Job Title: WaSH Officer

Overview

  • NRC is looking for a WaSH Officer for our field office in Damasak, Borno State in Northern Nigeria. The purpose of the WaSH Officer is to ensure the Implementation and impact of WaSH program activities in Damasak, Borno State
  • NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs.
  • The WaSH Officer reports to WaSH Project Coordinator.

Job Description

  • Supervision of WaSH assistants
  • Coordinate the WASH activities according to strategy, proposals, budgets, and plans
  • Assist the WASH Project Coordinator in all aspects of WASH programs planning, implementation, monitoring, and evaluation
  • Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  • Develop technical specifications and bills of quantities (BOQ) for works for all water infrastructure and sanitation facilities
  • Assess the wash training needs of the community and assists in the development of appropriate training materials and plans
  • Conducts water quality testing and sanitary inspection at water points
  • Provide technical assistance to the WASH Program Development Manager and local counterparts on issues of WASH information and communication strategies
  • Assists in the establishment, and training of water point committees as well as monitoring their performance
  • Assists in the compilation of weekly and monthly wash reports, program documents, project proposals, and budgets
  • Ensure that procurement, development, and distribution of materials and equipment are timely and according to procedures.
  • Performs any other duties as requested by the WASH Project Coordinator

Qualifications

  • Knowledge of the context of Northeast Nigeria
  • Experience with start-up activities
  • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
  • Higher diploma in Civil or Water Engineering or Public Health (BAC+5) minimum
  • Minimum 3 years’ experience from working with wash projects in a humanitarian/recovery context.
  • Experience from working with social work and/or with the distribution of humanitarian assistance is an advantage.
  • Previous 2 years of work experience in community-based Water and Sanitation programs; Work experience with an INGO is desirable
  • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements, and protocols
  • Computer literacy in word processing and spreadsheets is required,
  • Familiarity with AutoCAD, GPS, Arc Gis, and Google Earth is strongly desirable
  • Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage

Job Description

  • Ensure that cash is kept properly, payment process and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor, auditor and the authorities requirements
  • Make sure that daily cash counts are maintained and posting of transactions are done on a daily basis and all payment process on time
  • Responsible for introducing or removing NRC bank Account signatory.
  • Be responsible for bank transactions in line with NRC policy and procedures;
  • Posting of income and cost into bank cash boxes i.e. USD and NGN daily basis.
  • Be the focal person between Area Office and Field offices in regard to funds transfer requests and other payments through the bank.
  • Be responsible for accurate payroll transfer to the bank and follow-up on the transaction on individual staff accounts.
  • Be responsible for the release of payment to contractors & other payments as stipulated in the contract/agreement(s) & in line with NRC policies and procedures.
  • Responsible for the keeping of cash in Maiduguri Office
  • Preparing daily cash count of Maiduguri office
  • Preparing of Cheque and transfer letter to the bank.
  • Responsible for clearing of advances and the outstanding balance of staff in Maiduguri

Qualifications

  • Preferably a degree in Finance, Economics or any other related Course
  • Ability to work as a member of the team
  • Previous (2yrs) experience working in an accounting department (preferably NGO)
  • Willingness to be flexible and respond in a timely manner to support colleague when need arise.

Job Description

  • Pr-evaluation of needs (Targeting, Needs Assessment, Beneficiary Identification & Selection) and alert the hierarchy of any population movement in the area.
  • Provide technical support and orientation to local technicians and community workers, train and develop their capacity
  • Implement shelter construction activities, conduct technical assessment and approval of the quality of work and ensure better management of remaining material.
  • Conduct community sensitization, awareness, and mobilization to encourage beneficiary commitment to the shelter activities.
  • With the support of the Shelter Officer and Shelter coordinator, provide the drafts of technical drawings, Bill of Quantity, site plan and technical specification notes for shelter projects.
  • Construction designs or for any unpredictable soil constraints identified.
  • Assist the shelter officer to accurately control the movement of trucks, quantities, and qualities of materials supplied to the site.
  • Maintain good working relationships with local authorities, local communities, local committees, and partners as well as with all stakeholders in the NRC area of intervention
  • Ensure the participation of female workers in key positions in the construction/rehabilitation of shelters and community infrastructures and other shelter activities
  • Represent NRC in-field coordination meeting when required.

Qualifications

  • University degree in Civil Engineering or Architecture
  • Knowledge of the context in North-Eastern Nigeria
  • Knowledge of the local language Kanuri, Hausa
  • Experience on implementation of emergency shelter activities
  • Experience in household sensitization and training in shelter and infrastructure maintenance
  • Familiarity with AutoCAD, GPS, ARC GIS, and Google Earth
