Job Title: Human Resource Officer

Job Descriptions
- The HR Officer will be based in the Maiduguri-Borno State Office. The position will require travels to ADRA field offices/sites outside Maiduguri within Borno or other States in North East Nigeria.
- The Jobholder will report to the Program Director and directly relate with the office of the Country Director on HR matters.
- S/he will be the overall supervisor staff in the HR department and will be requested to work in a team and are expected to achieve organization’s human resources needs.
Job Purpose
- Jobholder operates with minimal supervision, and provides guidance to staff to ensure that operational and project objectives are achieved.
- HR Officer will be heavily involved in day–to-day activities and analytical work.
- Jobholder will provide advice on low and complex issues, applying HR rules, regulations, policies and national labor laws and expertise in making determinations and recommendations across a range of activities.
- To deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with ADRA corporate and programmatic priorities.
- Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider ADRA policies and guidelines.
- Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
- Provide effective management of the employment relationship between ADRA and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations’ issues.
- Contribute to staff capacity building, working with managers to understand individual skills and programmatic requirements, and organizing/delivering development solutions, which equip people with the skills and knowledge, required to meet current and future challenges.
- Deliver orientation activities, which ensure new employees, have a positive experience of ADRA, and are successfully integrated into their new role and the organization.
- Contribute to building and managing talent within ADRA, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver organizational objectives.
- Support organizational design activities that enable senior management to define and organize structures and duties, and allocate people to the right places in order to improve efficiency.
- Guide and support staff, acting as a point of referral and assist them with analysis and queries concerning HR related issues.

Qualifications
- A minimum qualification of a first degree in Human Resource, Administration, Management and relevant work experience

Organizational Context
- The Admin/Logistics Officer will be based in Maiduguri-Borno State. The position will require frequent travels to ADRA Nigeria field offices/sites outside
- Admin/Logistics Officer at this level demonstrate responsibility and initiative to respond to logistics needs independently based on operational requirements.
- Job holders have a level of expertise and knowledge to adapt and contribute to the development of logistics systems and logistics processes in order to continually improve the level of support provided.
- Jobholder will supervise and provide technical advice, coach and coordinate a team of all support staff.
- The jobholder will report to the Project Manager and relate with the programs teams for logistics support and ensure operational needs are met.
Job Purpose
- To provide coordination, administrative services and research to support the efficient and effective logistics services.
- Provide operational coordination and administrative services, to support logistics activities, following standard processes and contributing to the effective procurement of goods and services.
- Identify and recommend potential suppliers, and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
- Review, record and prioritize purchasing requests, and provide support to requisitioning offices, in order to support the procurement of appropriate goods and services, at lowest cost to ADRA Nigeria.
- Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a Supply Chain Manager, in order to obtain the best terms and lowest costs for the Organization.
- Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate officers, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
- Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of logistical problems.
- Research, collect and analyze data in order to produce reports to enable informed decision-making by procurement department, and consistency of information presented to stakeholders.
- Manage updates and further develop databases and records, to ensure information is accurate, organized, and available for others to access, and supports reporting requirements.
- Maintain relationships with internal counterparts, to support the alignment of procurement and logistics activities with wider program and ensure a coherent approach to meeting assistance needs.

- The reporting lines may change depending on the size of the operation and may report directly to Project Manager.
- At this level work is carried out under minimum supervision.
- Jobholders are expected to produce organized and accurate monitoring and evaluation technical work and reports on daily basis to State coordinator.
- Will be requested to provide supervisory work to field monitors and guidance on standard practices and processes to other partners and stakeholders and may have direct interactions with the beneficiaries on daily basis and counterparts in their area of work.
Job Purpose
- Supervise the activities of all field monitors assigned in the LGA at different locations.
- Monitor the planned movements and distribution of food or non-food items, cash transfers and reporting issues or discrepancies to the Field supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with required standards.
- To perform administration and planning of all monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance programs to beneficiaries.
- Receive from field monitors and maintain information records and monitoring plan documentation, such as records of commodity movements, warehouses management systems, distribution processes, selection criteria and other procedural checklists, in order to assist in the effective delivery of assistance to targeted beneficiaries.
- In accordance with clear direction, collate assistance program(s) data in order to support program reviews and informative decision-making by ADRA and other stakeholders.
- In collaboration with field monitors; liaise with other partners and internal counterparts to gather feedback and comments to support program reviews and improve services.
- Ensure proper receipt and collate comments and feedback from field monitors, cooperating partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations and compliancy with standards.
- Provide guidance for cooperating partners on donor operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks.
- Prepare team leader’s reports and share to them with state coordinators for review and documentation.
- Collate all the assessments in the assigned Local Government Area with direct supervision to the selected enumerators for proper assessments in collaboration with State Coordinators.

Job Title: State Coordinator – (M&E- TPM)
Locations: Borno, Adamawa and Yobe
Job Purpose
- To provide effective supervision and coordination of the state-based core monitoring activities according to processes, procedures and plans. Will give specialized support and technical Data analysis to State based activities and update the Project manager on monitoring activities that effectively meet core objectives of Third Party Monitoring Intervention in North East Nigeria with keen interest in administering the measures put in place to achieve the pre-set outcome and output indicators of the program.
- Analyze data collected by the State field Supervisors and ensure correctness, updates and validity before sharing it to the M&E office for cleaning and subsequent consumption. This position will form an integral part of the Project management team.
- The ultimate expected results are to strengthen ADRA’s supervision and monitoring plans and system at State level in regard to all points of work and ensuring timely submission of Data to the M&E central office for final processing.
Specific Duties & Responsibilities
- Enhance M&E capacity of other field staffs in data analysis and utilization, to improve accountability and the use of empirical evidence for programming, learning and adapting, and to maintain strategic alignment with the TPM objectives outlined in the program guidelines and to support ADRA’s activities and reporting requirements by utilizing developed reporting tools, monitoring plans, Performance Reporting System (PRS) that tracks indicators performance across the Program and donor requirements.
- Collect and give feedback from assigned state field program technical teams on the functionality of the monitoring activities and ensure that communication is efficiently delivered to the Project Manager and head of programs.
- Ensure data in Performance Reporting Systems are correctly and timely up-to-dated, accurate and reliable; update as necessary with changes in indicators and feedback from the programs teams and stakeholders in collaboration with other State stakeholders including Partner office representatives.
- Support the Management teams with data cleaning, data validation, data analysis, and data visualizations during Reviews, Assessments, Performance and Plan Reporting and other reporting needs.
- Conduct training for field staffs on data entry, data analysis, data visualizations, and how to maximize the functionality of the M&E activities.
- Coordinate weekly with Project Manager to determine priority tasks. Ensure the programs team is aware of and up to date on all M&E tasks and reports.
- Conduct site visits during the project implementation phase for each component in assigned locations in accordance to approved work plans.
- In close coordination with the Project Manager, develop Monitoring and Evaluation plans for field-level activities, Assessments plans in assigned States and present the plan for approval by the responsible managers.
- Produce a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the visit.
- Draft “interim evaluation reports” (IER) based on prescribed format after collection of data and visiting of implementation sites for verification of indicators.
- Enhance compliancy of monitoring and Evaluation of program-policies and standard operating procedures (SOPs) required and share findings with the Project Manager and Emergency Response Coordinator’s office on a monthly basis.
- Ensure availability of primary source of data and information for programs office when developing impact assessments, success stories and lessons learned.
- Undertake comprehensive analysis of data from monitored processes, procedures, and assessments outcome data with focus to required standards, criteria and objectives, as key indicators for Third Party Monitoring partnerships and ensure proper reporting.
- Participate in professional training and development activities, as necessary and carry out step-down support to field staffs.
- Share management observations from monitoring work with senior Project Management and initiate solution when findings demonstrate questionable actions.
- Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in Final Evaluation Reports.
- Perform a representation role at State and LGA level coordination meetings; positively and professionally in both internal and external environments. Perform other tasks, as assigned.
