In this context, the UNDP is strengthening its presence in the North East region by establishing a sub-office in Maiduguri. The sub-office will serve as the centre of operations for programming which will include a Regional Stabilization Facility, a Disengagement, Disassociation, Reconciliation and Reintegration (DDRR) and Recovery and Resilience programme.
- The Sub-Office (SO) for North East (NE) Region of Nigeria has been operational since 2017 and UNDP has established an Operations Service Centre to support management and operations functions related to the effective delivery of programmatic results in anticipation of launch of new programmes, such as Nigerian Window of the Stabilization Facility in NE Region. It is considered vital that the NE Sub-Office has efficient and effective monitoring and evaluation (M&E) functions with result- and evidence-based approach and produce timely and accurate reports to the all relevant stakeholders, such as the Government, donor partners, UN agencies, NGOs/CSOs, the academia, and the general public.
Duties and Responsibilities
- Under the guidance and direct supervision of the Head of Stabilization in NE Nigeria and in close collaboration with DRR-P and Programme Management Support Unit (PMSU) in Abuja, the Monitoring and Reporting Specialist sets solid monitoring and reporting mechanisms for the sub office and manage thematic and crosscutting M&E and reporting.
- The Monitoring and Reporting Specialist ensures that objective monitoring and evaluations are designed and managed to assess the relevance to the needs of stabilization, crisis-response and recovery in the NE Region; effectiveness, efficiency, impact and sustainability of results; monitoring and evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of UNDAF/CPD priorities and results in the NE Region.
Summary of Key Functions
- Implementation of M&E policies and strategies

- Facilitation of knowledge building and knowledge sharing on M&E and reporting
Ensures the implementation of M&E and reporting policies and strategies, focusing on achievement of the following results:
- Responsibility for planning, preparation, budgeting, reporting and oversight of thematic, country programme/project evaluations and other types of evaluations conducted in the NE region by the Sub-Office in close collaboration with PMSU in CO.
- Advice to the Senior Management in CO to the programme of work for the NE region, including identification of topics, and projects/programme to be monitored and evaluated.
- Development of M&E and reporting tools and processes, innovative approaches that meet the requirements of UNDP in complex conflict situations
- Contact with PMSU in CO, and HQ Evaluation Office if required, with a view to harmonizing M&E and reporting approaches and agendas.
- Promotion of M&E and reporting n standards, quality assurance/control and capacity development in the Country Office.
- Organization and coordination of monitoring or evaluation missions for development projects, sectoral and thematic evaluations and desk evaluations/studies on selected sectors/themes.
Ensures effective management of M&E and reportting process in the NE Sub-Office the achievement of programme outputs and results, coordinates and drafts project/programme reports in NE Region and provides directions and inputs into communications results of the sub-office:
- Provision of the technical advice at the design stage of programmes/projects setting up a M&E and reporting framework with defined indicators at the design stage to facilitate the M&E and reporting at the later stages.
- Provision of feedback on M&E-related issues into policy/project/programme design, including comments on various documents.
- Compile and analyze information on the programme activities and undertake research on the relevant issues. Provide input for the programme work plan as well as position papers and policy notes.
- Primarily Responsible in leading preparation of regular progress and final reports on the Stabilization Facility and other UNDP progrmmes/projects in NE Region based on inputs provided by project personnel in a quality and result-oriented manner in liaison with Programme Management Support Unit (PMSU) in the CO.
- Management of M&E team in Sub-Office, supervising National N&E Analyst and Information Management Officer and others
- Oversight of UNDP sub-office reporting towards counterparts, humanitarian clusters, country office and corporate units as required
- Provision of inputs for production and editing of stories, editorials, audio-visual and other materials in support of UNDP sub-office and CO communications efforts.
Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
- Identification and formulation of monitoring and evaluation findings, lessons learned and recommendations to be integrated into broader UNDP‘s knowledge management efforts.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.

Under the direct supervision of CIMIC Specialist and in close collaboration with Senior Management of the Sub-office and UNDP Nigeria, the Human Rights Specialist is responsible for effective mainstreaming of HRBA in UNDP’s Stabilisation Facility interventions for the promotion and protection of human rights and gender mainstreaming. The Human Rights Specialist promotes a collaborative, client-oriented approach consistent with UNDP policies, rules and regulations. The Human Rights Specialist works in close collaboration with programme and project teams in the CO, the Sub Office and with UNDP HQs staff and Government and non-government partners ensuring successful implementation of UNDP’s human rights interventions.
Duties and Responsibilities
Under the guidance and direct supervision of Conflict & Political Economy Analyst in close collaboration with the respective project teams in NE Sub-Office, the Human Rights Specialist will perform following functions:
- Programme Development and Management;
- Technical support in integration of human rights strategies into programming; and
- Advocacy support and facilitation of knowledge building and management.
Programme Development and Management:
- Ensure substantive contribution to the analysis and research of the human rights situation, as well as the analysis of the political, social and economic situation in the North-East Nigeria from a human rights perspective and prepare substantive inputs to the UNDP’s Stabilisation Facility programme planning;
- Provide substantive input on human rights to new policy developments and strategies through analyzing policy papers, strategy documents, national/ regional plans and development frameworks, and prepare briefs and inputs for policy dialogue and technical assistance coordination on human rights;
- Support the design and formulation of the Stabilisation Facility programme initiatives translating UNDP’s mandate, policies, tools and strategies into local interventions and ensuring substantive rigor in the design and application of proven successful human rights- and gender-based approaches;
- Analyze quality of programme/projects design from human rights perspectives incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems;
- Expedite and coordinate programmes/projects implementation establishing collaborative relationships with executing agencies, experts, government and civil society counterparts and other UN agencies facilitating timely and efficient delivery of inputs related to human rights;
- Participate in and contribute to the work of Protection Sector, Human Rights/SGBV Working group and/or networks established in North-East Nigeria;
Technical support in integration of human rights strategies into programming:
- Provide leadership and support the Sub Office and the country office team to integrate human rights and rights-based approach principles into ongoing and envisaged projects;
- Provide advice and guidance for the implementation of the Country Strategy by strengthening the human rights-based approach in programming and implementation;
- Ensure, advice and guide integration of gender and human rights perspectives and attention to specific inclusion issues within all assigned activities;
- Support the translation of UNDP’s interventions on relevant root causes of compound discrimination into longer-term programming to protect development gains;
- Analyze degree of implementation by regional government of recommendations made by UN treaty bodies, Special rights issues/events and assess their impact on the human rights situation, provide recommendation to the management related to its mandate implementation;
- Collect and analyze human rights monitoring data and indicators, including gender-specific data and indicators at the sub-national level;
- Facilitate organization of the project events, studies and the other activities by providing leadership and substantive guidance on human rights, prevention and elimination of a compound discrimination;
- Write and/or provide expert input into a variety of reports, communications, briefings, statements, etc, including preparation of analytical reports/overviews on human rights.
Advocacy support and facilitation of knowledge building and management:
- Manage the establishment of advocacy networks at state level and linkages to national and international networks on human rights;
- Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
- Ensure awareness about current and emerging human rights trends by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies;
- Contribute to the articles and social media materials on the project activities as well as the thematic materials about human rights;
- Proactively contribute to human rights knowledge networks and communities of practice.
- Organize capacity building of staff and partners on human rights-based approach and human rights strategies;
- Develop knowledge products on human rights, gender equality, women’s and minority rights, inter- sectional discrimination in North-East Nigeria.

- The key results have an impact on the overall CO efficiency in delivering the Stabilisation Facility in North-East Nigeria through the promotion and protection of human rights and mainstreaming of HRBA in UNDP’s programming.
Required Skills and Experience
Education:
- Master’s Degree or equivalent in Human Rights, Law, Gender Studies and Social Sciences or related field.
Experience:
- A minimum five (5) years (with Masters’ degree (or equivalent) of relevant progressively responsible experience at the national and/or international level in human rights, rule of law, gender equality or other related fields;
- Strong experience with implementing human rights projects and initiatives. Experience in advocacy for the promotion and protection of human rights is an asset;

- Under the guidance and direct supervision of the Head of Stabilization and in consultation with the Head of Communication in Abuja, the Communications Specialist designs, manages and facilitates the implementation of the communications and publication strategies for the NE Region with a view to influence the development agenda, to promote public and media outreach and to mobilize political and financial support for UNDP.
- The Communications Specialist supervises and leads the communications staff of the NE Sub-Office and has a strong regular working relationship with Head of Communication in the CO, LCB Communication Specialist, and the Regional Communications Adviser. Elaboration and implementation of the CO publications strategy and plan for NE Sub-Office:
- Elaboration and implementation of the CO publications strategy and plan for for Sub-Office and the Programmes/Projects in NE Region, based on the corporate publications policy.
- Identification and development of storylines for publications and substantive articles contributing to debates on key development issues in NE Region of Nigeria.
- Coordination and management of all Sub-Office publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.
Supervises the design and maintenance of the UNDP web site, intranet, NE Sub-Office web-based knowledge management system:
- Design of the office web sites based on corporate requirements in cooperation with the ICT staff.

Supports the business development:
- Creation and promotion of campaigns that position UNDP with local and international media and influences the development agenda based on current programme and new initiatives.
