Job Title: M&E Specialist, Health Informatics EMR (Electronic Medical Record)

Overview

  • The M&E Specialist, Health Informatics [EMR] as a member of the project M&E team is to contribute to the overall attainment of project objectives. He/her primary focus will be on ensuring project EMR platform and EMR-related operations are of topmost quality and effectiveness.

Specific Responsibilities

  • Update the project EMR plan.
  • Undertake the upgrade of the project EMR platform
  • Develop efficient systems for deployment of project EMR system upgrades and executing same
  • Developing Apps and other tools are may be applicable to improve the project EMR system
  • Support the achievement of interoperability of the project EMR platform with other platforms including but not limited to DHIS2.
  • Design, develop and execute capacity transfer systems for project stakeholders [internal and external].
  • Development of customized interactive data use products

Qualifications and Experience

  • B.Sc/HND in Computer Science, Information Technology, Engineering or any other degree with demonstrable expertise on the subject matter.
  • Minimum of 3 years designing and deploying EMR systems
  • At least 2 year’ experience customizing Open MRS
  • Experience working with the NDR including developing applications in relation to the NDR
  • Experience with development of mobile EMR/HER applications
  • Experience designing, developing, executing and or supporting interoperability between EMR and other platforms including DHIS2.
  • Minimum of 3 year working with RDBMS in particular MySQL. knowledge of PostgreSQL is an added advantage
  • Experience developing interactive data use products
  • Experience designing and executing capacity transfer schemes/exercises.
  • Experience with EMR in comprehensive HIV service setting is an advantage.
  • A solid understanding of M&E is a plus
  • Experience in DHIS2 development &/or use is an advantage
  • Must have excellent knowledge of Java programing language and familiar with JavaFX, Open Web App (OWA) and other java libraries
  • Must have excellent knowledge of and experience in MySQL
  • Ability to write at least 2 programming languages
  • Excellent knowledge of RDBMS
  • Very good hands-on experience working with Linux and Windows OS
  • A solid knowledge of the SDLC process
  • Very good practical skills working with Tomcat and Apache web server
  • Ability to deploy and manage virtual machine
  • Extensive experience computer hardware, network design and switching
  • Ability to develop simplified algorithm from user specification
  • Very quick in resolving software issues around Linux and windows OS
  • Experience working with any electronic medical record system particularly Open Source
  • Experience organizing/formatting of source code
  • Very strong Microsoft Excel capability
  • Ability to use analytical soft wares
  • Excellent organizational skills, great attention to detail
  • Strong experience in the development of procedure manuals, SOPs and guidance documents

Job Title: Technical Advisor, Program Implementation

Overview

  • The CaTSS Program Implementation Advisor role is key in monitoring the project’s key activity implementation and ensuring congruence between the project’s budget, work plan and key indicators. The role becomes relevant in the extension period of the project where the project deliverables need to be tracked far more closely and ensure all contractual deliverables are met accordingly. The role will work very closely with the Project Director to advise on the implementation status of the project and progress on the planned versus actuals on the work plan, budget and key indicators.
  • The role will therefore be required to generate financial and program performance reports, review contracts and grants, perform financial analysis and projections, and help spot variances in expenditure. S/he will develop and represent program implementation performance data to the various units of the project for project decision support. The Program Implementation Advisor will work with staff throughout the project and in other units like the M&E unit to assist with data validation and analysis to ensure the production of timely, accurate, insightful program and expenditure information for project management decision making.
  • The Program Implementation Advisor will report to the Project Director and will work closely with the Director, Finance and Admin and all the Finance and Admin staff  in all five state field offices.

Specific Responsibilities

  • Assist all the units of the project to cost their work plans and consolidate into the organization’s annual budgeting system
  • Review monthly financial reports and compare budgeted vs actual expenses; investigate reasons for variances between planned and actual expenses; advise the project on spending trends and gaps.
  • Organize data and create clear and accurate presentations, including spreadsheets, graphics and accurate, insightful summary of project implementation progress.
  • Support the Project Director and Director of Finance and Admin with the preparation of periodic financial reports to USAID.
  • Oversees local processes for departmental review and coding of expense item; and educate staff regarding the budget process and financial management.
  • Periodically analyse project expenditure by PEPFAR targets and goals
  • Provide insights on project cost effectiveness.
  • Support the M&E unit with data analyses and use for management decisions support
  • And any other duties that may be assign to you

Qualifications and Experience

  • Bachelor’s degree with Business Management, Finance or Statistics and with at least four years of finance, budgetary, or operations experience.
  • Understanding of non-profit costing and accounting principles.
  • Oreintation to details and ability to work with financial and program data, spot trends, and ensure accuracy.
  • Project management and analytical skills.
  • A high degree of proficiency in MS Office suite, particularly Excel and any other Business Intelligence and data visualization applications.
  • Experience with forecasting, budgeting and reporting software packages.
  • Ability to multi-task in a fast-paced environment with changing priorities and tight deadlines.
  • Excellent communication skills with enthusiasm for team approach and problem solving.
  • Self-motivated, creative and attentive to details.
  • Experience working with PEPFAR and USAID-funded HIV/AIDS projects is highly desirable.
  • Demonstrated subject-matter expertise in technical content relevant to the project.

Specific Responsibilities

  • Influence the project leadership towards delivering on project health informatics-related mandate
  • Member of the M&E leadership team
  • Lead the development and or upgrade of data use platforms including but not limited to Interactive Billboards
  • Lead efforts at achieving interoperability between select electronic platforms
  • The health informatics team will lead the design and execution of capacity and skill transfer schemes for stakeholders
  • Develop and or upgrade project data use platforms.
