Role Purpose
- The Accountability and learning Coordinator is primary responsible for Learning and Accountability Mechanisms in all projects under the response.
- S/he will lead output monitoring and quality monitoring of the projects.
- S/he is responsible for coordinating and providing technical assistance to the SCI project teams in the areas of monitoring, evaluation, accountability and learning.
- S/he will provide technical support at the field level in order to ensure quality implementation of the interventions.
- This person is responsible for synchronizing the MEAL plan between Projects of SCI Response program in line with SCiBD plan and response strategy.
- S/he is responsible for supporting development and implementation of MEAL plan for ongoing and new projects.
- S/he will support capacity development of SC & partner staff in field of MEAL.
- S/he will document lessons learnt, best practice and organize learning event.
Scope of Role:
- Reports to: MEAL Manager
- Dimensions: Field office based position with at least 60% field visit.
- Functional relationship: Closely work with Sectoral MEAL and relevant programme Managers and community mobilization team

Key Areas of Accountability
Developing/strengthening accountability system:
- Undertake responsibility for the roll-out of the Accountability system in SCI’s programmes and partners
- Ensure that area operations and project staff understand the various steps and tools for the Accountability system and that this is used consistently across projects / areas
- Lead in Accountability tools development and record keeping systems for CfMs, in collaboration with the MEAL and the programme team
- Coordinate and participate with AAP-CWC WG to ensure that summary of complaints and feedback are shared and referred to
- Document lessons learnt across all awards/sectors
Monitoring and Accountability:
- Lead in maintaining, updating, consolidating and cleaning the Accountability database. Ensure data quality across data collected from the different complaints and feedback mechanisms (CfM) within SCI and partners
- Lead in consolidating sector and/or project complaints for the output tracker, reports and MEAL update
- Lead in the consolidation and validation of KPI 19 in collaboration with MEAL and programme team
- Provide support to the project management in developing reports (through data collected and analysed) ensuring that complaints and feedback from community facilitates change in quality/implementation of programmes
- Collaborate with MEAL and Programme team, to conduct focus group discussions, post distribution monitoring, child participatory activities to gather affected community’s satisfaction; and
- Liaise with programme teams and Community Mobilization team to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities
Quality Benchmarks:
- To conduct quality monitoring of programme activities, measured against the quality benchmark on Accountability (MEAL Systems Quality Benchmarks), ensuring a functional, safe and appropriate mechanisms
Capacity Building:
- Contribute at the field level towards the creation of an organisational culture that promotes Accountability to Affected Population and child participation
- Support on program and partners staff capacity to handle complaints and feedback and sharing of information and child participation
Partner Learning and Accountability Mechanism:
- Ensure partners’ documentation of complaints and feedback
- Ensure that partners’ complaints and feedback mechanisms are reflected in SCI database and reports
- Orient and mentor partner staff particularly MEAL staff on handling complaints and feedback/documenting lessons learnt and best practise across projects.

Documentation and Dissemination:
- Support reporting to donors by providing analysis and trends on information, complaints and feedback to programme managers on a timely basis;
- Ensure that Monthly, Quarterly and Annual Accountability reports (including inputs from Community Mobilization team) include accurate key data summaries and brief narrative description of critical analysis and issues as well as project specific information.
- Support other reporting processes as required.
- Ensure that Monthly, Quarterly and Annual learning reports include key findings from learning event.
Coordination:
- Coordinate and communicate with community mobilization team and programme staff on CfM, participation and information sharing activities
- Maintain liaison with MEAL unit colleagues of PDQ department
- Coordinate with CO Accountability team on hotline complaints and feedback and its timely closure
Learning:
- Coordinate and communicate lessons learnt and best practices with programme staff.
- Document lessons learnt and best practices across projects.
- Managing, designing, developing, coordinating and conducting all learning events across projects.
- Update learning database and produce learning report across projects
- Support learning across all projects.
Qualifications, Skills and Experience
- Minimum of a Bachelor’s Degree/HND in relevant course.
- Minimum of 3 years post NYSC experience in M&E position and/or program experience in field data collection in emergencies
- Language Requirements – English – Excellent (written and oral) and working knowledge of local language(s)
- Detailed knowledge on Accountability and Participation systems/frameworks
- Experience in establishing complaints and feedback mechanisms including child friendly mechanisms
- Experience in at least one of the following sectors: Nutrition, Child Protection, Education and WASH.
- Good understanding of routine data quality checks/validation
- Have experience and/or knowledge about working with children on research issues and is aware of the local legal and child protection systems.
- Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research reports/case studies
- Proficiency in mobile data collection tools design and deployment

Scope of Role
- The Nutrition Coordinator will be responsible for overall implementation and oversight of nutrition activities (CMAM & IYCF).
- He/she will also oversee Nutrition Officer implementing nutrition activities in the areas of jurisdiction.
- He/She will who support the day-to-day running of project activities along with SCI partners.

- The Nutrition Coordinator will Engage in capacity building activities including training and on the job mentorship to team members, provide training to the nutrition team in IYCF-E, CMAM, and other related nutrition focused activities;
Key Areas of Accountability
Program Management:
- Oversees the implementation of nutrition activities and ensuring that the quality standards and state of the art are met;
- Ensures effective start-up, management, implementation, monitoring, reporting and evaluation of integrated Nutrition projects;
- Provide support to the project team and implementing partners; assess training needs, plan & provides training/guidance for staff in setting up new nutrition services;
- Facilitate training for nutrition professionals;
- Participating in and/or leading health, nutrition, and/or multi-sectoral assessments as required;
- Manages all Save the Children resources (equipment, supplies, HR) committed to nutrition program activities;
- Conducts regular field visits to provide supportive supervision to the projects;
- In liaison with the Nutrition Specialist, develop work plans, SOPs, budgets, and other required program documents for nutrition section;

- Represent SCI nutrition and participate in internal coordination and share up-to-date within the sector
- Documents findings and recommendations of field visits for follow-up actions; shares as appropriate.
- Actively participates in the development and submission of program reports, ensuring completeness, accuracy and timeliness.

Policy Analysis, Policy Engagement and Advocacy for Policy Change:
- Contribute to nutrition learning and research that supports the sector advocacy objectives and lead the implementation research necessary for evidence-based advocacy.
- Represent the organization at all relevant technical external task forces, working groups, seminars or other meetings as approved by the sector head and use these meetings to negotiate strategic, project and advocacy positions.
- Develop good relations with other NGOs, development and UN agencies working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
- Be fully aware of national policies, strategies and other initiatives and developments by the government and other stakeholders in the sector of the thematic area covered.

Programme Quality and Effectiveness:
- Ensure that project officers are meeting both internal and donor technical standards and requirements. This includes oversight of implementation quality, reviewing, editing and signing-off donor reports to ensure they are of an acceptable technical and presentational quality.
- Participate in field-based project monitoring and review meetings.
- Liaise with Programme Operations staff to identify technical support needs of projects and staff, and jointly agree on specific and time-bound support needs of projects and staff in relevant technical areas.
- Provide technical training to ensure that the project staff have the necessary skills to technically implement the project.
- Assist project staff in the use of nutrition and cross-cutting tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS.
- Prepare work plans, in consultation with Nutrition Specialist.
- Undertake regular field visits to project sites to ensure technical quality and timeliness of ongoing work.
Other:
- The post holder may be responsible for additional tasks and duties as and when required to support the overall Country Programme, regional and head office priorities.
Qualification and Experience
- M.Sc Degree or First Degree in Public Health, Nursing, Nutrition or related health fields with a minimum of 5 years work experience in the nutrition the area of emergency nutrition in NGO environment.
- Strong analysis and writing skills
- Certificate in monitoring and evaluation, nutrition in the humanitarian context, CMAM, IYCF, or any other related topics.
- Experience in working with government counterparts and other partners at various levels –
- Excellent understanding of the relevant thematic sector in Nigeria at both field and policy levels; including the national nutrition program and well as CMAM programming
- Proven experience in emergency nutrition projects
- Familiarity with nutrition donors, partners, and NGO groups
- Practical understanding of the challenges and opportunities in realising children’s rights in Nigeria, in relation to the thematic area
- Understanding of advocacy and representation within the nutrition sector.

Job Title: Consultant, Graphic Arts & Infographics

Job Description
- The purpose of the consultancy is to support CDGP communications by providing graphics design and layout services.
Background
- CDGP is a five-year pilot programme supported by UKAid. It is aimed at tackling poverty and hunger and reduce malnutrition in children in Jigawa and Zamfara states in Northern Nigeria. Save the Children is leading the INGO consortium delivering the programme, in partnership with Action Against Hunger (ACF). The CDGP will run to July 31st 2019.
- The CDGP provides a Cash Transfer grant of 4,000 NGN (approximately £14) per month for up to 90,000 pregnant women and women with children under the age of 2 in Jigawa and Zamfara states. The cash transfer is accompanied by nutritional education, advice and counselling. The predictable monthly cash transfer is expected to contribute to increased food security, improve intake of more nutritious food, leading to improvement in child nutrition within 90,000 households.
- More broadly, the programme aimed to generate evidence of a scalable programme that shows how a well-designed cash transfer programme, targeted at the critical First 1,000 Days of a child’s life, can bring cost-effective immediate and long-term food security and nutrition benefits to eligible households with young children.
- CDGP is seeking the services of a qualified consultant to design, layout and embellish programme documents such as research reports, in infographic formats.
- The main purpose of the consultancy is to enhance the quality and readability of CDGP communications materials through graphic design.
Duties and Responsibilities
- Conceptualize and execute creative graphic design and layout for researched materials from the CDGP and other printed and web-based communications materials taking into account CDGP and UKAid branding guidelines;
- Provide technical assistance for the development and production of high quality print materials;
- Develop infographics using supplied data to present core messages and organize complex information into visual representations;
- Incorporate comments and changes from CDGP technical staff;
- Liaise closely with Knowledge Management Adviser on final layout;
