We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions.

Job Title: LGA Cluster Supervisor

Job Purpose

  • The Cluster Supervisor will support the microplanning and implementation of project activities at LGA level, with health facilities and communities at LGA level in the supported States (Jigawa, Katsina, Sokoto and Zamfara) in Nigeria.
  • S/He will support the planning and coordinating activities such as training, supervision, reporting of activities, as well as the relationship and communication with key actors at LGA level, under the supervision of the Malaria Consortium SMC LGA Coordinator.
  • The post is based at state level, with frequent travel to LGA/Health Facilities and communities.

Scope of Work 

  • The position holder will support the microplanning and coordination of activities at LGA level, including maintaining close communication, participate in key activities such as planning, training and supervision of SMC as well as the reporting of data to the State manager.

Key working relationships:

  • The Cluster Supervisor is line managed by the State Programme Manager, who maintains most ongoing communication and planning for the position holder.
  • The position holder also maintains relationships with the country office departments, including finance and logistics. Key external relationships are with staff at the state Malaria Control Programme and with LGA health staff.

Key Accountabilities 
LGAs activities (60%):
Support the coordination of SMC activities in the supported LGAs by Malaria Consortium:

  • Assist the LGAs and health facilities in planning for SMC activities
  • Assist in SMC administration, training and supervision at LGA level
  • Assist in the elaboration of a work plan for SMC which is consistent with budget and microplans
  • Identify and participate in meetings on coordination with actors engaged in various activities in health LGAs covered by Malaria Consortium
  • Identify and participate in meetings at LGA level focused on malaria and community level activities
  • Participate in meetings and trainings organized by other partners in the relevant LGAs.
  • Assist the Malaria Consortium SMC LGA Coordinator in the coordination of plans and communication between LGA health authorities and Malaria Consortium on progress and challenges
  • Assist in quantification on needs for SBCC materials and inputs for SMC delivery
  • Track and report on progress against the work plan

Distribution of SP+AQ and SMC delivery (20%):

  • Assist in the planning and quantification of materials required for SMC delivery and quantification for SP+AQ and distribution of SP+AQ to ensure no stock-outs at any level or time during SMC campaign in his/her supported LGAs
  • Participate and report on SMC activities at LGAs level on the consumption of materials for SMC delivery (cards, tally sheets) and SP+AQ to ensure smooth delivery
  • Support and ensure proper supervision of the CHWs and health facility staff/in charge

Reporting and documentation (20%):

  • Ensure that data are collected and transmitted from health facilities to LGAs and to the Malaria Consortium M&E Officer and the State Manager
  • Ensure that the State Coordinator have received in good time information regarding LGAs activities and potential risks or situations that could impact on SMC activities, also indirectly, specifically related to communication, training, supervision
  • Provide on time drugs reconciliation report at the end of each round of SMC distribution for his/her supported LGAs
  • Undertake all other tasks as necessary and instructed by the supervisor

Qualifications and Experience
Essential:

  • Training in nursing or public health
  • Five years’ experience of working in public health
  • Experience working at LGAs and/or community level.
  • Experience working on campaign style interventions (delivery of interventions or social mobilization)

Work-based skills and competencies:

  • Good understanding of the Nigeria health system

Country and Project Background 

Malaria is highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country. Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible. Malaria therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners. The DFID funded and Malaria Consortium led malaria programme, SuNMaP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016.

The anticipated follow on project, SuNMaP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets. This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria’s malaria burden and strengthening the Government of Nigeria’s health systems capacity to ensure long term programme and impact sustainability.

Job Purpose

  • The job holder will be responsible for all clerical and administrative support functional duties and activities of the programme.

Scope of Work:

  • The Office Clerk will provide support for general Administrative and logistics support to the Program office. S/he will be responsible for providing administrative support in managing the office, documentations, mail correspondence and purchasing of office supplies.
  • The office clerk is also responsible for manning the front desk and maintaining an updated register of office visitors; updated daily attendance sheet for all staff and ensure all documents are properly filled and archived always.

Key working relationships:

  • The office clerk will support the SuNMaP 2 state program office in administrative and logistics functions.

Key Accountabilities 
Administrative Support 95%:

  • To serve as a front desk officer, receiving visitors into the office and maintaining a visitor register
  • Maintain contact information with approved contractors for the servicing of office equipment’s and other assets.
  • Maintain updated records of all official correspondence and ensure mails are dispatched as at when due;
  • Ensures that all office equipment’s are properly maintained on a regular basis and notify the Administrator when problems arise.
  • Provide support in setting up filling system for the office, ensuring ease of storage and retrieval of documents
  • Ensure proper management and maintenance of office stock by maintaining an updated stock register;
  • Responsible for the supervision of the office cleaners and gardeners;
  • S/he will be responsible for the purchase of office supplies, stationeries and other consumables for the office use;

Programme Support: 5%

  • Provide support for meetings and workshops or events for effective programme delivery;
  • Maintaining an updated record of events and travels itineraries to ensure proper delivery and satisfaction of service to the projects

Qualifications and Experience
Essential:

  • Bachelor Degree in Administration, Social Sciences, Project Management or similar
  • Minimum of 2-years’ experience in a related role
