In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states – Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna – focusing on providing basic healthcare and protecting children.

Background

  • The gender equality analysis is an objective analysis of the differences in the conditions, needs, participation rates, access to resources and development, control of assets, decision-making powers, protection issues including SGBV, etc. between girls/women and boys/men in their assigned gender roles and how this has been impacted by the crises. It is important to understand these differences in order to ensure that SCI Humanitarian response programme tackles gender inequalities and discrimination where needed and benefit equally girls, women, boys and men. SCI Humanitarian response programme believes that gender inequality should not be a barrier to beneficiaries benefiting from its programme initiatives as the services offered are in line with their rights.
  • The Gender Equality Analysis will provide an understanding of how gender inequalities persist in the Communities where SCI Nigeria Humanitarian Programmes are implemented with emphasis on IHA Communities in Konduga & Mafa LGAs chosen as a sample size. It would also analyze how our programmes are implemented and its causes, how it intersects with other inequalities and identities, how it impacts on human rights enjoyment and/or benefits produced by and access to development efforts as well as an understanding of SCI’s commitment and capacity to work on gender equality in programming.
  • The gender equality analysis will then serve as key input to programme design, giving a clear indication of the most appropriate responses, to be considered in designing relevant programmes that will meet the needs of more people in/of our target groups taking into context the location specific issues.

Objective

  • The objective of the detailed gender analysis is to generate data to better inform and provide IHA, Canada/Nigeria Humanitarian response programme with essential information for planning and increase understanding of project stakeholders on the gender dynamics in the Communities where our Programmes are implemented and advise the stakeholders on how to implement these project activities to the benefit of everyone.
  • The gender equality analysis is expected to conform to SCI’s gender equality policy. Using the relevant Programme documents and SC gender equality resources such as the program guidance and toolkit, and the gender equality policy as a guide, the consultant is expected to first, collect information in relation to the project activities, the ownership, decision making processes among targeted communities, vulnerability and protection concerns of target Communities (e.g. issues around SGBV), participation, needs and aspirations, etc.
  • The consultant will then use this information in the analysis of factors and trends influencing programme activities.

Specific Objectives

  • Specify the target group(s) of the SCI Humanitarian programme in our gender programming in those locations.
  • Analyze the current situation of these target groups including gender gaps  and other identity-based gaps, and how the situation has shifted as a result of the crisis.
  • Define desired changes to their situation.
  • Identify relevant responses to make such changes.
  • Identify ‘best placed’ stakeholders to implement those responses.
  • Make specific recommendations on integration of gender equality into the
  • SCI Humanitarian Response Programmes in those locations, including modification of existing programme responses and/or putting in place new ones.

Scope and focus of work
The Gender Equality Analysis should provide qualitative information, sex-age disaggregated data and analysis on the gender dynamics in SCI Nigeria Humanitarian Programme in order contribute to the dialogue and facilitate the development of gender-sensitive country strategies as well as programmes and projects throughout SCI Nigeria.

The gender equality analysis should at a minimum meet the following criteria:

  • Complete a desk review using key recent information (including existing SC program data as well as public available information) on the situation of women and girls, men and boys covering key barriers to achievinggender equality (including social norms, legislative, institutional capacity, Protection issues including SGBV, time use, division of labor, power relations, access to and control over resources, decision making abilities, etc.) focusing on those areas that are of interest to the activity of SCI Nigeria Humanitarian Programme – which will also provide the baseline for future measurement and provide an interpretation/analysis of findings;
  • A mapping of actors in SCI Nigeria Humanitarian Programme locations with mandate and capacity to act for gender equality (Community Leaders, CBOs, NGOs, Religious leaders, etc.);
  • A mapping of knowledge/information gaps (e.g. sex-age disaggregated statistical information);
  • Collection of primary data from diverse populations in target locations.
  • A number of clear tangible suggestions for the inclusion of gender in the areas of SCI Nigeria Humanitarian Programme interventions.

Requested Services and Outputs:

  • The final output will be an analytical and operative document based on qualitative and quantitative documentary review and fresh new field research /analysis.

Methodology
The process will be consultative and based on principles of participation, the methods for gathering the required information for the feasibility study may include:

Secondary Data Sources:

  • A review of the existing SCI policies such as, the SCI Gender equality policy, the SCI gender equality & program guidance tool kit, the SCI Child
  • Safeguarding policy, SCI Education strategy etc.
  • A review of local laws, policies and strategies related to the target groups or the work of SCI Nigeria.
  • A review of current and up-to-date secondary sources regarding the target programme locations, especially in terms of specifying the target group and the local stakeholders.

Primary Data Sources;

  • Interviews, focus group discussions, key informant interviews and/or questionnaires with national, state and local authorities whose roles are related to dealing with children in situations of vulnerability. These can serve both to gather data and to discuss existing or potential modes of collaboration.
  • Interviews, focus groups discussions, key informant interviews, and/or questionnaires with representatives of non-governmental organizations and local associations that provide direct essential services in the area of education and health services or capacity strengthening for the target group and/or are involved in advocacy in child welfare and child protections system.  Again, these can serve both to gather data and to discuss existing or potential collaboration.
  • Interviews, focus groups, key informant interviews, risk mapping exercises, etc. with Community leaders, religious leaders and a diversity of gender groups (e.g. CAAFAG, Foster parents, Child headed households, Female headed households, Adolescent Boys and Girls, Persons with disabilities etc.) within the selected Communities.
  • Additional data collection techniques and analysis to be determined by the researcher/consultant (should be elaborated in the consultant proposal).
  • The methodology will be explained concisely. All the instruments used such as interview guide, focus group discussions guide, list of documents andinstitutions/ persons involved in the analysis, agenda of the meetings (if applicable) will be placed in annex.

Current Situation:

  • This concise part will provide an overview on the current country/location situation from a gender equality perspective, illustrated as appropriate with references. The analysis will be presented in a format that identifies “strengthsand weaknesses”. The analysis will consider the various inter-related causal factors, and will highlight trends and forces which could contribute to theoverall change in existing gender-related relations.
  • All information must be sought disaggregated by sex as a minimum; other criteria (age groups, vulnerabilities, etc.) need to be included as well,where available. Where sex disaggregated data do not exist or is outdated(e.g. older than 5 years) this should be pointed out and possibly brieflyexplained. How to collect up to date information should be explored.
  • The Consultant should provide an overview and analysis with regard to gender equality, the situation of men and women, girls and boys, and context and group specific problems in the following areas:

Specific Issues and Response Strategies:
In this part, the Consultant must provide proposals to contribute to:

  • How to improve and adapt programmes to take on a gender based approach and adequately measure them
  • Design / formulate new actions where relevant and possible.
  • Identify results for gender equality that will be achieved through the existing programmes
  • Ensure adequate monitoring and data tracking
  • Identify resources where needed

Consultant Profile
Qualifications and skills:

  • Postgraduate university degree or equivalent with relevant work experience in development studies, social development, genderstudies or equivalent;
  • Strong writing and communication skills;
  • A minimum of five years’ experience in social development and gender analysis;
  • Specific experience and expertise on gender analysis, gender mainstreaming and women’s participation;
  • Extensive experience working on national gender policies in developing countries;
  • Experience of working in the Nigeria is essential, other field experience being desirable;
  • Organizational development and capacity building experience;
  • Knowledge of international/regional agreements and initiatives on gender (UN, CEDAW, Beijing, etc.);
  • Demonstrated experience in managing a team of experts;
  • Demonstrated experience in programmes related to the following sectors such as Child care, Protection, education, health, women empowerment, health, among others.
  • Computer literacy (minimum MS Word, Excel, MIS).
  • The expert must be fluent in English, both oral and written (Consultant can engage translators to be used during KIIs & FGDs if the need arises)

Planning:

  • The assignment will take place in selected Communities of SCI’s Humanitarian Response Programme in Borno State for a foreseen duration of 28 working days.

Reporting
Content/submission/comments Timing:

  • Inception Report of maximum 10 pages to be produced after one week from the start of implementation. The report should includethe table of content, initial findings, methodology and process of collecting data, any difficulties encountered or expected in addition tothe work programme. The Consultant should precede to the next phase of his/her work unless the Contracting Authority sendscomments on the inception report.
  • Draft final report of maximum 70 pages (main text, excluding annexes) in the format provided above for the inception report. Thedraft report shall be subjected to comments from SCI. The report shall contain a sufficiently detailed description of the different options to support an informed decision on the use of the gender analysis.
  • Final report with the same specifications as the draft final report,incorporating any comments received from the parties on the draftreport. The deadline for sending the final report is 10 days after receipt of comments on the draft final report.
  • The final report (as well as previous reports) must be of very high quality,including language. The findings, analysis, conclusions and recommendationsshould be thorough and the link between them should be clear.
  • The recommendations should be concrete and realistic and presented in a logicalstructure following on their importance and level of details.
