Context
- Irregular migration, particularly along the Central Mediterranean route from Nigeria- North Africa- Europe, is extremely dangerous. These migrants experience more gross human rights violations and mortalities compared to any other migration route around the globe.
- The International Organization for Migration (IOM) remains committed to intensify efforts to protect the high number of migrants rescued at sea, and along the central Mediterranean route, by strengthening collaboration with key stakeholders in transit countries, and work with Government stakeholders, UN Agencies, and civil society in countries of origin, to address the drivers of irregular migration and strengthen direct assistance for vulnerable migrants. There is need to raise awareness among actors, returned and potential migrants on the benefits of safe migration and steps they can take in addressing violence, exploitation and abuse.
- Under the overall supervision of the National Project Officer (MM/CT), and under direct supervision of the Senior Project Assistant (MM/CT), the successful candidate will contribute to the implementation of activities in the thematic area of Counter Trafficking under the Migration Management unit, addressing prevention of human trafficking and provision of capacity building support to government counterparts and civil society organizations.
Core Functions / Responsibilities
- Support the implementation of the Counter-Trafficking activities under the Migration Management Unit and deliverables including timely delivery, quality control, administrative matters, follow-up and financial support.
- Assist in the development and implementation of awareness raising activities and trainings on participatory and behaviour change communication approaches, including community-level sensitization on MHPSS issues, for both government, civil society organizations, media and journalists.
- Facilitate cooperation with national stakeholders, organize workshops and coordination meetings with partner NGOs, local authorities and public institutions.
- Provide overall technical and administrative support to relevant state and non-state actors, involved with returnees, awareness raising activities and results-based monitoring and evaluation.
- Assist in the development and implementation of psycho education sessions and art-based interventions for returnees with the aim to strengthen community level support groups within respective communities.
- Assist in the development and implementation of awareness raising activities for vulnerable migrants on available protection and legal rights.
- Assist in coordinating the production and dissemination of Information Education and Communication (IEC) materials under the Counter Trafficking sub-unit.
- Work closely with the Monitoring and Evaluation team to design and implement appropriate results-based monitoring and evaluation tools and activities.
- Assist with monitoring the case-management of vulnerable migrants and victims of trafficking and support, including conducting screening interviews and intake as required;
- Compile inputs and prepare periodic donor reports and updates, including preparation of narrative and financial project reports;
- Ensure that monthly monitoring reports are submitted on time.
- Conduct field visits, as and when necessary.
- Perform any other duties, as may be assigned.
Required Qualifications and Experience
- University degree from an accredited institution in International Relations, Law, Social Work, Humanitarian Affairs, Social Sciences, (clinical) Psychology, or related field.
- At least 3 years relevant professional experience (or 5 years of experience for candidates holding a school diploma) in the area of migration, counter trafficking, providing psychosocial counselling and support, protection of vulnerable migrants, SGBV or similar areas.
- Experience within international development agencies or NGO sector is a highly desirable; – Experience working or liaising with government or civil authorities is desirable.
- Project management experience required, preferably in counselling, human relations and management;
- Experience in liaising with governmental authorities, other national / international institutions;
- Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking;
- Languages Fluency in English and multiple Native languages

Context
- Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
- To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”).
- Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
