Job Title: Social Protection and Inclusion Coordinator (CDGP) Phase II

Role Purpose

  • The objective of this assignment is to support capacity building, systems strengthening, design and implementation of child and nutrition sensitive social protection at state level.

Key Areas of Accountabilities

  • The Social Protection and Inclusion coordinator will be responsible for providing strategic, technical and program guidance to the Child Development grant programme (CDGP) on child and nutrition sensitive social protection at the state level. The Social Protection and Inclusion coordinator will provide support in two key areas:

Nutrition and Child sensitive Social Protection: as part of support to this area of work key responsibilities for the post holder will include:

  • Participate in state level social protection coordination platforms
  • Facilitate capacity building for state governments in management of social protection programmes as well as policy and strategic issues, through training and mentoring, to enable them to consistently deliver high quality interventions
  • Support state level social protection  research, analysis  and evidence generation
  • Provide of technical input and support for the design  and implementation of key cash transfer systems i.e. M&E, payments, grievance, targeting and MIS
  • Support training and capacity building of government officials for the effective social cash transfer implementation
  • Support sustainability of nutrition activities implemented as part of CDGP Phase 1
  • Ensure gender, disability and nutrition mainstreaming in all state social protection programmes and polices

Programme management: as part of support to this area of work key responsibilities for the post holder will include:

  • Contribute on key Programme planning, coordination and reporting activities.
  • Support CDGP state level progress monitoring and reporting
  • Identify problems in the implementation process and propose solutions
  • Evaluate regularly the impact of the activities and propose changes for improvement

Qualifications, Skills & Experience
Essential:

  • At least a B.A. degree in Development, Social Work, Public Administration, Public Policy Nutrition, or related Social Science.
  • Strong programme management background.
  • Experience in providing technical assistance to government
  • Technical expertise and experience in social protection, nutrition and disability
  • Significant experience in planning, managing and delivering a programme, including costing, managing and monitoring budgets.
  • Experience in managing diverse HR teams
  • Effective resource planning, including commodities and technical expertise.
  • Computer literate.
  • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress.
  • Ability to build support from staff across teams and across members, and to build the capacity of others.
  • Ability to work in partnership with government and other organizations’ staff.
  • Strong communications skills (both written and verbal) in English and Hausa.
  • Previous experience with local and international NGOs

Job Title: Stabilization Centre Nurse

Child Safeguarding

  • Level 3 – The responsibilities of the post will require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

Role Purpose

  • The Nurse will work with the Doctors to provide clinical and nutritional care for complicated cases of severe acute malnutrition (SAM) admitted at the stabilization Centre (SC).
  • S/He will also maintain accurate patient records, provide input into SCI reports and actively participate in the smooth functioning of the SC.

Scope of Role:

  • Reports to: Medical officer
  • Staff directly reporting to this post: None
  • Budget responsibility: No

Key Areas of Accountability – Programme implementation:

Objective 1 – Provision of high quality Nursing care to complicated SAM cases:

  • Admit all patients presenting into the SC in line with the admission criteria.
  • Provide quality nursing clinical care to complicated cases of SAM admitted at the Stabilization Centre (SC).
  • Ensure Nursing and clinical care provided at the SC is in accordance with the National guidelines for In-patient Management of SAM.
  • Stabilize all critical patients in line with the protocols in collaboration with the doctor and other team members.
  • Patient monitoring for patients in Phase 1, transition phase and Phase 2 in line with guidelines.
  • Report any medical or clinical complications on timely basis to the doctor and other team members.
  • Ensure nursing records and monitoring charts are up-to date and well maintained.
  • Mentor and provide on-the-job training on stabilization care and documentation to Dieticians, help mothers deployed to the SC to ensure:
  • Respect of approved protocols for management of severe  acute malnutrition
  • Correct use of programme monitoring and evaluation (recording) tools in reporting and recording.
  • Appropriate use of resources, stock control and ordering procedures.

Objective 2 – Programme Documentation and reporting:

  • Ensure the utilization of medicines, medical supplies, nutrition-related commodities are routinely documented in the relevant tools
  • Ensure timely collection and compilation of quality data for the production of quantitative and qualitative reports regarding all SC activities.
  • Support the nurse in charge in the development of weekly and monthly reports on activities, and any other ad hoc report that may be required.

Objective 3 – Other program roles:

  • Ensure that quality nutrition services are provided by the help mothers at night and during the weekend in the absence of the dieticians
  • Participate in weekly Nutrition related Meetings, trainings and workshops and feed information acquired back into programming.
  • Organize and Participate in Nutrition education sessions for mothers./care takers in the stabilization centre.
  • Carry out any other role as provided for by the Nurse team leader.
  • Work and strengthen relationship with Borno State Ministry of Health and Hospital Management Board, UNICEF and other partners implementing CMAM and Stabilization Care in the State.

Other – Other ad hoc tasks as requested by Line Manager.

  • Diploma in Nursing from a recognized/accredited University in Nigeria
  • At least one year post-graduation experience
  • Previous experience with other local and international NGOs
  • Experience in Nutrition and in community based programmes
  • Training and experience on treatment of acute malnutrition
  • Advocacy and logistics experience
  • Computer literacy (MS Word, MS Excel, MS PowerPoint)
  • Fluency in English and Hausa, spoken and written
  • Ability to work in partnership with government and other NGO staff
  • Good interpersonal and communication skills
  • Must have a valid practice license.

Additional Qualifications:

  • Work experience in health/public health and or in a health/public health organisation, including as a trainer.
