We are recruiting to fill the position below:

Job Title: Community Liaison Officer

Location: Maiduguri, Borno
Contract type: National contract
Slot: 7 Openings

The Position

  • The CL Officer reports to the CL Team Leader. His/her main responsibility is to carry out the EORE and NTS activities planned by the CL Team Leader and NTS manager in the areas defined by the task orders.
  • He/She is responsible for the deployment of the daily EORE sessions but also to gather the relevant information to Identify and mobilize local targeted communities for NTS tasks.

Key Roles

  • Assist Community Liaison team leader in the identification of areas for NTS processes
  • Assist the Community liaison team leader, NTS manager & RE Advisor in the planning of NTS & EORE tasks
  • Identify and mobilize local targeted communities for NTS tasks base on allocated Task Order or reported suspected hazardous areas
  • Implement NTS & EORE processes in compliance with relevant SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholder’s interviews and reporting
  • Provide basic risk education to affected communities and recommend more advanced risk education intervention by the Risk Education team whenever needed
  • Conduct Mine Risk & IED risk Education activities and sessions as required
  • Deliver RE & IED training alongside other DRC/DDG activities in the communities, ensuring close coordination, collaboration and programmatic synergies
  • Be familiar with and follow all safety SOPs in Nigeria and communicate any change on the security situation to the NTS Supervisor and Safety team
  • Establish and maintain working relations with local authorities and communities
  • All other responsibilities included into the approved NTS/EORE SOP.

Key Requirements
Education:

  • University degree in Social Science or tertiary education in any other relevant field will be a recommendation.

Experience and technical competencies:

  • Certificate/Accreditation of participation in a Non-Technical Survey Training (ToT) by recognized INGO.
  • Certificate/Accreditation of participation in a Mine Risk Education (or similar) Training (ToT) by recognized INGO.
  • Knowledge of local communities; actual inhabitants of these areas are preferred
  • Ability to manage sensitive and confidential information
  • Ability to gather information using new technologies and APPs.
  • Previous experience in conducting interviews and surveys
  • At least 2 years of proven previous experience in risk education
  • Excellent planning and organisational skills
  • Excellent communication skills
  • Excellent ability to work in team.

Desirable:

  • Proven communication, interpersonal and facilitation skills Proven MRE, NTS and IED knowledge is essential
  • Proven experience in addressing groups of people an advantage
  • Fluency in Hausa and Kanuri

Job Title: Community Liaison Team Leader

  • /She is responsible of the weekly and monthly planning for the deployment of the team in charge, assist to the NTS manager in the process of forecasting the required resources for the CL activities and the QA of IMSMA reports.

Key Roles

  • Assist NTS Manager in the identification of areas for NTS processes through desk studies
  • Assist the NTS & RE Manager in the planning of Community Liaison tasks
  • Implement NTS processes in compliance with relevant SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholders interviews and reporting
  • Directly supervise and QA Community Liaison teams under his/her responsibility and ensure compliance with timelines, deadlines, and quality standards and SOPs
  • Identify needs for training and capacity building of community Liaison teams and share with NTS & RE Manager
  • Understand and follow all safety SOPs in Nigeria and communicate any change on the security situation to the NTS Manager and Safety team
  • Establish and maintain working relations with local, Ward and LGA authorities and with communities of intervention
  • Establish working relations and regular Communications with security stakeholders (police, military, civil defence, vigilantes) in the areas of operations
  • Ensure and maintain the equipment in good condition and report any damage to NTS Manager
