Tasks and Responsibilities
Objective 1 – Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission:
- Apply the common IYCF and Care Group Model package of guidelines and tools which will be used in WINNN CE for training, implementation and in support of M&E
- Implement in the framework of projects, the mission’s Nutrition Security strategy taking into account the key internal and external documents: ACF charter, 2015 international strategic framework, policies (IYCF, MHCP, BCC, CGM etc), position papers (N-H, IYCF, BMS, etc), national strategies and other specific protocols and policies established and approved by the Government of Nigeria (GoN)
Objective 2 – Contribute to the identification, definition, formulation of Nutrition projects and/or components of projects led by other sectors:
- Responsible for supervising and quality assurance of all Nutrition activities in the area of intervention.
- ensure the compilation of need/feasibility assessments and related reports. Their reports must be written and transmitted to the STL and Nutrition coordinator
- Participate in the writing of Nutrition-related parts of the proposals (proposal narrative, budget and LFA) as requested.
Objective 3 – Leads projects implementation, monitoring and reporting for Nutrition-Sensitive:
- Fully understand the logical framework and indicators (LFA).
- Ensure the team possess printed copies of all project proposals and related guidelines/tools for implementation (IYCF, CGM or CMAM).
- Support to ensure that agreed technical guidelines and specifications for the implementation of all Nutrition sensitive projects are followed in the course of project execution
- Contribute in the development of work plans for the implementation of all project activities in collaboration and coordination with other sectors; under supervision and guidance of the STL and Nutrition Coordinator.
- Track the implementation of project activities using ACF tools- Activity Progress Report (APR), Budget follow-up and Training Reports.
- Contribute to the Development of Monthly Situation Report (Sitrep) and Technical Monthly Report (TMP).
- Support to ensure that donors and ACF visibility are conspicuous on working sites of all Nutrition-Sensitive projects,
- Support to ensure strict adherence to safety measures/rules for both ACF teams (including daily hired) and the populations/public.
- Support to ensure transparency and accountability measures vis-à-vis the project beneficiaries, by making them participate throughout the project cycle.
Objective 4 – To support in local ACF representation and coordination with other stakeholders within the intervention area:
- Closely follow-up and ensure engaged relations with government authorities and partners implementing Nutrition sensitive activities in the same intervention area.
- Support the Coordination of ACF’s action with other stakeholders working in the intervention area.
- Support capacity building of ACF Nutrition sensitive partners in the area of intervention and the community.
- Where relevant, promote partnerships with local NGOs, including capacity building, at district/provincial/regional level.
Objective 5 – Contribute to evaluation (internal and external) of the project’s effect/impact:
- Contribute to the definition of external evaluations (opportunities, ToR), support external evaluators (during their mission), and implements recommendations coming out from external evaluations.
- Support M&E teams as needed on the implementation of KAP survey and other related surveys in the program.
Objective 6 – Contribute pro-actively to HR management (including staff career plan development):
- Supervise the Nutrition sensitive teams working a the Local Government Level and ACF Base Office
- Take part actively in the recruitment and the training of staff, in cooperation with the STL and HR administrator
- Lead and support the Evaluation (performance appraisal) of Nutrition sensitive staff and ensure that all staff have planned and completed PAs. Recommend for capacity building and career development milestones.
Objective 7 – Contribute to the mission’s capitalization and to ACF communication:
- Ensure the compilation on a soft drive of all essential documents related to N-H projects
- Ensure a compilation on a soft drive of all relevant pictures of Nutrition sensitive projects.
- Contribute to the et up and populating of the ACF Nutrition sensitive database in the mission

Position Requirements
Qualifications:
- Degree in Medicine, or Public Health Degree or equivalent in a field related to Nutrition sensitive and or training/courses specific to Nutrition sensitive in development context + minimum 3 years work experience

Job Title: Health Sector Manager
Location: Damaturu, YobeState

Overall Responsibility
- The Health Sector Manager (SMH) will be responsible for the overall management and technical direction of AAH’s OFDA funded Health and Nutrition interventions that targets vulnerable IDPs and Host communities in Damaturu Yobe (responsible for assigned Wards in Gujba LGA Health activities) areas in the North East region of Nigeria.
Objectives 1
- Ensure effective management of planned nutrition and health activities under the OFDA grant
Tasks and Responsibilities:
- Support the implementation of the short and long-range plans for delivery of project services, and provide guidance to AAH’s Nutrition and Health staff in the management of project interventions and/or activities for effective project impact.
- Work with the project team to develop an overall detailed project implementation plan for nutrition and health component in line with the predefined project implementation work plan.
- Manage the assigned Nutrition and Health project interventions in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
- Provide day to day supervision for the SMoH staff and AAH Health and Nutrition Team in a manner that supports the growth of internal leadership and adequate program management.
- Provide strong leadership of the assigned Nutrition and Health project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities at LGA level and for the seconded SMoH staff.
- Set clear objectives and indicators for the accomplishment of planned nutrition and health activities.
- Continuously monitor and supervise nutrition and health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the Nutrition and health team.
- Provide input into the integration of beneficiary participation in all aspects of the project.
- Ensure accurate reporting of activities according to AAH and donors expectations.
- Support the development of new concept notes and proposals, linked to the assessed needs and gaps and the AAH country strategy.
Objectives 2
- Ensure appropriate staff management including staff development programmes for the AAH teams
Tasks and Responsibilities:
- Line-manage the Health, Nutrition and IYCF Officer assigned to the projects, including day-to-day management, development and training, appraisals, etc.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.
- Provide coaching and training to AAH staff in collaboration with the Regional Health and Nutrition Coordinator in order to develop ownership and full responsibility for activities.
- Evaluation of the technical skill level of the AAH teams, identification of training needs, Propose training plan to the Regional Health and Nutrition Coordinator, direct line Manager as well as with other supportive departments
- Support the Regional Nutrition and Health Coordination in ensuring the quality and pertinence of training programmes established for the AAH teams
Objective 3
- Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.
- Review overall project logistics plans and budgeting for field activities associated with donor requirements and provide guidance to the Nutrition and Health team and seconded SMoH field staffs in their delivery of those requirements.
- Promote and use AAH intranet and other operating procedures.
- Ensure projects are implemented in line with donor requirements and in accordance with AAH, country and international standards i.e. Sphere and HAP standards.
- Support the implementation of the AAH Health and Nutrition monitoring systems and record keeping methods that support routine data collection, analysis and reporting in line with the organization and donor expectations.
Objectives 4
- Ensure appropriate financial management, coordination and effective communication
Tasks and Responsibilities:
- Develop budget forecast in reference to the detailed nutrition and health implementation work plan
- Develop monthly budget forecast and quarterly budget forecast with support from ERR PM and Deputy Managers.
- Develop appropriate and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs) in line with AAH procedures and communication policy.
- Support the regional Nutrition and Health coordination team to advance existing partnerships with Key UN agencies (UNFPA, WHO), NGOs and INGOs as well as the SMoH/SPHCDA at both national and LGA level.
- Participate in Nutrition and Health coordination meetings, AAH internal trainings, and other working groups, representing AAH and feeding back on relevant issues.
Objectives 5
- Performance Management
Tasks and Responsibilities:
- Communicate with HR for necessary staff meeting, performance review, appraisals.
- Communicate Action Against Hunger performance standards and expectations to team members which includes; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
- Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
- Contribute to the professional development and improvement of team members by providing support.

Qualifications
- BSc/Master Degree in Nutrition/Nursing or Medicine or Public Health. Certificate in project management for development professionals will be an added advantage
Skills & Experience
Essential:
- 3 years’ experience in primary health care and maternal health.
- 2 years’ experience in CMAM and IYCF program.
- Previous experience in managerial role.
- Fluency in spoken and written English language.
- Skilled in using MS applications.
- Ability to plan and organize work Independent with appropriate follow through while paying close attention to detail and can read and abstract information from a variety of formats.
- Ability to delegate and follow up of task among teams.
- Ability to work under pressure and react according to evolving context/situation.

Job Title: Stabilization Care Manager
Location: Damaturu, Yobe State

Objective 1
- Overall Management of the Stabilization Care Centres daily activities.
Tasks and Responsibilities:
- The position is based in Damaturu, to manage a minimum of five (5) SCs in the state. He/she is to report directly to the Project Manager.
- The Stabilization Centre Manager works closely with the Project Manager to drive the overall project objectives and strategy and provide support to the implementation of Action Against Hunger programs at the base level
- Ensure the proper functioning of the therapeutic feeding center such as provisions of high-quality care, medical diagnosis, the treat of SAM children presented with medical complications.
- Work and maintain a positive relationship with stakeholders and other partners implementing similar activities.
Objective 2
- Drugs, therapeutic feeding products and equipment
Tasks and Responsibilities:
- Ensure that adequate supplies are available in stabilization centres in collaboration with the SC Officers.
- Ensure that daily record/tally on the utilization of each medicine and therapeutic feeding product used in SC are available.
- Prepare weekly/monthly utilization, requisition and stick report for therapeutic feeding products, medicines and medical equipment.
- Liaise with ACTION AGAINST HUNGER pharmacist for supplies with adequate anticipation.
- Follow up the utilization and expiry information of all therapeutic feeding product and medicines on a regular basis and inform
- ACTION AGAINST HUNGER pharmacist for appropriate action required.
- Prepare and ensure that the order forms are in conformity (including consumption coherence and SRO) and ensure anticipation to prevent stock out.
- Provide technical support in milk preparation in accordance with protocol and hygiene rules.
- Ensure the rational use of medicines and therapeutic foods at the center.
- Ensure that all medical devices and equipment are properly handled and functioning at all times.
Objective 3
- Information management, reporting and coordination
Tasks and Responsibilities:
- Ensure that all information from initial diagnosis and previous diagnosis/treatment (if referred from OTP) of SAM children coming to the center are captured in the CCP card and admission register.
- Ensure that all data collection tools (i.e. screening registers, patient registers, patient CCP card, patient feeding chart, patient’s diagnosis test reports etc.) are regularly updated and always available at the center.
- Ensure that all actions carried out on any SAM patient are recorded in the patient file no matter how minute.
- Compile and analyze the data and determine the performance of the center, share the monthly Activity Progress Report with the SC manager in collaboration with other staff.
- Regularly report and coordinate with nutrition officers regarding challenges, issues faced at the centre for timely and appropriate decision making.
Objective 4
- Personnel management
Tasks and Responsibilities:
- Respect the existing working rules and to be attentive to the working condition of the personnel.
- Distribute and delegates the work within the personnel according to their knowledge.
- Organize and conduct weekly medical meetings with the team to discuss morality review and case study in collaboration with the SC Doctors and Nurses
- Inform the line managers in case of difficulties and challenges faced
- Ensure optimal hygiene condition of the center through regular daily cleaning and monthly super cleaning of the whole center.
