Job Title: Community Mobilization Assistant

Role Purpose

  • As a member of the INSPIRING Team, the Community Mobilization Assistant will work under the direct supervision of the SBCC Coordinator in the successful implementation of the INSPIRING Project at the State, local and community levels.
  • Overall, the Community Mobilization Assistant will support the planning and implementation of community mobilization activities at the LGA, Community and household levels in collaboration with relevant LGA and community partners
  • S/He will assist efforts aimed at raising awareness on Childhood Pneumonia and its thematic areas at the households/community and LGA levels.

Main Responsibilities
Programme implementation:

  • Participate in the development of the Project’s SBCC strategy
  • Assist in the planning of SBCC / community mobilization interventions, in the form of annual, monthly and/or weekly work plans as requested. Ensure prompt reporting of community mobilization activities as agreed.
  • Ensure the day-to-day implementation of all community mobilization activities at the community level. This includes but not limited to establishing and support Men and Women Groups at LGA level, establishing rapport and cordial working relationship with traditional and religious leaders, etc
  • Work with the advocacy team to support commemoration of relevant child health days such as the World Pneumonia Day, World Breast feeding week as agreed in the annual work-plan
  • With guidance from the SBCC Coordinator, provide technical support and oversight to all LGA and community based partners and volunteers
  • Participate and support activities of community volunteers, including men’s and women’s group activities and meetings
  • Where required, participate in meetings, seminars, debriefings and other technical meetings.
  • In consultation with the SBCC Coordinator, establish and maintain effective working relationship with the other projects in supported LGA, namely those implementing SBCC and MNCH/Nutrition interventions. This synergy should include, regular consultation on matters such as but not limited to work-planning, review meetings and joint supportive supervision visits.

Capacity Building:

  • Support the preparation, planning and facilitation of SBCC related trainings for community volunteers and other partners
  • Support development of training plans for CVs and other community partners based on identified needs.

Documentation and reporting:

  • Responsible for developing timely and quality LGA level reports on activities, project results, case studies and lessons learned for SBCC interventions within the project.
  • Support the MEAL team to ensure that data are captured in a correct and accurate manner.

Representation & Advocacy & Organisational Learning:

  • With guidance from the SBCC Coordinator, assist in establishing and sustaining positive relationships with religious and traditional leaders at the community and LGA levels
  • Represent SCI and/or the project in relevant LGA level meetings.
  • Contribute to communications and media work as required

General:

  • Comply with the requirements of Save the Children’s child protection/safeguarding policies, comply strictly with security procedures and other staff policies.
  • Perform other tasks as maybe assigned from time to time

Qualifications & Experience
Essential:

  • Education to B.Sc/BA/HND in social sciences or equivalent field experience
  • At least 2 years’ experience supporting and implementing community mobilization interventions on Child Health/Nutrition projects
  • Previous experience working with INGOs / NGOs
  • Versatile in community engagement and experience providing support and supervision to activities of community volunteers and groups related to Child Health/Nutrition is an added advantage
  • Experience of and commitment to working through systems of community participation and accountability in a public health context
  • Experience in cascading training and capacity building to community groups
  • Good understanding of Jigawa state community settings, local culture and sensitivity is an added advantage
  • Erudite communicator, with strong written and documentation skills
  • Experience on working in collaboration with Government counterpart at LGA level
  • Some experience of representation and ability to represent SC effectively in external forums
  • A high level of written and spoken English and fluency in local language
  • Ability to read and write and computer literate
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.

Job Title: Health Financing & Advocacy Specialist

Role Purpose

  • This role will provide strategic leadership on advocacy for all health projects and by collaborating closely with all the Health Advocacy Advisors, Coordinators and Officers in all the national and field offices – ensuring that they work effectively as a coordinated team spearheading SC’s influencing of governments and partners.
  • S/he will work closely with the, State Project Managers and Chief of Party at National & States on the implementation of the advocacy, campaign, media, social mobilization and communication strategy in Project State.
  • S/he will also be expected to contribute to the implementation of wider Save the Children Advocacy and Campaign Strategy.
  • S/he will coordinate and oversee monthly, quarterly and annual advocacy reports that feeds into donors report. S/he will work closely with state Child Health & Immunization Specialist (CHIS) and the SBCC teams to develop relevant materials (briefs/messages) and undertake actions to create enabling environment and promote sustainability (increasing government commitment and action) of projects.
  • S/he will lead on health policy analysis and support the design and implementation of the programme within the right based programming approach.
  • S/he will be responsible for leading on the development and delivery of health advocacy and financing strategy within the context of Universal Health Care.
  • S/he will support the State Project Manage and the Chief of Party to promote pro-poor governance agenda in the delivery of primary health care with focus on improving quality and access to Health services and strengthening the health systems at all levels of government.

Programme Quality:

  • Develop and lead policy and research on health financing, health systems and Universal Health Coverage, especially for influencing  national and state processes and discussions
  • Support actively in the process of developing the programme short- and long-term governance and advocacy agendas. Particularly as it relates to exploring governance-related barriers to the elimination of exclusion and inequity.
  • Develop and deliver advocacy strategies to influence relevant stakeholders and achieve health policy changes at national and State levels
  • Play a leading role in establishing Pneumonia & infectious disease sensitive working groups at state level
  • Take lead in raising awareness and garnering more commitment towards Childhood Pneumonia
  • Organize major advocacy activities including commemoration of relevant International Child Health Days

  • Work with the Project Manager, and relevant advisers to develop case studies for the project and ensure that these meet Save the Children Child Safeguarding Policies (CSP),
  • Develop compelling communications materials for the project based on lessons learned and experiences from the project for print and online. More specifically, ensure Childhood Pneumonia is recognized as a leading killer of children under the age of five.
  • Produce reports, position papers, briefing papers, policy advocacy messaging and presentations for internal and external audiences, as directed.
  • Organise events on health issues, including small high-level seminars and conferences
  • Develop and maintain a professional network for governance issues within Nigeria and within SC globally.

Job Title: Child Health and Immunisation Specialist

Role Purpose

  • The Child Health Specialist provides overall leadership and oversight for the programmatic, technical and research aspects of the programme.
  • S/he will oversees the day-to-day implementation of the programme and will be accountable for the quality of interventions and for the capacity building of health workers at state and LGA level.
  • S/he will be also responsible for ensuring the provision of high quality technical assistance by in-country and UK based technical advisers and external consultants (if appropriate).
  • S/he will support the State Programme Manager to ensure that planning, budgeting, implementation, monitoring and evaluation as well as donor reporting functions are executed efficiently and effectively so that the project achieves its purposes and outputs.  S/he develops and promotes widespread application of evidence-based program standards and guidance that reflect Save the Children and global best practice

  • Provides advanced technical expertise and oversight to ensure programs are of high quality and develops new state of the art approaches

  • Actively contribute to the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome
  • Work closely with the programme team to ensure that other technical sectors are coordinated, integrated and support each other to optimise the project purposes and objectives.
  • Prepare quality quarterly and annual reports and timely submission of deliverables.

Capacity Building:

  • Identify learning and training opportunities for Save the Children health staff and partners and work as a mentor and role model for less experienced staff.
  • Build capacity of health workers and other sector staff to implement quality programs

Representation & Advocacy & Organisational Learning:

  • Represent the programme on all technical working groups, partners and stakeholders’ forums.
  • Create partnerships with Ministries of Health and other relevant organizations, WHO, and UNICEF to maximize program impact and harmonize agendas.
  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within the Health Sector, ensuring the specific needs of children are being addressed.
  • In collaboration with the Advocacy Advisor, assist in advocacy activities that target decision-makers at all levels.
  • In collaboration with the SC Health colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications And Experience

  • Required Master’s Degree in Public Health required; a health professional (MD or nurse) with clinical training skills (pre-service and/or service clinical training) preferred.
  • Conversant with evidence based child health approaches such as the ICCM, IMCI, GAPPD, etc
  • Ability to lead and produce project proposals, implementation plans, monitoring frameworks, and write succinct reports on program success; excellent writing and oral communication skills.
  • Ability to travel 35-40% of time
  • Minimum of 10 years’ experience implementing and delivering technical assistance to maternal, newborn and child health programs in developing country settings.
  • Demonstrated expertise in program development and management child survival and strong experience in PHC and ICCM program design and implementation required; must have experience facilitating clinical training, supportive supervision.
