We are recruiting to fill the position below:

Job Title: Community Engagement Officer (6 months)

Location: Maiduguri, Borno
Job Type: Full-time
Travel: Up to 40% required (domestic)

About The Position

  • CIVIC is seeking suitably qualified applicants for the position of Community Engagement Officer, Nigeria, who will be part of the CIVIC Nigeria program team. This is a full-time position.
  • The Community Engagement officer will provide subject matter technical knowledge on issues faced by communities affected by the conflict in northeast Nigeria. The post holder will have representation responsibilities, working with communities/civilians, government and security force representatives, police, and other security actors, as well as CSOs/NGOs/INGOs located in the northeast.
  • The Community Engagement Officer will develop, facilitate and support CIVIC’s community engagement efforts on civilian protection and outreach capabilities through community self-protection workshops and civil-military dialogues as well as military and vigilante group workshops.

Job Purpose

  • Provide subject matter technical knowledge and develop, facilitate, and support CIVIC’s community engagement processes.

Key Functions:

  • The Community Engagement Officer will lead CIVIC’s efforts to mobilize communities across Northeastern Nigeria to strengthen community self-protection mechanisms, to create platforms for improved civilian-military relations, to conduct field research on civilian security issues, and to lead a Protection Network and related advocacy campaigns aimed at increasing the understanding and commitment to civilian protection and harm mitigation by all groups, including local government officials, security forces, self-defense groups

Job Responsibilities

  • Work with Team Lead Northeast, Community Engagement officer and other pertinent staff to design, manage, and implement community programs in support of CIVIC’s Nigeria program;
  • Travel regularly (with CIVIC staff and alone) across northeastern Nigeria to mobilize support for CIVIC’s work, especially in communities;
  • Support the team’s efforts to convene civilian protection committees;
  • Support, in close coordination with the team, civilian efforts to develop self-protection strategies;
  • Build strong relations with local officials, community-based and civil society organizations and like-minded INGOs;
  • Support research and drafting of publications (reports, briefing papers, etc) and advocacy materials promoting CIVIC’s Nigeria work;
  • Strategize and implement ways for programming to reflect the different protection needs of women, men, girls, boys, including those with disabilities, and increase their voice and influence around protection issues
  • As advised by line Manager, represent CIVIC with NGO networks and government stakeholders and promote effective collaborations and partnerships, especially in Borno; and
  • Perform other duties as required to further the organization’s mission and goals.

Requirements/Qualifications

  • B.A. in International Affairs, Political Science, Social Sciences, or related area; Masters level preferred;
  • Minimum 5-7 years relevant full-time staff level work experience required, including work in active and/or recently active conflict zones and experience in community engagement, training, field research, advocacy, and project management;
  • Experience in northeastern Nigeria and the Lake Chad Region;
  • Demonstrated strong work ethic;
  • Passion for CIVIC’s subject matter and willingness to take on the responsibilities and duties as a key member of our team; and
  • English language fluency mandatory. Advanced proficiency in Hausa and Kanuri languages is required.

Skills and Experience:

  • Well organized, collaborative, self-motivated, and able to conceptualize, manage, and plan their work even in unstable environments;
  • Deep knowledge of Nigeria including related to humanitarian and security issues;
  • In depth understanding of civilian protection issues in armed conflict;
  • Proven ability to think analytically and plan strategically, including setting objectives and identifying and capitalizing on opportunities for our work;
  • Ability to network extensively and build partnerships with community leaders and civil society organizations in sensitive political and security environments;
  • Effective in participatory facilitation, community organizing, advocacy, and leadership development;
  • Knowledge and experience in working in gender transformation and disability inclusive ways;
  • Poise, flexibility, discretion, and mature judgment to handle and respond appropriately and professionally in a complex atmosphere;
  • Willingness and experience working with security forces and understanding of the military/civilian/humanitarian spaces;
  • Outstanding written and verbal communications skills; and
  • Skilled communicator, presenter, training facilitator, and bridge builder with communities in conflict, civilians, and security audiences.

Salary Range

Job Title: Lead Security Officer, Northeast

Location: Maiduguri, Borno

Job Description

  • CIVIC is seeking suitably qualified applicants for the position of security Officer, Nigeria, who will be part of the CIVIC Nigeria program team. This is a full-time position. This position is funded as part of the DFID Conflict Management and Stabilization Programme in Northeast Nigeria.

Key Functions
The Security Officer will work closely with the Team Lead NE, the Country Operations Manager and the country director in the country office to:

  • Ensure compliance with CIVIC ‘s  security protocols that reflects our mandate and values, promotes accountability and high performance that enable our team deliver outstanding results for civilians and excellent customer service for our Members and donors.
  • Ensure all Country Office team, especially NE based staff, visitors and partners comply with all CIVIC Management Operating Standards and Procedures.
  • Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, especially in case of security-related crisis.

Job Responsibilities

  • Regular collection and collation and analysis of all security information across the country and field locations CIVIC work in Nigeria (INSO, relevant security agencies and embassy security networks).
  • Collect and keep movement tracking records, follow-up on movement tracking timing and file a trip completion records and report trip stoppages and hitches for immediate follow-up.
  • Prepare reports that document safety and security breaches and the extent of the damage caused by the breaches.
  • Carry out Incident/actor mapping and produce relevant reports and advisory for the CO/program team.
  • Support the planning of team travel to high-threat ares, including primary and secondary routes/modes of transport.
  • Assist in the preparation and conduct of security trainings for staff/visitors/partners.
  • Support the development and refining of scenarios and contingency plans.
  • Support the implementation of improved security SOPs across country offices.
  • Support the ID-Card Management System in the Country Office (CO).
  • Documents the changes and up-grades in the CO fleet movement and management.
  • Carry out periodic and occasioned Security field contextual assessments and generate reports for the use of both the program team and the CO.
  • Carry out/support incidents investigations both in the CO and Field Offices (FO)
  • Regular updates of security contextual changes in Abuja and various CIVIC location to the CO team.
  • As directed by the Team Lead NE, Country Operations Manager or Country Director, represent the CIVIC at any external security network meeting, especially in the NE
  • Carry out any other duty/responsibilities assigned by the TL/COM/CD
  • Coordinate closely with Country Operations Manager and HQ-based operations staff on security plans and responses to incidents.

Requirements
Qualification & Experience:

  • Degree level qualifications in any of Humanities or Sciences and Security Management. (longer period of experience can be taken in place of Degree)
  • At least four or five year work experience with an INGO holding security related functions and responsibility
  • Strong learning attitude and capacity to learning and development technical and professional skills.
  • Highly developed cultural awareness and ability to work well in an internationally diverse environment.

Skills:

  • Information Gathering and analysis skills using good knowledge of management practice and technologies used in the sector.
  • Solid networker, able to cultivate relationships with a broad cross-section of actors (government, security, civil society, community, and vulnerable populations).
  • Good understanding of INGOs programming.
  • Basic knowledge of Fraud and criminal investigation procedures and methods.
  • Proven ability to conduct route planning and develop security and contingency plans,
  • Critical thinking and excellent logical skills.
  • Strong proficiency in the use of Office suites. i.e. Outlook, Microsoft word, Excel, PowerPoint etc.
  • Nose-for-news’ and ability to spot flaws in systems.
  • Have good oral, written communication and presentations skills.
