Job Title: CBT Field Officer

Location: Yobe

Background

  • COOPI started its operations in North-East Nigeria in July 2014 to carry out a rapid evaluation of the most relevant constraints suffered by the Internally Displaced People (IDPs) displaced by the food crisis and the Boko Haram insurgency in the Lake Chad Basin.
  • The COOPI Nigeria Field Office is located in Yobe State, in order to cover intervention LGAs in Yobe State and to provide direct assistance to the IDPs and their hosting communities, through a multi-sectorial programme covering Food Security, Social protection, Early Recovery and Livelihoods, Nutrition and Child Protection interventions
  • COOPI’s capacity to respond to the humanitarian situation in the country is confirmed by its experience in providing humanitarian aid in more than 24 other Countries around the World, in over 50 years of operations.

Main Duties / Responsibilities
Under the direct supervision of the Program Manager, and in collaboration with the Project Managers, Field Coordinators, and other collaborators of the projects and of the Base, he/she will:

  • Facilitate community mobilization, meetings and trainings before the redemption and cash out activities;
  • Work with Food Management Committees to ensure COOPI and WFP receive feedback from the beneficiaries on the project, including information on complaints related to food quality and conduct of the vendors/agents.
  • Sensitize the beneficiaries so that they are aware of project objectives, project modalities, entitlements, right to complain, complaint modalities and redemption/cash out days.
  • Represent COOPI in the field with community leaders, local authorities, othe humanitarian actors. Conduct regular meetings with such entities, prepare minutes for sharing with the CBT Manager/Deputy Project Manager.
  • Work closely with community structures to follow up on implementation of cash transfers, by maintaining and/or expanding COOPI’s community outreach to ensure beneficiaries have one communication channel with the CBT team.
  • Supervise and coordinate the work of the Field Monitors by ensuring their presence in the field, keeping track of their attendance, submitting accurate information for their payment at field level and providing instructions to them on the planned activities.
  • Build the capacity of the Field Monitors to ensure project quality, providing regular training/coaching.
  • Coordinate the distribution of SCOPE cards to targeted beneficiaries.
  • Coordinate and supervise the monitoring of monthly redemption and cash out activities: conduct market price monitoring, conduct vendors’ price monitoring, shop monitoring, ensure that beneficiaries receive their full entitlement and they are treated with dignity and not taken advantage of.
  • Conduct monthly meetings with the vendors/agents to ensure that their activities are fully in compliance with WFP regulations, represent beneficiaries’ interests in such meetings.
  • Timely report any irregularities to the CBT Manager and the Deputy Project Manager.
  • Conduct regular visits to the communities where beneficiaries reside in order to collect feedback, follow up on their food security status.
  • Prepare and submit weekly activity reports to the CBT Manager/Deputy Project Manager.
  • Prepare and submit a monthly report on redemption/cash out activities to the CBT Manager/Deputy project Manager for their further compilation and sharing with the donor.
  • Support and coordinate data collection for the outcome monitoring surveys.
  • Treat beneficiaries with dignity and apply COOPI’s Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing Field Monitors and vendors/agents on such principles.
  • Undertake Cash and Voucher interventions at LGA level under the direction of the Food Security Coordinator
  • Facilitate community mobilization, meetings and trainings during community led Cash activities;
  • Work with traditional committees to ensure the identification and selection of the most vulnerable IDPs and host communities and provide information to ensure accountability, fairness and transparency during implementation of activities.
  • Work closely with community structures to follow up on implementation of conditional and unconditional cash transfers planned activities
  • Support in the implementation of capacity building training for the target beneficiaries at the LGA level.
  • Implement detailed work plan for FSL team at LGA level activities.
  • Collect information and data on food security at LGA level through surveys, assessments and regular post distribution monitoring of beneficiary households
  • Collect information to ensure that the surveillance of the cash transfer situation in the area of implementation of the program is achieving the expected result..
  • Support the M&E team in analysis of beneficiary data collection through the various tools that the department uses
  • Participate in the registration and distribution of beneficiary ID cards and / vouchers,
  • Support the preparation of documentation required for the implementation of field activities
  • Mobilization and awareness raising about the organization, program objectives and activities to local authorities and the population, and act as a link between the organization and the beneficiaries (at LGA level)
  • Contribute to the development of project community mobilisation strategies for targeting and registration of beneficiaries
  • Implement sensitisation activities for targeted communities about Cash Transfer and strengthening livelihood restoration activities with support from SEMA, Extension workers, Community Volunteers, traditional leaders and other key stakeholders in feasible livelihood restoration activities at LGA level.
  • Support in the verification of the beneficiaries to ensure the identification and selection of the most vulnerable population is verified before Cash transfer is made.
  • Support the Supervisor in ensuring that targeting of beneficiaries to receive cash transfers is carried out in a transparent way and with active participation of women and minority members of communities.
  • Facilitate good working relationship between government workers and target beneficiaries.
  • Support the Supervisor to ensure that beneficiaries’ access to the provider guarantees protection and gender sensitivity in the field key activities
  • Work with program teams to ensure COOPI information on program activities is shared within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks
  • Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the Project Manager/Field Coordinator/Program Manager
  • Support the program team in facilitating the process of setting up Complaint Response Mechanism at Ward/ LGA level and handling complaint / feedback.

Capacity Development:

  • Assist the Programme Manager to provide trainings on monitoring and evaluation that include sampling, data collection, data cleaning, analysis and reporting guidelines to all program staff. Coach data entry clerks and project officers on data cleaning
  • Profile of the Candidate (Education, Training, Competences, Skills).

Minimum Requirements

  • Degree / Diploma in Economics, Rural Development, Development Studies, Agriculture related studies, Social Sciences and Finance, or related subject, with previous experience working in developmental projects.

Skills & Experience

  • Have excellent communication, writing and analytical skills.

Scope of the Vacancy:

  • The M & E Officer will provide support to multi-sectorial intervention towards IDPs in NE Nigeria (WFP Funded Interventions) in the design, planning, monitoring and evaluation of the program by managing data and facilitating program implementation at state level, under the guidance and direct supervision of the Project Manager.
  • The M&E Officer will be responsible for data gathering, analysis and reporting activities
  • S/he will assist in tracking progress of key indicators and provide timely reports to the Project Manager and Programme Manager.

Main Duties / Responsibilities
Under the direct supervision of the Program Manager, and in collaboration with the Project Managers, Field Coordinators, and other collaborators of the projects and of the Base, he/she will:

  • Collect qualitative and quantitative information and program data through surveys, assessments, post distribution monitoring, and regular market monitoring
  • Quantify methods and identify data sources for program performance and impact indicators, in conjunction with respective program component teams.
  • Conducting project baseline, end line and progress surveys, ensuring appropriate sample size and sampling survey methods, data collection procedures, and data verification through periodic site visits
  • Facilitate training of staff, Community Mobilizers and partners in the M&E data collection tools and participate in the sensitization of beneficiaries in collaboration with program teams.
  • Support in collating and analyzing monitoring data, as well as report on findings from monitoring activities
  • Ensure proper monitoring of the program, focusing on overall M&E framework of the projects
  • Present and analyse data based on information needs of project team and partners and support in data base management.
  • Analyzing of data, report development and submission of M&E reports
  • Provide support to improve monitoring and reporting mechanism through revised monitoring and reporting framework, through collaboration with the program team.
  • Review of reporting made against indicators
  • Drafting and sharing lessons learnt from the different project intervention for programme development and quality control
  • Work with program teams to ensure COOPI information on program activities is shared within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks

  • Analyse and provide information regarding general context at the LGA level and explore opportunities in support of partnership, building initiatives with LGA level government and other humanitarian actors.
  • Assist program teams in the selection of beneficiaries as per the established procedure from the project proposal.
  • Assist the program team in the selection of Community Mobilisers to facilitate the process of beneficiaries’ selection.

Capacity Development:

  • Assist the Programme Manager to provide trainings on monitoring and evaluation that include sampling, data collection, data cleaning, analysis and reporting guidelines to all program staff. Coach data entry clerks and project officers on data cleaning

Minimum Requirements

  • Degree / Diploma in Economics, Rural Development, Development Studies, Statistics, Demography or related subject, with previous experience working in emergency and developmental projects.

Skills & Experience:

  • 2-3 years M & E related work experience with an INGO
  • Experience in data collection, collation, analysis, and report writing
  • Have previous experience in indicator tracking matrix, RedRose, 5Ws, MIS, PSS of cash-based interventions (i.e. cash for work, cash transfers or cash vouchers).
  • Have excellent communication, writing and analytical skills.
  • Have proven ability to create program support systems for large amounts of data within a complex program.
  • Have knowledge and experience in using database specific software.
  • Have experience in designing and leading capacity building and training for national teams.
  • Be excellent in communication skills and proficient in report writing
  • Have IT troubleshooting capabilities.
  • Be resident and familiar with the terrain in the Northeast Nigeria.
