Background

  • Under the guidance and supervision of UN House Manager, the Technical Assistant provides effective and reliable services ensuring high accuracy of work in the operation of all Extra Low Voltage Electrical/Electronic Appliances installed at UN House Abuja. The Technical Assistant demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.
  • The Technical Assistant  provides technical support services to the UN House Abuja Common Services unit  staff, UN Personnel, Consultants and Experts and UN staff on mission.

Duties and Responsibilities
Summary of Key Functions:

  • Provision of reliable and efficient technical support services in the operation of all extra low voltage Electrical/Electronic appliances installed at UN House;
  • Monitoring and maintaining records of all ELV installations in the UN House as follows:
    • Meeting Rooms and Conference Hall Audio and Visual Equipment including Video Conferencing Systems.
    • CATV [DSTV] System.
    • Public Address, Emergency Voice Communication and Disabled Alarm Systems.
    • Fire Alarm System.
    • Building Monitoring System [BMS].
    • FM200 System.
    • Access Control System.
    • LAN Networks: Voice and data
    • CCTV systems.
  • Assist Staff/Users to resolve and address complaints in the use of the above systems in a timely manner;
  • Promptly report of potential operational issues before they arise and recommend solution for remediation;
  • Ensure that all the above Systems always operate at their optimum;
  • Adhere to all operational procedures of each ELV system
  • Ensures provision of reliable and efficient technical support services by:
    • Coordinating end-users operation of all extra low voltage facilities and audio visual appliances installed at UN House and daily monitoring and keeping records of the functionality and usage of all extra low voltage facilities and appliances within UN House with a view to ensuring timely preventative and pre-emptive maintenance,
    • Providing clear weekly reports in a timely manner  meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
  • Ensures cost-savings through ensuring proper use of all extra low voltage facilities and audio visual appliances installed in, around and across UN House through accurate maintenance of daily usage logs, provision of technical inputs to formulation of Common Services Annual Workplans  and reports.
  • Ensures proper day-to-day maintenance of the extra low voltage facilities and audio visual appliances such as CCTV Cameras, Access Control Card Readers, Installed Projectors, Sprinkler sensors, Smoke Detector sensors, Building Management System (BMS), CATV/DSTV systems, UPS back-up for all the facilities, through timely minor repairs, arrangements for major repairs, etc.
  • Ensure that all the above Systems always operate at their optimum by assisting staff/users to resolve and address complaints in the use of the facilities and applinaces in a timely manner.
  • Ensures that all immediate actions required by rules and regulations as well as standard operating procedures (SOPs) are taken in using the facilities.

Impact of Results:

  • The key results have an impact on the accurate, safe and timely execution of the sub office services.

Required Skills and Experience
Education:

  • Secondary Education Mandatory. HND/University degree in Electrical/Electronic Engineering or Computer Science is strongly desirable.
  • Professional certification or country specific related license.

Experience:

  • 3 years’ relevant professional work experience in the design, installation, operation an maintenance of Extra Low Voltage Electronic appliances in an international organization, INGO or project.

Job Title: Head, Programme Management Support Unit (PMSU)

Background

  • Under the overall guidance of the Resident Representative and with a direct supervision by the Deputy Resident Representative (Programmes), the Head PMSU acts as quality assurance centre to Senior Management on all aspects of the CO programme. The Head PMSU provides advice to Senior Management and supports the programme units on Strategic Planning, Monitoring and Evaluation, Audit, Result Based Management policies and procedures, corporate compliance, resource mobilization, and donor reporting.
  • The Head of the PMSU reports to Deputy Resident Representative (programme) and works closely with the Deputy Resident Representative (Operations), acting as a bridge and enhancing information sharing between Programme and Operations Units.

Duties and Responsibilities

  • Support the alignment of UNDP programmes and projects to the UNDP corporate strategic plan 2018-2021;
  • Coordinate with the UNDP Programme Teams and Operations Units to ensure the Country Office adheres to and complies with corporate policies and dashboards;
  • Provide policy advice to Senior Management of the Country Office on quality assurance and compliance issues;
  • Oversee UNDP Nigeria’s Monitoring and Evaluation policies and procedures and provide quality assurance to the evaluation processes;
  • Represent the Country Office in the One UN Monitoring and Evaluation Group;
  • Facilitate knowledge building and knowledge sharing on monitoring and evaluation;
  • Provide support to the implementation of Result Based Management (RBM);
  • Support programme and project monitoring and evaluation and timely donor  reporting;

As a member of the CO management team, provides policy advice, coordinates, and ensures the strategic planning for the UNDP programme focusing on achievement of the following results:

  • Support the operationalization of the Country Programme Framework 2019-2020 in collaboration with the main partners and other UN Agencies;
  • Coordinate with other units in the Country Office the IWP and the ROAR and other corporate planning and results reporting exercises;
  • Support and coordinates knowledge building and management in the Country Office.

Provides effective quality assurance of full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Ensure effective monitoring and evaluation with the aim of measuring the impact of the CO programme;
  • Ensure effective implementation of the Internal Control Framework in collaboration with the Operations Unit;
  • Establish a quality and accountable reporting system;
  • Coordinate the audit exercise among programme, project and operations staff and ensure compliance with audit quality standards and timeframes.

Support programme and project monitoring and evaluation focusing on achievement of the following results:

  • Ensure that the projects have results-based annual work plans with indicators, baselines and targets established at output and activity level;
  • Oversee and execute M&E activities included in the Quarterly Annual Work Plan and the M&E plan, with focus on results and impacts;
  • Ensure quality contributions to the Results-Oriented Annual Reporting (ROAR), including provision of quality Programme data according to a predefined set of indicators and other requirements, etc.;
  • Ensure the preparation of consolidated progress reports for project management (including project quarterly and annual progress reports) capturing qualitative and quantitative aspects, according to the annual work plans and log frame including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations;
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed;
  • Facilitate project mid and final evaluations, assessments and review;
  • Monitor the project implementation activities follow up of evaluation and audit recommendations;
  • Advise Project Managers on preparation of work plan and quarterly work plan;
  • Support the process of UNDP quality results reporting by provision of M&E information for ATLAS, Transparency Dashboard as well as facilitating the process of Programme/project Quality Assurance and Monitoring;
  • Support update of project risk log, issue log, lessons learnt log and other UNDP instruments for effective implementation of the electoral programme;
  • Ensure evaluation of results achieved by the project against their targets and track overall progress in achieving objectives in accordance with UNDP Evaluation Policy, UNDP Programme and Operations Policies and Procedures and UN Evaluation Norms and Standards;
  • Design and implement a system to identify, analyze, document and disseminate lessons learned.

Ensure sound planning and monitoring of programme financial resources focused on the following results:

  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resource management system;
  • Regular monitoring of the CO delivery, resource mobilization, TRAC Allocation, programme revenue management (GMS/DPC);
  • Periodic monitoring of dashboards and exceptions, identification of remedial actions;

Management of the Management Support Unit focused on the following results:

  • Supervise the staff of the PMSU in line with the UNDP staff performance guidelines and policies
  • Build the capacity of the national staff in the PMSU.

Education:

  • 7 years of relevant experience at the national or international level in providing management advisory services.
  • Hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in written and spoken English is required.
