Recent Job Vacancies at National Board for Technical Education

National Board for Technical Education – The President and Commander in-Chief of the armed forces of the Federal Republic of Nigeria had assented to the bill for the establishment of two new Federal Polytechnics: Federal Polytechnic Daura, Katsina State and Federal Polytechnic Kaltungo, Gombe State.

Consequent upon this development, the Honourable Minister of Education approved the advertisement of the post of Rectors for the two Institutions. Accordingly, applications are hereby invited from suitably qualified candidates for the position below:

Job Title: Rector

Locations: Katsina and Gombe

Job Description

• The Rector is the chief academic, administrative, and accounting officer of the Polytechnic.
• He/She has power to exercise general authority over both the staff and students of the Polytechnic.
• He/She is responsible for discipline in the Polytechnic, subject to the general control of the Governing Council.
• In addition to proven management and leadership experience, the successful candidate must have a demonstrable passion for academic excellence, be credible with high sense of integrity and must have demonstrable passion for the ideals of Technical and Vocational Education and Training (TVET).

Qualifications, Experiences and Qualities
The candidate for the post is expected to possess the following qualifications, experiences and qualities:

• Must hold a Master’s degree, preferably a doctorate degree from a recognized institution in any of the disciplines offered in Polytechnics (viz. science, technology, commerce, and management), with a minimum of fifteen years teaching experience, at least five (5) of which must have been gained in a Polytechnic.
• Must be able to attract research grants and development facilities to the Polytechnic.
• Must be a person with initiative, vision and capacity to sustain the accelerated pace of development of the Polytechnic even under financial and other challenging constraints.
• Must be a fair-minded and dynamic individual with an impeccable reputation and demonstrable integrity.
• Must be a person who is not likely to pursue racial, ethical, gender, political, religious, and other sectional interests.
• Must be a chief lecturer from the Polytechnic sector with not less than five (5) years experience on the rank.
• Must not be more than fifty-nine (59) years of age as at the time of assumption of duty.
• Must demonstrate evidence of strong academic and administrative leadership; initiative and creativity in policy formulation; good human relations; and positive managerial attributes.
• Must provide evidence of membership of reputable professional body/bodies in Nigeria.
• Must provide evidence of scholarly publications in reputable journals within and outside the country, as well as presentation of invited papers at educational conferences, seminars, and workshops.
• Must be morally sound, of impeccable character and free from financial embarrassments.
• Must enjoy excellent physical and mental health (with evidence from a government hospital).
• Must be proficient in information & communication technology (ICT).

Job Title: Director, Physical Planning and Services

Locations: Katsina and Gombe

Job Description

• The Director Physical Planning is responsible to the Rector for the day to day management of the Physical Planning Development of the Polytechnic. In addition, He/She is to supervise and provide input in the provision of utility services and general renovations works in the polytechnic.

Qualifications, Experiences and Qualities
Applicant for the post of Director Physical Planning must:

• Possess Bachelor’s degree with at least second class lower division in either Building Technology or Architecture or Estate Management or Urban & Regional Planning or Quantity Surveying from a recognized Institution of higher learning with at least eighteen (18) years post qualification cognate experience or Masters degree in the relevant discipline with at least 15 years cognate experience.
• Be a fully registered member of relevant Professional body/bodies
• Not be more than 59 years Of age as at the time of assumption of duty;
• Must possess NYSC discharge or exemption certificate;
• Must have spent a minimum of 5 years working experience in a Physical planning department of a tertiary Institution;

Job Title: Polytechnic Librarian

Locations: Katsina and Gombe

Job Description

• The Polytechnic Librarian is a Principal Officer responsible to the Rector for the day to day running of the Polytechnic Library and for formulating overall library policies.

Qualifications, Experience and Qualities

• Applicant should hold a good honours Degree in Library and Information not lower than second Class Lower and a Master’s Degree in Library Information Science from a recognised Institution with a minimum of 18 years post qualification experience. A Ph.D. Degree will be an added advantage, with evidence of current membership of Library Professional Bodies and registration with the Librarian Registration Council of Nigeria (LRCN).
• Applicants must provide evidence of scholarly publications in reputable Journals and contribution to knowledge.
• He/She must have publications in reputable peer reviewed outlets, both within and outside the country.
• He/She should be proficient in ICT packages and have put in minimum of 18 years post degree qualification with cognate working experience preferably in the Polytechnic sector, ten (10) of which must be at the Library Management position.
• He/She should not be more than 59 years of age at the time of application.

The candidate for the post of Polytechnic Librarian should possess the following Qualities:

• Must hold a good honours degree in Library & Information Science not below Second class lower and a Master’s degree in Library & Information Science from a recognized University. With a minimum of eighteen (18) years post Qualification, ten (10) years must be at the position of in Library management of a tertiary institution. APhD degree will be an added advantage.
• Must provide evidence of membership of Library Professional body/bodies and verifiable evidence of Registration with Librarian Registration Council of Nigeria (LRCN).
• Must provide evidence of Scholarly Publication in reputable peer review journals both within and outside the Country.
• He/She must also show evidence of presentation of invited papers at educational Conferences, Seminars and Workshops.
• He/She must not be more than fifty-nine years of age as at the time of application.
• Must be proficient in Information & communication Technology (ICT).
• Must be morally sound of impeccable character and free from financial embracement.

Terms of Appointment and Condition of Service

• The successful candidate shall hold the office for a period of five years. The conditions of service for the post are the same as obtained in all Federal Polytechnics in the Country. In addition, the appointee shall enjoy any other benefits attached to the position of a Principal Officer of the Polytechnic.
• The Salary package is similar to the approved package by National Salaries Incomes and wages Commission for Polytechnic Librarian of the Federal Polytechnic.

Job Title: Bursar

Locations: Katsina and Gombe

Job Description

• The Bursar is a Principal Officer of the Polytechnic. He/She is the Chief Financial Officer of the Polytechnic and is responsible to the Rector for the day-to-day administration and control of the financial affairs of the Institution.

Qualifications, Experiences and Qualities

• A candidate for the post should be resourceful and conversant with current Federal Government Financial Rules and Regulations.
• He/She should be honest, accountable, transparent and capable of providing sound leadership in financial management and administration with high sense of integrity.
• A candidate must have a good Honours Degree/HND in Accountancy or Finance from a recognized Institution of Higher Learning with at least 18 years post qualification cognate experience or Master’s Degree with at least 15 years Accounting experience preferably in a Polytechnic or similar Institution
• The applicant must not be below the rank of Chief Accountant and should possesses any of the following professionally recognized accounting qualifications:- ICAN, ANAN, ACCA or recognized equivalent.
• Candidates must be proficient in Information and Communication Technology (ICT) skills and packages.
• Candidate must not be above fifty nine (59) years of age at the time of taking up the appointment.

Job Title: Registrar

Locations: Katsina and Gombe

Job Description

• The Registrar is a Principal Officer and shall be responsible to the Rector for the day to day administration of the Institution.
• He/She shall perform such other duties as the Council, and the Rector may from time to time require him to do.
• He/She shall be the Secretary to the Governing Council, the Academic Board and any other Statutory Committees.
• He/She is the custodian of records and issuance of certificates, interpreting and applying rules and regulations of the Polytechnic.

Qualifications, Experiences and Qualities

• Applicant should hold a good honours degree minimum of Second Class Honours from a recognized Institution of higher learning plus at least eighteen (18) years cognate experience; or a holder of Master’s degree from a recognized institution of higher learning plus at least fifteen (15) years cognate experience; or a holder of Doctorate degree plus at least twelve (12) years cognate experience in Tertiary Institution.
• He/She must have occupied the position of Deputy Registrar for a period of not less than five (5) years in a higher Institution of learning. In addition, He/She must be a Member of the relevant professional body e.g NIM, CIPMN etc.
• The Candidate must not be more than 59 years of age at the time of assumption of duty and must be of good health, demonstrate versatility in the management of Staff and Students in tertiary Institution.
• He/She must be person of proven Integrity, Intellectually and professionally sound and knowledgeable in the Rules and Regulations of the Polytechnic system.
• He/She must also be vast in public Service Rules, Financial Regulations and should be Computer Literate.

Terms of Appointment and Condition of Service

• The appointment will be for a single term of five (5) years. The conditions of service for the post are the same as obtained in all Federal Polytechnics in the Country. In addition, the appointee shall enjoy any other benefits attached to the position of a Principal Officer of the Polytechnic as may be approved from time to time by the Federal Government.
• The Salary package is similar to the approved package by National Salaries Incomes and wages Commission for Registrar of the Federal Polytechnic.

Terms of Appointment/Conditions of Service
The appointment is for a single term of five (5) years. The salary is consolidated as approved by National Salaries, Income and Wages Commission. The appointee shall be entitle to other benefits of the office as may be approved from time to time by the Federal government.
