The Position

Main Tasks & Responsibilities
You would be responsible for:

  • Ensuring an effective financial recording and reporting system for the office

Qualifications and Experience
Education:

Knowledge and Experience:

  • Knowledge of UN Operational Rules and Regulations; direct working experience applying and handling UN Operational rules and regulations would be an advantage;
  • Proficiency in current MS Office software applications and other accounting package is essential. Familiarity with ATLAS will be an asset.

Job Purpose

Main Tasks & Responsibilities
Ensuring effective and efficient Procurement, Contract, Supplier Management, and logistical support to UNFPA Programme staff, implementing partners and external parties on all aspects of Procurement and logistics management implementation and organization:

Job Purpose

  • The Nigeria Country Programme is implemented through the Country Office in Abuja and the 04 decentralized offices in Kaduna, Maiduguri (Borno), with a Liaison Office in Lagos (LLO) and Calabar in Cross River. The Cross River Sub Office (CRSO) is covering Imo, Abia, Benue, Ebonyi, Akwa Ibom and Cross River states including other projects and satellite activities of the Organization in the South-South and South-East geo-political zone.
  • The CRSO works with Implementing Partners to support Maternal Health, Sexual and Reproductive Health (includes ASRH), Gender based violence programmes, and data collection and use including in humanitarian context. The CRSO plays the coordination role in the geographical zone and performs oversight functions, supporting the Abuja Office in resource mobilization, strategic planning and monitoring and evaluation.
  • The Programme Analyst (RH/FP) analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks. The Programme Analyst guides the development of methodologies as well as capacity development in RH/FP to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA.
  • S/he works in close collaboration with the Country Office to ensure compliance with technical norms in line with international best practices and the rules and regulations of the United Nations. S/he supports the States and other Implementing Partners to build capacity in Reproductive Health and Family Planning at all levels of the health systems within the states.

Main Tasks & Responsibilities

  • In collaboration with State Government counterparts, NGOs and other partners contributes substantively to integrate reproductive health and rights dimensions in UNFPA programming, monitoring and evaluation and ensure that  reproductive health and rights  issues are  taken into account in addressing population issues.
  • Support the CRSO to ensure the scale up of the Reproductive health and Family Planning Programmes especially with regards to strengthening systems at the state level for service delivery and demand creation.

  • Support the strengthening of the health commodity logistics systems in line with priorities defined in the State and national Health Strategy document, and in line with national and international protocols and guidelines including but not limited to the National Reproductive Health Commodity Security Strategic Plan.
  • In collaboration with other technical staff and government and NGO partners, provide support to national and states initiatives e.g. Development of State Costed Implementation plan, the Navision software for commodity logistics management, the scaling up of DMPA_SC (Sayana Press), Setting up of Zonal FP commodities warehouse hub, etc. to improve Reproductive Health and Family Planning services to the populace.
  • Work with other technical colleagues to create and deliver effective evidence-based advocacy messages efforts on Reproductive Health and Family Planning in collaboration with partners in order to facilitate the adoption of an integrated approach to SRH and holistic quality reproductive health service delivery to targeted beneficiaries taking into account political and social sensitivities.

  • Prepare quarterly and annual reports on programme implementation and financial status and provide technical support to IPs in the preparation of their Annual Work Plans (AWPs) for all the states and Partners supported by the CRSO
  • Provide partners with the technical backstopping, assistance and advice on the strategic direction for strengthening the delivery, access to and quality of Reproductive health and family planning services.

Qualifications and Experience
Education:

  • Master’s degree in Public Health, Reproductive Health, Obstetrics and Gynaecology (OBGNY), Community Medicine, Program Management or other related subject; Specific qualification in and Family Planning is an added advantage.

Knowledge and Experience:

  • A minimum of 5 years of relevant and increasingly professional working experience in programme/project management of SRHR/FP in the public or private sector.
  • Recognized expertise in Sexual and Reproductive Health and Family Planning.
  • Experience in working with government institutions and donor organizations.

Job Purpose

  • The Program Analyst (MH/FP) provides technical support for Family Planning and Maternal Health across the full range of the work of the LLO.
  • S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks. The Program Analyst guides and facilitates the delivery of UNFPA’s programmes by supporting the delivery and monitoring of results achieved during implementation.
  • S/he guides the development of methodologies as well as capacity development in FP/MH to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA. S/he works in close collaboration with the Country Office to ensure compliance with technical norms in line with international best practices and the rules and regulations of the United Nations.
  • S/he supports the States and other Implementing Partners to build capacity in Family Planning and Maternal Health at all levels of the health systems within the states.

Main Tasks & Responsibilities
You would be responsible for:

  • In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the country programme and its component projects in line with State Government priorities and according to UNFPA programme policies and procedures. Ensures quality of Maternal Health and Family Planning programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution mechanisms.
  • Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, State plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks especially in the areas of Maternal health and Family Planning.
  • Strengthens the implementation and  monitoring of Maternal Health and Family Planning programmes by establishing collaborative relationships with executing agencies, experts, State government counterparts and other UN agencies facilitating timely and efficient monitoring of project inputs and addressing training needs of project personnel.
  • Help create and document knowledge about current and emerging issues and trends in Maternal Health, Family Planning and Reproductive Health Commodity Security by analyzing related programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events with focus on Maternal Health and Family Planning.
  • Support the LLO to ensure the scale up of the Family Planning and Maternal Health Programs especially with regards to strengthening systems at the state level for service delivery and demand creation.
  • Provide technical support in collaboration with staff at the LLO and the Country Office on efforts at the sub-national level to analyze Maternal Health and Family Planning commodity systems to assure availability of family planning commodities and other life-saving maternal commodities and medicines.
  • Support the strengthening of the health commodity logistics systems in line with priorities defined in the State and national Health Strategy document, and in line with national and international protocols and guidelines including but not limited to the National Reproductive Health Commodity Security Strategic Plan.
  • In collaboration with other technical staff and government and NGO partners, provide support to national and state initiatives e.g. MSS, Volunteer Obstetrician scheme, Maternal and Perinatal Death Surveillance and Response Scheme etc aimed at improving Maternal Health and Family Planning services to the populace.
  • Work with other technical colleagues to support advocacy efforts on Maternal Health and Family Planning in collaboration with partners in order to facilitate the adoption of an integrated approach to SRH and holistic quality reproductive health service delivery to targeted beneficiaries.
  • Actively participate in the development and updating of guidelines, standards, tools, manuals and approaches as required in the field of Maternal Health and Family Planning;

  • Population and Development thematic area in UNFPA is largely aimed at addressing the data needs for programming on issues of women, girls and young people.
  • In collaboration with all other UNFPA thematic areas (Sexual Reproductive Health, Gender/GBV, Adolescents and Youth and Humanitarian); relevant Government counterparts, sister UN agencies and other partners, you will work to improve availability and use of comprehensive disaggregated data.

Main Tasks & Responsibilities
You would be responsible for:

Providing strategic thinking, technical advice and innovative approaches to facilitating improved data interventions and provide strategic support to achieve programme deliverables:

  • Provide technical assistance and support for the Population and Housing census
  • Provide technical assistance for population research and prepare technically sound papers, reports and indicators;
  • Contribute to analyses of census, surveys (DHS and MICS), and other data for use by policy and decision makers and contribute to assessments of gaps in policy environment, policy implementation and programmatic responses.
  • Analyse and interpret the political, social and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention.
  • Promote a results-based approach and integrate innovative policies and strategies into the design and formulation of country programmes (CPs), United Nations Development Framework and projects-based on strategic priorities and responsive to the Government’s needs in the areas of RH, P&D, Gender and humanitarian setting.
  • Support innovative means to reach out to key stakeholders in data, and facilitate evidence-based advocacy campaigns for making social investments in: (i) integration of population data in planning, designing and implementing policies and programmes at national, States and LGA levels; (ii) data sharing to facilitate access.

Guiding the process of delivery of technical assistance and engagement with partners on data for development:

  • Contribute substantively to the harmonisation and implementation of the data for development activities of the various UN agencies align with the UN reform, especially in relation to coordination of data activities (Delivery as One) in line standard statistical laws and practices.
  • Identify/monitor risks that could interfere with data generation delivery; and design sustainable and practicable mitigation measures.
  • Ensure general effective management for all the data inter-linkages of UNFPA’s programme, including SRH, ASRH/HIV maternal health including fistula and maternal death audits and cross-cutting issues in population data.
  • Ensure that data activities conducted by data generating organisation agency benefits from inputs by other interested stakeholders and/or are of benefits to other interested stakeholders (cross-fertilization).
