- The Livelihood and Economic Inclusion Officer has a key role to play in aligning livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda’s Sustainable Development Goals.
- Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC), including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), works towards the following objectives: 1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service;
- Seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and
- Enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes.
- The Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities, and persuasive in mobilizing donors and new partners around new models of economic and social integration. The incumbent will play a role in formulating interventions that position UNHCR a key catalyst for livelihoods and the economic inclusion of refugees.
- S/he will interact with both internal and external counterparts. The incumbent will work closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. Externally, the Livelihoods and Economic Inclusion Officer will help promote refugees¿ economic inclusion through effective partnerships with relevant government line ministries, development actors, the private sector, UN agencies, international organisations and NGOs, and research institutions and universities, both at the global and country levels.

Duties
- Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees.
- Work with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work in respective host countries and recommend/implement advocacy initiatives and policy reforms to improve UNHCR POC¿s economic inclusion, rights and access to work.
- Strengthen partnerships with relevant stakeholders to enhance economic inclusion of UNHCR POC. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
- Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes.
- Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.
- Work with economic development agencies to help adapt their programmes to become inclusive of UNHCR POC and with the private sector to enhance inclusion of UNHCR POC in their labour force and supply chains.
- In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.

- Participate in the promotion of compliance with UNHCR¿s SGBV policy, priorities and commitments (aligned with polices on age, gender, diversity (AGD) and accountability to affected populations (AAP), Child protection, gender equality, disability and youth empowerment.

Organizational Setting and Work Relationships
The Shelter Officer conducts comprehensive sectoral needs assessments in liaison with other relevant sectors such as Protection, Programme, Community Services, Public Health, WASH, Administration and Supply. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community.

The incumbent also discusses matters relating to shelter and infrastructure coordination and provision. Specialized functions to be dealt with by the incumbent in this post include shelter planning/design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline.
The Shelter Officer also ensures that the development of shelter strategies takes into account the local context, age and gender, culture, climate, environmental protection, available resources and skills. In addition, the incumbent ensures that shelter responses within the Area of Responsibility (AoR) evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from local building practices and materials. Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis or residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. The Shelter Officer normally reports to the Senior Shelter Officer.

Duties

This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin.
- Ensure that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner and monitor programme performance to ensure works are implemented according to plans and completed within the designated timeframe.
- Promote the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.

Organizational Context
Head of a UNHCR Sub Office (HoSO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager) of the country, who will exercise entire supervisory managerial responsibility over the position. The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.
While the functional responsibility of a Head of a Sub Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.
As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.

- Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough one’s own practice and deeds.
- Prepare and submit regular reports, both verbally and written, to the UNHCR Representative. In the event of substantial telephone conversation that leads to specific action or non-action, it should be recorded and share with the other party.
- Any other responsibilities/functions deemed necessary or as delegated by the UNHCR Representative of the country in order to meet the level of the services in the organization.
Authority:
- Represent UNHCR in inter-agency fora and with local authorities in the AOR.
- Enforce compliance with UNHCR’s global protection, programme, finance, human resources and security policies and standards.
- Submit project proposals for assistance to refugees and other persons of concern to UNHCR Representation in coordination with local authorities and NGOs
Essential Minimum Qualifications And Professional Experience Required
- Graduate (equivalent of a Master’s) degree in Management/Personnel Administration or Law or Political Science or International Relation or Economics or a related field plus minimum at least 11 years of relevant work experience. Undergraduate degree (equivalent of a BA/BS) plus 12 years or Doctorate degree (equivalent of a PhD) plus 10 years of previous relevant work experience may also be accepted.
- In-depth knowledge in all aspects of UNHCR mandate and its Field level application.
- Applied knowledge of protection principles, operational arrangements/standards in relation to protection, assistance, UNHCR office management and staff administration.
- Should be conversant in the current priorities in the organisation and existing mechanisms within the organisation to implement those priorities.
- Basic computer skills and working knowledge in MS office software.
- Knowledge of English and UN working language of the duty station if not English.
Desirable Qualifications & Competencies
- Working experience both in UNHCR HQ and/or a Regional Office and the Field
- UNHCR Specific learning/training activities ( i.e. Learning Programme in Management & Operations)
- Knowledge of additional UN languages.
