It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices. The statutory bodies of INTERSOS, are: the Members Assembly, the Council, the Society for Auditing and Certification of Accounts.

Job Title: FSL Project Manager – WFP

Code: SR-49-1142
Location: Maiduguri, Borno
Starting date: 01/10/2019
Contract duration: 12 months
Reporting to: Head of Base
Supervision of: about 30 national staff

General Context of the Project

  • The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. Later the armed conflict spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the North east of Nigeria.
  • They have been abducting young boys and girls and conscripting young boys into their military ranks, burning peoples’ houses as a way of forcing them into submission. A lot of towns and cities have been burned and destroyed. Social services and amenities have also destroyed and are now none existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.
  • According to available records insurgency in the northeast has claimed close to 20,000 lives and has caused enormous damage to public and private property, disrupted basic services such as health, education, financial services and displaced around two million 0ne hundred and fifty thousand (2,150 000) individuals in Adamawa, Yobe, Borno, Gombe, Taraba and Bauchi states.

General Purpose of the Position

  • Provide overall supervision to the activities implemented within the framework of the project ensuring that they are delivered following the proposal text agreed with the donor and that they are leading to the achievement of the project’s results in a timely way.

Main Responsibilities and Tasks
Main responsibilities are:

  • Overall supervision of implementation of Food Security project activities
  • Liaise with donors’ program staff for matters related to project implementation at the field level
  • Line management for the Food Security project staff
  • Coordinate and manage Food Security project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Elaborate project concept notes and proposals for submission to donors
  • Ensure adherence to INTERSOS policies, guidance and procedures
  • Provide distribution reports to the donor partner as required after each distribution
  • Provide regular progress reports to the Head of Mission and the regional program support officer
  • Initiate and participate in the development of relevant Food Security projects
  • Develop and manage Food Security project budget
  • Implement technical direction for food distribution and ensure high technical quality of project
  • Ensure that the project targets most vulnerable and most in need beneficiaries, explore and assess new and better ways to assist them
  • Ensure capacity building of project staff and transfer of key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders for a coordinated implementation of project activities
  • Implement other tasks as might be required by the hierarchy with relation to INTERSOS Country Program in Nigeria.

Requirements
Education:

  • Hold a degree (minimum equal to Bachelors level) in Social Sciences or any related field.

Professional experience:

  • Minimum 3 years of experience in a senior level project implementation position in a humanitarian/recovery context
  • Previous experience in West Africa (desirable)
  • Experience in working in complex and volatile contexts
  • Food Security expertise (In-kind and cash for food)
  • Previous experience in managing WFP-funded projects
  • Documented results related to the position’s responsibilities

Professional requirements:

  • Ability to work in volatile security environment
  • Capacity to adapt to basic living conditions, patience.
  • Ability to meet strict donor’s guidelines

Languages:

  • Fluency in English, both written and verbal

Personal requirements:

  • Available to travel to other deep field locations

Job Title: CCCM Project Manager (NHF)

Location: Maiduguri with frequent field missions in the field, Borno
Contract duration: 3 months
Reporting to: Head of Base
Supervision of: 15 National Staff

General context of the project

  • The project has been designed to meet the affected population’s most urgent needs in a sustainable way that empowers local communities and service providers by working through existing structures where available, adhering to Nigerian guidelines and protocols, and empowering community stakeholders and other project’s beneficiaries in direct service delivery.
  • Focusing on the particular needs of women and children, elderly and disabled people, INTERSOS has target communities where service providers are currently unavailable or unable to cope with the overwhelming needs of returnees, IDPs and host community. In the project focus area, INTERSOS scale up its intervention with the provision of basic reception and hosting services to the new arrivals.
  • INTERSOS strives to fulfil the basic humanitarian needs of the most vulnerable communities through the provision of adequate temporary housing solutions and reception center facilities. With the assistance of other services providers, the project has enhanced the different referral pathways and the referral mechanism.

General purpose of the position

  • Under the overall supervision of the Head of Base, the PM will be responsible for the whole management of the project (implementation, financial management and project reporting).

Main responsibilities and Tasks
Project Management:

  • Start-up, monitor and evaluate activity plan and implementation of the project activities;
  • Production of monthly internal specific report and elaboration of mid-term and final report according with Donor rules and regulation;
  • Contribute to the start-up and implementation of specific data collection and M&E tools related to the Protection/CCCM/NFI activities;
  • Represent INTERSOS into cluster meetings (if needed)
  • Supervise the implementation of project activities in a timely manner
  • Manage all financial resources allocated to the project, including budget holding responsibility, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis
  • Manage all logistical procedures for the project in coordination with the Logistic Coordinator – ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained for all procurement
  • Ensure data is collected regularly to respond to agreed indicators
  • Carry out rapid assessments to investigate further programming opportunities inside Borno State;
  • The PM will be in charge also to support the HoM and HoB in management specific activities such as:
  • New project proposal along with Technical Coordinator
  • Rapid assessment related to INTERSOS strategy in the country.

Program Quality:

  • Build capacity of INTERSOS to meet minimum standards for Protection, CCCM and NFI programmes in Emergency, including training and mentoring of the staffs with the technical support of the senior management
  • Technical support for Protection/CCCM/NFI activities throughout the programme providing insights to national and international staff on the standards including tools and methodologies.
  • Work with the mission Protection, CCCM and shelter team to strengthen these sectors in INTERSOS Nigeria Mission.

Coordination:

  • Ensure 5W matrices are submitted to the State Clusters as per the agreed reporting schedule
  • Represent in close coordination with the HoB and the Protection, CCCM and shelter/NFI departments the program with national authorities, non-state actors, UN agencies, NGOs, donors, etc. in Borno State and in Abuja;

Human Resources:

  • Recruit and train national staff as required to achieve the project objectives;
  • Work with the HR and administration department to ensure all administrative procedures are followed for Staff in the field – updated personal details on file, accurate ToRs for each staff member, payrolls etc.

Education

  • University Degree in International Cooperation and/or other relevant sector related to the project component

Professional experience

  • At least 3 years of experience as project manager, multi-sector approach experience preferred
  • Technical background in protection and Camp Management – related project

Professional requirements:

  • Essential computer literacy (word, excel and internet)
