CRS re-established presence in Nigeria in 2000 and currently focuses on vulnerable children, agriculture, health and HIV, extractives and governance, and peace building programming.

Job Title: Consultant – Assessment into Malaria Programming in Nigeria
Consultancy Code: MLP91919

Time and Level of Effort: This consultancy shall not exceed 30 days.
Background
- CRS Nigeria has identified malaria programming as an area in which to focus its business development and influence efforts in the next 3-5 years. The Country Program currently implements one of the largest malaria grants in the world.
- CRS has successfully managed the distribution of over 15 million LLINs in Nigeria, with some of the highest redemption rates ever recorded.
- CRS pioneered the use of technology to improve the efficiency and impact of LLIN distribution campaigns and has built the technical capacity of the National Malaria Elimination Program as well as one other organization to use this technology.
- CRS is also supporting routine case management services for malaria in over 10,000 health facilities in Nigeria, as well as managing the supply chain for malaria commodities and diagnostics to these facilities.
- CRS sits on a number of National Malaria Technical Working Groups which provide a platform to influence policy and practice.
Primary Purpose:
- To research past and current malaria interventions – including CRS programming – with the aim of making recommendations to CRS for pre-positioning for future malaria work.
Main Tasks/Deliverables:
- Map significant past and current malaria interventions by location, donor and type of interventions; and comment on their impact and their challenges.
- Document CRS’ malaria programming history, achievements and challenges in Nigeria.
- Review and document current malaria elimination strategies and priorities by international organizations such as the World Bank and Global Fund; major institutional donors including USAID and DFID; and, the Federal Government of Nigeria.
- Highlight and elaborate on challenges and hurdles hampering elimination of malaria in Nigeria and make programmatic recommendations on how to mitigate against these challenges, in line with global best practices.
- Identify and report on innovations– including use of ICT4D – in delivering malaria interventions and make recommendations on their viability in the Nigerian context.
- Identify new opportunities for the use of ICT4D across the sector
Approach and Method:
- Research / desk study.
- Interviews with key malaria stakeholders including donors, CSOs and government ministries, departments and agencies (MDAs).
- Interviews with CRS staff including members of the Global Fund Malaria.
Schedule of Deliverables:
- A briefing document – not exceeding 4 pages – of CRS Nigeria’s malaria interventions and successes.
- A consultancy report with a concise executive summary. The consultant is encouraged to annex supplementary information to the report.
- A debrief meeting at the CRS Abuja offices where the consultancy will be expected to present his / her findings and recommendations.
- A concise summary document for external publication / dissemination.
Required Qualifications
- An advanced degree in any Health related field.
- Understanding of the Nigerian health system context.
- Thorough understanding of major institutional donors’ strategies and funding mechanisms.
- Hands on experience in delivering malaria interventions / designing malaria funding instruments / formulating malaria elimination policies.
- Extensive networks within donor agencies, CSOs and government MDAs.
- Familiarity with the malaria burden in Nigeria and efforts to eliminate malaria in Nigeria and globally.
- Ability to carry out research and synthesize findings into white papers.
- Knowledge of English knowledge and excellent writing skills are mandatory.
- Capacity to self-manage, work independently and remotely and deliver on time.
- Excellent organizational skills, including time management, and ability to work independently (seeking clarification when needed in a timely manner) and to meet deadlines and work under pressure.
Payment Schedule
- CRS will pay a consultancy fee based upon a mutually agreeable daily consultancy rate. Logistics for field trips will be arranged separately. CRS will reimburse operational and logistical costs if they are identified and approved by the Consultancy Manager in advance.
- Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.

Job Summary
- The Internal Auditor shall assist the Head, Internal Audit in developing and executing the Country Program’s audit plan and take a lead role in the day to day execution of internal audits.
- In this role you will contribute to the Internal Audit function by identifying risks associated with CRS’ objectives and evaluating the controls in place to mitigate those risks in order to improve the effectiveness of risk management, control, and governance processes.
- You will provide value-added advice and support to staff and partners on the creation or modification of policies, procedures, processes, products or services to ensure an appropriate level of internal control and compliance is maintained.
Specific Job Responsibilities
Audit Reviews:
- Develop a risk-based test plan by selecting appropriate audit approach, test procedures and sampling criteria based on professional judgment and departmentally defined internal audit methodology
- Perform audit tests and prepare working papers in accordance with professional internal audit standards and CRS’ IA methodology
- Evaluate the adequacy of process, design, and the effectiveness of controls in meeting program and control objectives. Identify and document control and process weaknesses and provide evidential support for findings
- Propose practical and value-added recommendations to address control weaknesses and/or process inefficiencies
- Organize and reference work papers for review by Head, Internal Audit
- Participate in closing meetings with client at the end of fieldwork, providing clear explanations for identified issues
Reporting:
- Assist in the preparation of a concise and informative audit report to effectively communicate the findings and recommendations to the project and senior management.
Other Responsibilities:
- Assists the Head, Internal Audit in the development of the annual Internal Audit plan
- Conduct follow up audits to monitor management’s interventions
- Determine project level operational risks in the area of finance, procurement, human resources (HR), compliance and other relevant areas.
- Contribute and assist in maintaining an organizational risk management framework
- Conducts reviews of suspected internal fraud or malpractices
- Provide consultative support to projects and departments with regard to the adequate design and implementation of risk management processes
- Provide in person training to staff and partners on agency wide policies, external rules, regulations and legislation which requires compliance of all staff (i.e., foreign corrupt practices act, mandatory disclosure, full cooperation, etc.)
- Develops and maintains effective and professional working relationships with all levels of staff within the organization, including Senior Management and partner organizations.

Qualifications and Skills
Education and Experience:
- A recognized professional designation in Accounting or Internal Auditing (ACCA, ACA, CA, or CISA)
- Bachelor’s in one of the following or related fields required: Business Administration, Accounting, Finance, Auditing or similar relevant fields
- Minimum of five years’ relevant experience, preferably with an International Organization.
- Proven knowledge of auditing standards and procedures, laws, rules and regulations, knowledge of USG Regulations and Global Fund a plus.
- Computer proficiency; highly competent using MS Word, Excel, PowerPoint and experience working with complex financial systems like SUN systems
Personal Skills:
- Essential – fluency in Hausa, Desirable – fluency in Kanuri.

Job Summary
- The SILC Officer will be responsible for supporting the SILC component of the project in Adamawa and Borno states.
- S/he will also manage the SILC component of the project with a focus on mentoring and coaching of the SILC field agents and supervisors.
- S/he will ensure that all activities related to SILC in the northeast are implemented according to agreed standards and protocols.
- S/he will also provide general support to recovery and resilience programming in the northeast.
- S/he will report to the Program Manager II but maintain relationship with the Program officer in Borno and Adamawa state.
Specific Job Responsibilities
Monitoring and Evaluation:
- Proactively contribute to strategic thinking on SILC issues for Feed the Future Nigeria Integrated Agriculture Activity program implementation.
- Oversee the development/review and timely implementation of SILC project work plans and activities, by ensuring the active engagement of all partner organizations
- Provide direct technical assistance to implementing partners to ensure technical soundness and high-quality SILC programming.
- Develop technical tools and materials to support SILC projects in the early recovery and resilience programs portfolio.
- Promote the project and the SILC PSPs (Paid Service Providers) to community stakeholders
- Lead the recruitment/replacement process for field agents in the northeast
- Lead the training of field agents on SILC methodology
- Monitor, coach and provide feedback to FAs to develop their skills
- Ensure the quality of SILC groups through regular field visits and spot checks
- Organize and facilitate project events with local leaders, agents and groups, as needed
- Ensure timeliness and accuracy of agent reporting
- Review data collection forms and MIS reports and act to improve project performance

- Previous experience with working with local partners (capacity building).
- Excellent oral and written communication skills.

- Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
- Experience with participatory methods and partnerships.
