NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA has its strengths in works and invest in local partners ensures building their capacities are built from the onset of response, in order to enable them to have the capacity to respond in a long-term intervention including recovery and development.

We are recruiting to fill the position below:

Job Title: WaSH Officer

Location: Pulka and Monguno with some possible travel to other project locations and Maiduguri
Job Category

Job Purpose

  • The WaSH Officer is responsible for the implementation of the program activities in the whole area of responsibility.
  • S/he coordinates and oversees the contractors, provides updates to the Senior WaSH Officer, ensures timely and effective implementation of activities, including identification of financial, logistics and security needs in the deep field and sharing with his/her supervisor.

Responsibilities
Coaching:

  • Based on project documentation, develop and submit to the supervisor the monthly activity planning in coordination with contractor’s teams from the specific deep-field location;
  • Develop and submit to the supervisor the monthly staff movement planning and coordinate respective staff movement requests;
  • Provide his/her supervisor with regular updates on procurement needs and supporting documents for the request to the Logistics Department;
  • Develop and submit advance requests related to the activities in the specific location, and ensure timely clearance of advances;
  • Monitor the security situation and report any security or safety-issues to the Security Department.

Support:

  • Ensure the daily supervision of contractors, assess regularly the quality of their work by ensuring their suitability with NCA technical prescriptions.
  • Help team members to identify their needs in capacity building and share with the supervisor;
  • Train the beneficiaries (operators and technicians) on the O&M of WaSH facilities.
  • Ensure the contractor’s teams acts in line with NCA internal policies, more specifically CoC

Reporting:

  • Participate on relevant evaluations and needs assessments;
  • Understand and use the M&E Framework to collect relevant information on project implementation;
  • Ensure regular data collection and transfer supporting documentation about implemented activities and results to the Senior WaSH Officer;
  • Submit progress reports on a weekly basis;
  • Contribute to timely and quality monthly reports;
  • Communicate actively with partners and beneficiaries, support field level CRM

Coordination and Representation:

  • Plan weekly spending on activities and regularly inform the Supervisor;
  • Understand and follow NCA internal procedures (e.g. HR, procurement, finance and security);
  • Respect the Security Protocols;
  • Where applicable: regularly update the Security Department on the security situation in the respective deep-field location and contribute actively to NCA’s “duty of care”;
  • Monitor gaps and humanitarian needs of targeted population and update the Supervisor regularly;
  • If requested, contribute to preparation and designing of project proposal for different donors in line w Ensure NCA’s representation and visibility in relevant deep-field location coordination structures;
  • Ensure NCA’s role as an active humanitarian actor with the management’s strategy.

Requirements

  • A Degree in Water, Sanitation or Environmental Health Engineering, Civil Engineering or other related discipline;
  • At least 2 years of experience in similar position/related
  • Professional experience in construction or rehabilitation and maintenance of WASH infrastructures in displaced populations
  • Excellent program implementation and WaSH technical skills
  • Good knowledge of the context
  • Good communication skills.
  • Proficient in basic computer software, including engineering design tools.
  • Fluency in spoken and written English

Job Title: GBV Officer, Prevention

Location: Maiduguri, Borno
Reporting to: The GBV / ASRH Project Manager
Duration: 6 months Contract with possibility of renewal subject to availability of funding and performance

Brief introduction

  • NCA is seeking to hire a GBV Officer-Prevention to support a pilot project, Engaging Men to End Men’s Violence Against Women and Girls. This project will focus on reducing risk and mitigating consequences related to three forms of GBV in humanitarian emergencies: sexual violence, interpersonal violence, and forced marriage. This will be accomplished through developing, piloting and evaluating innovative social norms change work that focuses on addressing male violence against women and adolescent girls and the attitudes men hold towards survivors.
  • The GBV Officer-Prevention will share responsibility for community mobilization, pilot testing curricula, liaising with women’s groups, and facilitating/supporting the facilitation of Men’s Discussion Groups. All of these things will be done using an accountability framework centering women and girls.
  • The GBV Officer-Prevention will support specific program components related to social norms, transformative behavior change and other elements that go beyond awareness raising and into the social change needed to ensure women and girls can access their rights.

Main Duties & Responsibilities

  • Support community conversations with women’s groups to ensure their voices and needs inform programming – specifically the curricula development.
  • Work closely with the Male Engagement consultant and provide input into transformative prevention materials including curricula and training guides that help men understand, reflect on and start to change attitudes around power, gender, masculinities and male privilege.
  • Facilitate and support Men’s Dialogue groups that encourage men to reflect on a change attitudes and behaviors related to violence against women and girls.
  • Support ongoing community engagement to facilitate acceptance of activities and approaches.
  • Manage through facilitators disclosures of violence in a survivor centered manner including referrals for services. activities.
  • Monitor and report on program activities.
  • Develop program activity plans
  • Performing other duties as required.

Required Qualifications

  • Bachelor’s degree in any Social Science course, Public Health, or Humanities course.
  • Minimum of 3 years working on GBV programming with a focus on prevention preferred
  • Knowledge of international humanitarian standards for GBV prevention, protection and response
  • Previous experience working on social norms change
  • Experience with developing and implementing GBV programmes, particularly monitoring and evaluation
  • Demonstrated understanding of the needs of survivors.
  • Demonstrated experience working with men to end violence against women and girls

Desirable Experiences:

  • Strong training and capacity building experience, particularly using participatory techniques for training related to different components of GBV programming.
  • Prior experience with SASA or EMAP.
  • Experience with working with civil society actors and faith-based actors.

Required Skills and Competences:

  • Strong participatory community mobilization skills
  • Computer literacy a must with strong knowledge of Access, Excel and Word
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries and other stakeholders
  • Openness to introducing new ideas while also committed to building on existing experience and all learnings through extensive consultation processes;

Job Title: M & E / CRM Officer

Location: Borno

Job Purpose

  • Serve as M&E officer responsible for the programs at field level. Ensure quality programming and in line with overall program goal and objectives.

Main Duties

  • Develop standardized monitoring and evaluation tools and ensure their mainstreaming within projects (GBV, WASH and other possible projects).
  • Always work with project team and partners for accurate and reliable data collection including its storage, validation, analysis and timely reporting.
  • Monitor partner activities in various project locations as required and ensure working closely with partner M&E staff for effectiveness
  • Support the caseworkers and GBV staff in the GBVIMS data management processes.
  • Support in the analysis of data process for assessments conducted.
  • Develop and collate regular updates, reports.
  • Lead in the overall documentation and improved learning process for the organization
  • Develop and regularly review M&E plans as necessary to ensure consistency and standard data collection and in accordance with project goals and objectives.
  • Review partner monitoring reports and indicator tracking table Actors (NSA) Fund and identify the causes of problems in projects implementation and necessary corrective actions. As needed
  • Always provide updated information to program managers and country Director on progress, challenges on programmatic issues.
  • Participate in program assessment.
  • Design M&E matrices and logical frameworks.

Collect feedback from communities and report to the concerned body:

  • Answer the record the complaints/feedback applying the template/s prepared for the purpose
  • Regularly update herself/himself with NCA projects to understand the areas of thematic and geographic areas of operation
  • Understand well and brief staff and others on NCA Nigeria Community Complain Mechanisms
  • Regularly update herself/himself with the new policies and procedures of ACT Alliance particularly in relation to accountability
  • Respond to those like information requests or answer questions if it is within her/his mandate specified in the NCA Nigeria Community Complain Mechanism document;
  • Summarize the information and report to the concerned body as stated in the Community Complain Mechanism document;
  • Whenever needed and got approval from her/his supervisor, share relevant information that can be used in the new project’s designs;
  • Whenever needed, clarify the questions reported to the Complain/Feedback Analysis Committee
  • Make preliminary analysis and share the summary to the respective sector concerned staff (following the Community Complain Mechanism)
  • Participate in lesson sharing meetings/bazars/workshops and
  • Systematically and securely document the reports

Maintain the Complain services:

  • Make sure the weekly / monthly supervision of Partners Complain mechanism and other NCA location is on time so that the system is always up and running
  • Report any technical problems to her/his supervisor on time and follow up its maintenance
  • Design a strategy and regularly check whether all the target communities have access to the Complaint services

Requirements, Skills and Experience

  • University Degree in Statistics, Communication, Psychology, Sociology, or equivalent is a requirement.
  • At least 3 years’ experience in a similar position
  • Project management experience in similar position
  • Have a strong sense of analysis, well organized and probing.
  • Previous experience in the development of logical frames and planning
  • Has both qualitative and quantitative analysis approach in programming
  • Uses M&E plans as a guideline basis for result driven projects
  • Strong skills in micro soft office packages
  • Experience using strong data analysis software tools/packages in M&E
  • Excellent English speaking and writing. Experience in Hausa, Kanuri, Shuwa and advantage and other Nigerian local languages.
  • Must be willing to stay in the field/remote areas.
  • Must be able to maintain confidentiality
  • Good training and facilitation skills necessary

Job Title: Senior GBV Officer, Economic Empowerment

Location: Maiduguri with frequent visits to project locations
Department / Sector: GBV/ASRH.
Reporting to: GBV/ASRH Project Manager
Start Date: ASAP

Job Purpose

  • Under the overall guidance of the GBV program Manager, the Senior Economic Empowerment Officer will be responsible for providing technical support to programme design, and implementation, in the area of women’s economic empowerment. He/She will guide NCA in strengthening its Women economic empowerment programs, in conflict-affected Communities.

Main Duties

  • Develop thorough analysis and research of the social and economic situation in the communities that affects women’s economic empowerment and support preparation of substantive inputs to NCAs GBV programme planning in those areas;
  • Develop country-specific plans to improve Women Economic programming based on gaps in existing program, and work with teams to develop innovative approaches and mechanisms to address them.
  • Undertake constant monitoring and analysis of the economic environment also providing suggestions for timely readjustment of economic empowerment interventions;
  • Carry out regular monitoring and technical assistance to NCA staff and Partners to support the effective implementation of livelihood programs.
  • Collaborate with M&E team to contribute to the development of M&E tools for monitoring Women Economic Empowerment activities.
  • Promote partnerships with other organizations working on Women Economic Empowerment issues.
  • Advise NCA on the best approaches to transition from emergency response to resilience focused programming that would promote Women Economic Empowerment.
  • Manage and Oversee all GBV livelihoods activities as direct focal point.
  • Ensure development and review of monthly activity and movement planning by the teams
  • Work closely with the GBV program manager and other team members to Initiate planning for longer-term GBV prevention and response activities
  • Work closely with support departments for effective and timely programming hence, follow-up on necessary logistics, finance, security, HR, Admin processes.
  • Attend capacity building training and mentoring sessions for self-development and to enhance program quality and staff engagement
  • Provide capacity building trainings program staff as necessary
  • Monitor program implementations, supervision, and monitoring on activities and provide feedback to GBV Program Manager.
  • Contribute to proposal development ideas with input based on feedback from beneficiaries, assessment, and other necessary information relevant for action.
  • Track activity expenditure on monthly basis.
  • Submit monthly, status and other reports as requested by GBV program manager.
  • Any other duties as assigned by supervisor.

Required knowledge, Skills, Experience, And Qualification

  • Required Bachelor’s degree in Business development, economics or related field. Master’s degree highly desirable.
  • At least 3 years or more proven experience in similar function desirable.
  • Flexible and willing to make regular visits to deep-field locations
  • Attended trainings on GBV and is aware of protection issues and gender mainstreaming in livelihood activities.
  • Demonstrated knowledge of relevant social and economic development issues such as poverty, power, women’s rights and empowerment, gender, and conflict.
  • Analytical ability and extensive experience in creating project plans, implementing plans, managing grants and budgets
  • Supervisory experience required.
  • Fluency in English, Hausa and Kanuri plus any other local languages in northeast Nigeria an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally.
  • Able to communicate effectively at all levels within the organisation, including relevant staff working for the NCA.
  • Good writing skills.
