Job Title: Technical Advisor on the United Nations Road Safety Trust Fund

Background/Objective
- The United Nations Road Safety Trust Fund (UNRSTF) was established in 2018 as a UN Multi-Partner Trust Fund. The fund uses the Global Framework Plan of Action for Road Safety to serve as a benchmark for development of sound national road safety systems. It will also be used by the UNRSTF to prioritize and coordinate its financial support to countries and promote coordination of financial support with other funds or programs. The comprehensive and efficient national road safety system building on the international regulatory framework, good practice and experience consists of 5 pillars: Road safety management (the bridging pillar): target setting, vertical and horizontal management, monitoring, coordination by lead agency, Safe user, Safe vehicle, Safe road, Effective post-crash response.
- Evidence shows that countries which have created national safety system and contextualized the UN conventions on road safety are the best. The fund will be in particular for Low- and middle-income countries especially those with the greatest road safety challenges. The countries however should put in place basic administrative, civil and criminal legal and institutional frameworks.
- The TA will support the development of a proposal for the country in accordance to the UNRSTF guidelines
Specific Tasks
- The TA will work closely and provide technical guidance and support to the FRSC and other key members of the UN Decade of Action on Road Safety and Injury Prevention stakeholders and in close consultation with the Team Lead, Communicable and Non-communicable Diseases WHO.
- The proposal development process will also be supported by the WHO AFRO and HQ.
Specifically, the TA will perform the following tasks:
- Understand the national context through desk review of all relevant documents
- Review the NRSS and identify areas that need strengthening and identify how these areas will be strengthened
- Identify and engage with relevant stakeholders
- Facilitate a meeting with key stakeholders to determine the most important focus area to develop the proposal
- Develop a zero draft document
- Share document with key stakeholders for their feedback
- Facilitate a finalization meeting
- Update the proposal with the agreed recommendations from the meeting
- Submit proposal
Required Skills, Qualifications, and Experience
- A first degree in a relevant field:
- A post-graduate degree in a relevant field is an asset
- Two years of progressive experience in the area of Road Safety;
- Knowledge of and experience in the development of proposals for road safety;
- Ability to establish effective working relationships with government, external partners and donors;
- Excellent communication, presentation and writing skills;
- Computer skills, including internet navigation and various Office applications; and
- Fluency in written and spoken English

Job Title: National Consultant- Key Population Programme Management Technical Support

Purpose of the Position
- The burden of Mental Illness in Nigeria is high (20-30%), but fewer than 10% of people in need receive adequate care. This is further accentuated by the recent insurgency and insurrection in the North-Eastern and North-Central regions of the Country. Also, suicide prevalence is increasingly recognized as a serious concern, especially among the young, in Nigeria. There are also many human rights issues that need to be addressed in the context of providing mental health care and support as well as addressing discrimination and human rights violations that are happening in the community.
- WHO Nigeria seeks technical assistance to work on these areas. The consultant will provide support to the implementation and scale up of harm reduction programmes to address HIV, viral hepatitis and tuberculosis prevention, diagnosis and treatment for key populations as well as scale-up strategies on Mental, Neurological and Substance Use Disorders. This will require the development of national guidance, tools and reports based on evidence and WHO recommendations and providing support to the implementation of such programmes.
Description of Duties
- Under the direct supervision of the Cluster Lead, CND, provide technical assistance to the National Harm Reduction and Mental Health, Neurological and Substance Use Disorders Programs to effectively carry out the following specific responsibilities:
- Facilitate the functionality of the established national TWG on harm reduction and the national TWG working on mental health and substance abuse
- Support the implementation and monitoring of policy guidance and strategic plan on harm reduction for people who inject drugs
- Support the implementation of harm reduction guidelines and development of service delivery tools in particular on opioid substitution therapy (OST) and needle and syringe programmes (NSP) in line with WHO guidelines and recommendations;
- Support capacity building of key and relevant stakeholders on harm reduction;
- Support the conduct of operational research and feasibility studies on OST and NSP
- Support resource mobilization for key populations including harm reduction (GF proposal and other donors);
- Represent the organization on high level groups and issues related to key populations including harm reduction.
- Support the collection and timely complete reporting of data and documentation on Key Population data and manage collation, approval and dissemination of program data for the country;
- Proactively contribute and provide support including preparing reports, talking points and briefs on key population
- Support the scale-up of interventions on Mental, Neurological and Substance Use Disorders (MNSD)
- Support the Mental Health Action Committee to identify and recommend key activities to the Honorable Minister of Health
- Support the institutionalization of Quality Rights into Mental Health services
- Support the review and update of the mental health law, policy and strategic plan in line with global standards
- Support the development of a strategic plan for Suicide prevention
- Support resource mobilization to support Mental Health interventions
- Perform any other assigned duties to support Key population programming, Mental Health, Neurological and Substance Use Disorders and its related activities.
Required Qualifications
Education:
- Essential: Degree in Clinical Medicine, Microbiology, Human Physiology, Human Anatomy.
- Desirable: Advanced university degree at master’s level or higher in medicine, public health, social sciences.
Experience:
Essential:
- Two years’ experience in Key population programming that includes HIV and MNSD,
- Two years’ experience in programme management including grant writing, monitoring and evaluation as well as reporting to external donors at national and/or international levels.
Desirable:
- Demonstrated capacity to implement grants and comply with internal and external requirements; previous experience in working with PEPFAR and Global fund will be an asset

Background/Objective
- The prevalence of hypertension is rising in Nigeria and contributing significantly to mortality and morbidity. A systematic review and meta-analysis of hypertension prevalence studies conducted in Nigeria showed that the crude pool prevalence of hypertension is 31.2% (men:29.5% and women:31.1%).
- Due to multiple demand and supply-side factors, access, delivery and uptake of comprehensive hypertension prevention, care and treatment services is limited particularly in primary health care settings. As such many people living with the condition do not have access to diagnostic services, care and support. This gives rise to debilitating and life-threatening complications that may lead to death and poor quality of life.
- In a bid to strengthen service delivery, improve access and generate demand for hypertension care and treatment services, the FMoH and WHO with funding from Resolve to Save Lives (RTSL) is implementing a comprehensive hypertension care and treatment project in two Ogun and Yobe states.
- The assignment will focus on assessing the readiness of health facilities in Ogun and Kano state to provide comprehensive hypertension and diabetes care and treatment and the current status of providing hypertension care and treatment in these states
- The assessment will involve site visits and observations using an adapted version of the WHO service availability readiness assessment tool, key informant interviews with health facility managers, health providers and community pharmacists
Specific Tasks
This consultancy will involve both quantitative and qualitative methods and will involve the following key tasks:
- Site visits to assess the health facilities for service availability and readiness
- Key informant interviews with policymakers, service providers and community pharmacists
Required Skills, Qualifications, and Experience
- A degree in Medicine, Public Health, Epidemiology or Biostatistics is required
- A post graduate degree in medicine, public health, epidemiology or biostatistics is an asset
