Job Description/Program Summary
- Chemonics seeks a senior monitoring and evaluation (M&E) lead for the anticipated multiyear, DFID-funded education programme Partnership for Learning for All in Nigeria (PLANE). PLANE aims to improve learning for an estimated 1.5 million children in Kano, Kaduna, and Jigawa states in northern Nigeria and support state and nonstate systems benefitting 8 million children nationally.

Responsibilities
- Design and implement the overall M&E strategy and framework to track programme delivery against targets, outcomes, and impacts, working with education specialists and directly managing M&E staff in remote locations
- Serve as the programme’s focal point for coordination and collaboration with the supplier of independent evaluation, learning, and verification services
Qualifications
- Bachelor’s degree in Social Science, International Development, Evaluation Research, Statistics, or a related discipline required; master’s degree preferred
- Minimum seven years of experience designing and implementing M&E activities for large education or similar donor-funded programmes in developing countries, including at least one programme with more than 1 million beneficiaries
- Firm command of the M&E issues with respect to improvements in quality and integrated education service and support programmes
- Experience conducting and managing early grade reading, numeracy, and other educational assessments, including for learners with disabilities

The programme will focus on supporting improved learning for an estimated 1.5 million children in three states in northern Nigeria and support state and non-state systems benefitting 8,000,000 children nationally.

Responsibilities
- Drive the daily technical implementation of the programme for activities focused on curriculum development, governance systems, policy design, and other areas, adjusting approaches as implementation realities dictate
- Oversee and review technical products and deliverables
- Support the national programme manager in the daily management of the programme, including managing relationships with DFID, other donor-funded programmes, and the Nigerian government
- Support the national programme manager in representing the programme to the Nigerian government, stakeholders, and public and private sector counterparts
- Perform at a senior management level, including managing staff in a matrixed system with a focus on adaptive management
Qualifications
- Bachelor’s degree in Education, Social Science, International Development, or a related discipline is required; advanced degree in education or another relevant discipline is preferred
- Minimum of eight years of professional experience managing large (£15m or above), complex education projects in developing countries, including a minimum of two years as deputy team leader or team leader
- In-depth technical knowledge and experience in all programme output areas, including teaching and learning, governance of state and non-state systems, use of evidence, and strategic communications
- Experience leading large teams and managing programs that achieve results, with a focus on adaptive management

- Direct all aspects of financial management, including financial systems implementation, budgeting, risk, expenditure tracking, financial reporting, and accounting
- Oversee operational, procurement, logistical, and administrative functions
- Liaise with the government of Nigeria, stakeholders, and public and private sector counterparts to support programme implementation
- Establish standards and procedures to ensure compliance with British government regulations, Chemonics’ corporate policies, and Nigerian law
- Supervise project human resources management, including recruitment, hiring, training, and performance management
Qualifications
- Bachelor’s degree or higher in Accounting, Finance, Business Administration or a related discipline required; ACA, ACCA, CPA, or other recognised professional accounting certification preferred
- Minimum eight years of relevant experience in administrative and financial management of large, complex donor-funded international development programmes
- Demonstrated ability to develop and manage budgets and oversee financial reporting for DFID or other donor-funded development programmes exceeding £20 million in value
- Experience working in politically complex and sensitive environments

- Demonstrated international thought leadership in the field of international education preferred
- Experience leading large teams and managing programs that achieve results, with a focus on adaptive management
- Track record of progressive responsibility
- Demonstrated leadership, versatility, and integrity.
Responsibilities
- Oversee all aspects of programme, including overall management of relationships with other DFID programmes and key stakeholders, including the Nigerian government
- Liaise with the Nigerian government, stakeholders, and counterparts in the public and private sectors
- Manage implementation of project activities and liaise with project teams to ensure technical coordination
