotel reservations. Assist with shipment of their personal effects in coordination with the logistics section.
  • Provide administrative support to staff and dependants in case of medical evacuations, as well as security evacuations/relocations.
  • Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records.
  • Perform other related duties as required.

 Essential Minimum Qualifications

  • Completion of secondary education.
  • Minimum 4 years of previous relevant work experience.
  • Fluency in English and working knowledge of another relevant UN language or local language.

Desirable Qualifications & Competencies 

  • Field experience with UNHCR and/or with other humanitarian organizations is an asset.
  • Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.
  • High IT affinity and working experience of PeopleSoft/MSRP.

Job Title: Senior Shelter Assistant
Location: Yola – Adamawa
Salary Grade: GS5

Context, Duties And Responsibilities

  • This position will provide support and assistance to UNHCR Field Office in Yola on shelter and Camp Coordination and Camp Management (CCCM) activities; under the direct supervision of the CCCM Officer/Head of Field Office.
  • The incumbent is expected to have relevant technical background in order to provide the appropriate analysis, assessment, planning, monitoring and evaluation support to the shelter response provided to internally displaced persons and returnees in Adamawa State.
  • As part of the Field Office team, the Senior Shelter Assistant is to ensure smooth implementation of the UNHCR Shelter response programme in Adamawa State. The post is based in Yola, and requires traveling to other UNHCR offices and project implementation locations outside the State.
  • He/she will be required to have regular contact with Programme, protection and field staff in the field office(s) in order to ensure technical support related to shelter coordination and construction is provided.
  • Under the direct supervision of the CCCM Officer/Head of Office, the incumbent shall carry out the responsibilities below:
    • Assist in carrying out technical assessments of the unused or unfinished private and public buildings (i.e. private accommodation /houses/apartments) in priority locations that have been identified by the municipalities and /or the Shelter partners.
    • Assist in Site planning of identified potential settlement area, ensuring appropriate standards are adhered to.
    • Liaise with IPs and local authorities on behalf of UNHCR.
    • Participate in monitoring of the implementation of shelter activities.
    • Assist in production of necessary project documents (Project drawings, BoQ, Technical Specifications, Tendering documents, etc.)
    • Assist office in technical, shelter coordination activities with SEMA / NEMA, Partners and other shelter stake holders.
    • Assist the Shelter Officer in Maiduguri and also implementing partners when necessary on site improvement of informal tented settlements.
    • Assist the Shelter Officer to monitor the implementation of projects under the area of responsibility.
    • Assist in verifying any BoQ, execution plan, including defining the scope of works, technical drawings and specifications for internal analysis.
    • Support supply in the market analysis of locally available construction materials and skills, promoting the use of local capacity as appropriate.
    • Regularly report on work progress of various shelter activities and preparation of SitRep (weekly and monthly).
    • Perform other related duties as required.

Essential Minimum Qualifications

  • Completion of secondary school with certificate/training courses in shelter related fields.
  • Minimum 4 years of relevant work experience.
  • Good knowledge about construction and particularly rehabilitation and conversion of existing buildings. Any specific additional knowledge about electricity work, water and sanitation system will be an asset.
  • Good knowledge of Auto Cad, site surveying and experience in undertaking related topography assessments/ feasibility studies for site identification and environmental impact studies whilst using surveying tools (including GPS equipment, GIS software).
  • Excellent working knowledge of English (written / oral / comprehension).

Desirable Qualifications & Competencies

  • Knowledge of UNHCR standards and criteria for site selection, as well as issues related to shelter, protection, WASH, environment, land property issues etc. will be an asset.

Context, Duties and Responsibilities

  • This position will provide support and assistance to UNHCR Field Office in Ogoja on shelter and shelter related activities for the refugee settlement in Anyake; under the direct supervision of the Shelter Officer and working in close collaboration with the Shelter Officer, Ogoja Sub-Office and Head of Field Office in Adikpo.
  • The incumbent is expected to have relevant technical background in order to provide the appropriate analysis, assessment, planning, monitoring and evaluation support to the shelter response provided to refugees in Cross River and Benue States.
  • As part of the shelter team, the Shelter Associate assists the Sub-Office to ensure smooth implementation of the UNHCR Shelter programme in Cross River and Benue State. The post is based in Ogoja, but requires also traveling to other field offices and areas of program implementation.
  • He/she will be required to have regular contact with Programme, protection and field staff in field office in order to ensure  technical support related to shelter, site planning and construction activities.

Under the direct supervision of the Head of Sub-office, the incumbent shall carry out the responsibilities below:

  • Provide support and advice on all technical matters, including settlement development, shelter and infrastructure construction to UNHCR Office, Partners and Agencies involved in the UNHCR Operations in Cross River and Benue States.
  • Provide direct supervision and guidance for all UNHCR implemented shelter and construction activities to ensure quality control, timely and cost effective implementation.
  • Assist the UNHCR Office in close monitoring of shelter and settlement activities by highlighting budgetary implications of technical components, as well as the technical integrity of shelter interventions in refugee locations.
  • Prepare detailed designs, drawings, specifications, bills of quantities, material lists and cost estimates for all shelter and settlement related works. Review all proposed Partners designs/plans and drawings to ensure they meet the minimum required technical standards and specifications.
  • Identify and evaluate shelter needs in refugee settlement and host communities, in line with UNHCR’s mandate and planned activities. Provide inputs for formulation of project submissions to address shelter and settlement needs, taking into consideration technical standards (UNHCR/Sphere/National) as well as UNHCR protection mandate and policy priorities.
  • Regularly liaise and coordinate with other specialists in Ogoja sub-office and Government authorities as well as other agencies, maintaining close working relationship through different information sharing mechanisms;
  • Attend relevant co-ordination meetings to promote the active sharing of information and synergy in activities’ implementation.
  • Make recommendations on procurement of all necessary materials, equipment and tools for timely implementation of plans and site facilities functionality.
  • Provide regular technical reports to the supervisor and to other colleagues as appropriate.
  • Perform other relevant duties as required.

Requirements
Essential Minimum Qualifications:

  • Completion of the Secondary Education with post-secondary training in Civil Engineering, Architecture, Construction Site Management or other related field
  • Minimum 6 years professional experience and additional training/experience desirable in site planning, construction of building works, Shelter and Infrastructure.
  • Knowledge of computer software (Ms Word, Excel PowerPoint), as well as the capacity to use mapping tools, i.e. GPS and MapInfo.
  • Knowledge of computer aided design software (AutoCAD or ArchiCAD, MS Visio, MapInfo etc.) is a requirement.
  • Fluency in English language skills (written and spoken) and excellent analytical capacity in English (written and spoken).
  • Technical drafting and design skills, preferably with basis computer-aided drafting (CAD) experience.
  • Knowledge of SPHERE standards and the ability to use basic survey equipment, digital cameras, and computer equipment.

Job Title: Information Technology & Communication (ICT) Associate

Context, Duties and Responsibilities

  • Under the overall supervision of the Admin/Finance Officer, the ICT Associate provides reliable and timely ICT services on the application and infrastructure of UNHCR standard ICT services in the Area of Responsibility (AoR).
  • S/he receives technical guidance from ICT Officer in Abuja.

The Incumbent will have the following Responsibilities:

  • Assist in on-site needs assessment and installation and maintenance of UNHCR Telecommunications and IT equipment.
  • In consultation with the Senior Regional ICT officer, establish the ICT requirements in field operations, taking into account the overall IT and Telecom strategy of the region, the operational needs and the security constraints.
  • Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, and Microwave Links, Telephony, and satellite systems) to meet the field and emergency operations immediate ICT needs.
  • Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures.
  • Maintain records of the installations and repairs/replacements done and keep the Regional ICT officer fully informed on the status of the equipment.
  • Provide each office, where equipment is installed, with full information for their asset management records.
  • If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement.
  • Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring.
  • Add or remove users from the Network.
  • Assist in the maintenance of accurate records of users and usage of the Network.
  • Carry out minor hardware maintenance.
  • Provide Technical Briefing/Training on the equipment to local ICT resources and users, including IPs, ensuring that they are able to maintain/use the equipment.
  • Assist in the development and configuration of IT and Telecom Equipment/Kits used in field operations and emergencies.
  • Perform other related duties as required.

Essential Minimum Qualifications

  • Completion of Secondary School or equivalent technical school with formal training and certification on relevant ICT related fields.
  • Minimum 6 years of job experience relevant to the function or particularly on HF/VHF radio or IT systems, PAMA satellite systems, PABX, Cisco routers and satellite modems.
  • Knowledge of computer application packages such as MS Office.
  • Fluency in English and working knowledge of another relevant UN language and/or local language.

Desirable Qualifications & Competencies:

  • Knowledge of other UN languages.
  • Hands-on experience with wireless and VoIP systems, electricity, generators, lightning protection an asset.
  • Previous experience in Emergencies is an advantage.
  • Training experience.
