The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

Job Title: WaSH Team Leader

Background

  • NRC is looking for a WaSH Team Leader for our field office in Mubi, Adamawa State in North-East Nigeria. The purpose of the WaSH Team Leader is to ensure the Implementation and impact of WaSH program activities in Mubi, Adamawa State
  • NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA), Education in order to address identified humanitarian needs.

Duties and Responsibilities

  • Coordinate the Hygiene promotion (HP) and community mobilization (CM) activities according to strategy, proposals, budgets, and plans.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Ensure that project work plans, procurements, spending plans, and implementation are done in a timely manner and to the specifications
  • Contribute with wash specific technical competence to the development of WASH strategy, Micro Log Frames, and the country strategy process
  • Contribute with wash specific technical competence to program development, adjustment or review
  • Contribute to conducting the WASH CC specific technical assessments and document findings and recommendations
  • Provide WASH specific technical input to coordination mechanism (e.g. Sector coordination) and working groups
  • Contribute to the development of WASH CC specific technical indicators and mechanism for M&E
  • Contribute to the development of WASH specific technical guidance, tools and mechanism to streamline service delivery
  • Coordinate activities related to WASH infrastructure construction and Hygiene Promotion within the target communities
  • Participates in the monthly budget monitoring and gives inputs into the project review meetings, grant opening meetings and other

Qualifications

  • Bachelor of science or Civil /Water Engineering or Public Health
  • Experience from working with wash projects in a humanitarian/recovery context.
  • Previous 2 years’ work experience in community-based water, Sanitation programs; Work experience with an NGO is desirable
  • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements, and protocols
  • Familiarity with international minimum standards of water Hygiene and Sanitation service delivery (i.e., SPHERE) is an advantage
  • Must have previous experience in training and Training of Trainers.
  • Excellent communication skills – written and spoken – in English required.
  • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
  • Computer literacy in word processing and spreadsheets is required,
  • Familiarity with AutoCAD, GPS, Arc Gis, and Google Earth is strongly desirable
  • Must be able to work under pressure

Job Title: Logistics Technical Assistant

Background

  • NRC is looking for a Logistics Technical Assistant for our field office in Monguno, Borno State in Northern Nigeria. The purpose of the Logistics/Procurement Technical Assistant is to support program activities in Monguno, Borno State

  • The Logistics Technical Assistant reports to the Field Coordinator with Technical reporting line to the Logistics Officer.

Duties and Responsibilities

  • Ensure that vehicles are used and maintained according to Logistics Handbook and other NRC policies
  • Plan, schedule and monitor transport of staff and material/equipment according to demands and procedures
  • Ensure that NRC generators in the field office are maintained on a regular basis and prepare requisitions for spare parts for vehicles & Generators
  • Responsible for the receipt, storage, and dispatch of all assets from the Monguno Office ensuring that proper documentation is maintained for the same.
  • Ensure that assets are tagged and all asset movement is tracked in the Asset Register
  • Assist the Logistics Officer with Physical Asset count, preparing of Logistics and documents as may be required.
  • Be responsible for the procurements within the location
  • Ensure all drivers adhere to NRC logistics and drivers’ procedures
  • Compile and submit monthly vehicle utilization and carpool reports
  • Secure that NRC vehicles are equipped with necessary documents and equipment
  • Ensure that all vehicle records and reports including logbooks, accident reports, etc are filled appropriately.
  • Keep a log of the generators and ensure that fuel consumption is monitored and recorded appropriately

Qualifications

  • University degree in a related field
  • Knowledge of the local market
  • Knowledge of local language (Kanuri, Hausa)
  • Previous (1yr) experience working in a Logistics department (preferably NGO)
  • Knowledge about own leadership skills/profile
  • Documented results related to the position’s responsibilities

Job Title: Consultant – Promoting Local Response Capacities and Partnerships in the Protracted Crisis of Nigeria

Location: Abuja
Duration of the Assignment: 9 months

Background
The Nigerian INGO Forum (NIF) is an inter-agency initiative hosted out of the Norwegian Refugee Council with offices in Abuja and Maiduguri in Borno state. With its 50 INGO members, the agency promotes a coordinated approach through which INGOs, the Government of Nigeria, the UN, donors and other external stakeholders can exchange information, share expertise, and establish guidelines for a more coordinated, efficient and effective use of aid resources in Nigeria.

In fulfillment of its objectives the organization focuses on the following services:

  • Information management and sharing,
  • Coordination,
  • Representation,
  • Capacity development and
  • Evidence-based advocacy and policy engagement.

NIF has a particular interest and is best placed to advance the localisation agenda in Nigeria. In 2016, international NGOs in an effort to promote sustainability and partnerships with National NGOs conducted a mapping exercise through NIF with the objective of identifying credible local partners with which to expand the scale and speed of response. The mapping identified 160 actors, including their key strengths and weaknesses. In follow up, NIF embarked on series of activities aimed at improving the inclusion and capacity of Civil society between 2017 and in 2019, including regular training in project management, humanitarian principles, and SPHERE.

Implementation of the promoting local response capacities project:

  • The overall objective of the project is to strengthen partnerships, institutional and leadership capacities of local and national responders with an emphasis on sustainability
  • Project beneficiaries are National and International NGOs who will expand their knowledge and collaboration on partnerships
  • A new approach to training and mentoring is piloted for NNGO and LNGO humanitarian responders strengthening institutional expertise, leadership skills and organizational set up

Brief Description of Assignment
NRC expects the following services for the participants from the applicant – individual or institution

  • Project management and implementation throughout entire duration of the project
  • Co-supervision of the team with the NIF project manager
  • Stakeholder engagement and representation on the project including with donors and development partners, INGOs, private sector, business leaders and resource persons/ institutions.
  • Development of resources and training materials along with the team for the modules
  • Overseeing content development and dissemination for the team’s visibility
  • Duration of the Assignment: 9 months
