Background
In October 1, 2018, Plan International received funding from BMZ for the implementation of a multisector recovery program focusing on the provision of holistic Livelihood, Education, Nutrition and Protection services to IDPs, returnees and host community members in 2 Local Government Areas in Adamawa (Michika: Kudzum, Delichi, Watu, Bazza, Vi, Warambugge, Bororo, Waranke, Ku-burushosho, Yamwe) and Borno (Askira Uba: Sabon-Gari, Tampul, Giwi, Wamdeo and Koheli) states. The project is aimed at “Enhancing the living conditions of the population groups affected by the conflict in the states of Adamawa and Borno by securing their livelihood and reconstructing the basic social services’’.
With the help of the local project partner CPPLI, children and young people become part of a practice-oriented learning and empowerment process. This will strengthen them and, by acquiring new skills, enable them to overcome harmful behavior patterns. In particular, competences should be acquired with regard to prevention and combat-ting harmful behavior like gender-specific violence, violence, abuse, exploitation and neglect. Plan International will support the establishment of 7 school clubs and 15 afternoon clubs (for girls). Working with the 7 school clubs ensures that protection issues are discussed within the clubs in the schools. The afternoon clubs, the aim of which is to reach girls (incl. girls who do not attend school), ensure that the topics are also communicated to the age group outside of school.
The project plans to create 7 children’s clubs, each with 20 members, of which 50% are boys and 50% are girls. 14 teachers – two per school – (7 female teachers and 7 male teachers) are trained as supervisors / caregivers to ensure the care of children’s clubs by an adult. Kids club members receive a 10-day training on the role of children’s clubs and life skills (making decisions, communicating, sexual and reproductive health, good hygiene habits). Club members are encouraged to share their newly acquired knowledge with other children in the schools through activities such as poetry, music, dance and theater.

Purpose/Objectives of the Consultancy
- The overall objective of the assignment is to conduct a training needs assessment, prioritize training thematic areas, review available training material, develop training materials conducting training to 7 children clubs in schools and 15 after school clubs.
- The materials and training manual will include a trainer manual and trainee manuals, which will ensure gender sensitivity, child friendly approaches, responsiveness to citizens, and compliance with ethics and principles of GBV and child protection concerns.
- These material are intended to provide practice direction and operational tool for running the activities of the clubs and training of teachers and the members of the clubs.
- The training material shall be in English with appropriate illustrations for easy reference, putting into consideration its target users.
Scope of Work
The scope of work for the consultant are to:
- Conduct Training Needs Assessment and compile report of 25% sample of children clubs in school and after school;
- Prioritize Training thematic areas with the consultation of project team, head teachers and Education Officials of state government.
- Review of available training manuals and customize it as per Nigeria context
- Develop trainer and trainees’ manuals for school and after school clubs
- Develop Training Plan and Training Session notes for the Plan International team and conduct some sessions of the training
- Produce operational manual for the kid’s club activities
Main Deliverables
The Consultant will be responsible to deliver following:
- Training Needs Assessment Report
- Trainer and Trainee Manuals for the training on school and after school children clubs
- Training Plan and Training Session notes for the Training
- Operational manual for the kid’s club activities in and after school

Expertise Requirements
The following attributes are required for the selection of the applicant:
- Postgraduate qualifications in Education and a discipline relevant to this assignment with a minimum of five years’ work experience on primary education.
- Competence and experience in developing training manuals for relevant government ministries and INGOs,
- Knowledge and experience in capacity building for teachers and trainers,
- Proficiency in English, and
- Excellent report writing skills.

Job Title: Consultant – Development of Gender Equity and Social Inclusion Strategy
Location: Abuja
Background
- Effective Water, Sanitation and Hygiene (E-WASH) Program Development of a Gender Equity and Social Inclusion Strategy for Urban Water, Sanitation and Hygiene Statement of Work (SoW) May 2019
- E-WASH is a four (4) year program funded by the US Agency for International Development (USAID), with the goal of improving urban water service delivery by strengthening the governance, financial, and technical viability of six (6) State Water Boards (SWBs) in Nigeria.
This is part of the United States Government’s (USG) efforts to work with the Federal Government of Nigeria (GoN) to address some of the key challenges associated with urban Water, Sanitation, and Hygiene (WASH) services. USAID E-WASH will work toward achieving the following mutually reinforcing objectives:
- Creating professionally managed and commercially-oriented SWBs.
- Improving the financial and operational viability of SWBs.
- Strengthening policy, institutional and regulatory frameworks for improved WASH services (including establishing accountability mechanisms).
- Building national and state WASH advocacy, coordination, and communications for reform.
- The project is part of USAID’s wider efforts to build closer coordination with the Government of Nigeria through the Federal Ministry of Water Resources (FMWR), select SWBs, and allied stakeholders, to advance broad-based economic growth and resilience through improved WASH services in urban areas. Interventions will be targeted in States where governments have shown willingness to embrace enduring reforms to improve water service delivery.
Rationale for the Development of a Gender and Inclusion Strategy for Urban WASH:
- The State Water Agency Capacity Assessment (SWACA) and Gender Assessment and Analysis (GAA), conducted as part of the baseline assessments in the six E-WASH partner states, unearthed qualitative and quantitative data on gender issues and gender dynamics as they play out within the WASH sector.
- The key findings from the assessments revealed significant gaps in policies, technical capacity, and institutional processes. Considering the program’s commitment to gender-responsive program implementation, EWASH will facilitate institutionalization of a gender-transformative culture at the SWBs, through the development and operationalization of a Gender Equity and Social Inclusion Strategy for the urban WASH sector.
- The strategy will provide guidance and support implanting of a gender perspective in the project and State Water Boards’ operations and governance, including the SWBs’ policies, regulatory frameworks, legislation, and programs at all levels, which will make it possible for the needs, experiences, and concerns of women and men, girls and boys, to be recognized and addressed as integral to the design, implementation, monitoring, and evaluation of policies and other operational protocols of the SWBs, as well as the delivery of services.
Scope of Works and Deliverables
This assignment requires the services of a technical expert on Gender and Urban WASH. The technical expert will be under the supervision of the Gender and Inclusion Specialist and will interface with the Senior Gender Equality Director.
The methodology tbe used for the development of a Gender and Inclusion Strategy for urban WASH shall include the following:

- Develop a high-level outline of the Strategy that reflects the attributes bulleted below, tbe reviewed by E-WASH
The integration of gender and social inclusion:
- A heavy focus on gender equity and social inclusion as they play out in the strengthening of governance and operations of the SWBs
- The inclusion of all key E-WASH stakeholders, from marginalized groups in communities, tCSOs and other organizations engaged in supporting the objectives of the E-WASH program, tSWBs and any other relevant government entities
- The inclusion of a strong focus on the development of grassroots advocacy and the effective development of the voice of women and girls
- Support of gender-sensitive and socially inclusive strategic communications
- Engagement of youth in significant and sustainable ways that exhibit sensitivity tgender and social inclusion issues
- Gender-sensitivity and social inclusion in all capacity building of CSOs and other organizations, and in institutions such as SWBs, with a goal of promoting sustainability

Minimum Requirement
The minimum education qualifications and associated knowledge, skills, abilities are outlined below:
Educational Qualifications:
- Master’s degree in Gender Studies, Gender and Development, or equivalent in experience and career history.
Additional Skills:
- Highly competent in the design and delivery of Gender and WASH interventions.
- Experience in Gender and Inclusion strategy development.
- Track record in having developed a similar strategy or other related plans.
- Experience in engaging with stakeholders at Government, Civil Society and community levels.

Purpose of Consultancy

- Plan international is seeking the services of a professional videographer/Photographer to assist the organisation in documenting key activities of the project.
- The purpose of this consultancy is to produce a high quality video and picture capturing activities of protection sector, education, livelihood and nutrition sectors.
- The Consultant will collect footage that will be cut and woven into a bigger video piece about the state of the reconstruction project in Adamawa and Borno State
Scope of Work:
- To make a short High Definition (HD) video documentary (maximum of 10 mins) in Michika and Askira (Michika: Kudzum, Delichi, Watu, Bazza, Vi, Warambugge, Bororo, Waranke, Ku-burushosho, Yame ) and Borno (Askira Uba: Sabon-Gari, Tampul, Giwi, Wamdeo and Koheli) where Plan International Nigeria is providing peace building supports to conflicted communities/population
- The documentary should highlight Produced a high quality pictorial report capturing education, nutrition, livelihood and protection sector ongoing activities.
- Produce short clips on VSLA, Cash transfer, cash for work, SMBC activities, school clubs, care groups activities, afterschool clubs etc
- Capture video and Safe space management and activities in areas of project implementation
- Edit video into format that can be used for online and big screen viewing
- Subtitle a copy into English language as appropriate and another clean copy without subtitle
- Create and managed a minimum of 4 social media account for reconstruction project for 52 weeks targeting a minimum of 1million audience globally.
- Produce a one-minute trailer summarizing the entire video
Condition of Work
- The Consultant will be required to travel to the location of program implementation
- Plan international will cover travel-related costs to the location, such as road travel a daily subsistence allowance (to cover housing, food and other daily expenses during the field mission).
- The Consultant is expected to use his/her own camera and editing equipment.
Expected Deliverables:
- Soft copies of the footages and edited copies delivered in quality external hard drive
- A copy of pictorial report capturing all sectors of the project
- Ensure to include translations for all the speakers (not sub-titles) in English for footage where speakers are using local language
Qualification and Expertise
The successful candidate is required to meet the following criteria:
- University degree or Diploma in Videography or related fields from a recognized institution.
- Should possess at least 3 years of filming experience with a reputable media agency or organization.
- Strong theoretical and practical background in videography, includingpossession and ability to use the most current version of HD cameras, sound and lighting equipment, and most recent editing programmes.
- Proven experience in filming and production for similar projects, including subject and light management, as well editing using the latest software.
- Good understanding of new and evolving technologies and digital platforms. The Consultant should demonstrate a track record of having successfully undertaken similar projects (share links to samples of documentaries produced).
- Demonstrated ability to take initiative and work independently.
- The Consultant should have the capacity and deliver within the specified timeframe.
- Experience working with international NGOs and initiatives will be an asset.
Duration of the Consultancy:
- The duration of the consultancy will be 10 days, in consultation with the Plan International Focal Point, the Consultant will generate a schedule specifying the implementation of the documentation and editorial process until delivery of the final product.
Terms and Conditions of Payment
- The Consultant/videographer will be paid 50% upon signing the contract and the remaining 50% within 30 days after having satisfactorily completed the shoot and submitted content to Plan International office, Nigeria.
