Background
Since 2009, nearly 15 million people in Nigeria´s North-East have been affected by the conflict with Jama’atu Ahlis Sunna Lidda’awati Wal-Jihad (JAS), a Non-State Armed Group (NSAG), labelled by the media and commonly referred to as “Boko Haram”, and the resulting military operations in North-East Nigeria. The conflict became particularly intense in 2013, leading to the loss of an estimated 30,000 lives and the displacement of over 1.8 million people. Current numbers of active members within the NSAGs are not known but estimates range from 5,000 to 20,000. The number of detainees under military control is estimated at around 7,000 with the number expected to rise as counter insurgency efforts continue and avenues for surrender become more viable. The past years have brought significant progress on the military front. NSAGs no longer control vast swathes of territory and have taken to asymmetric warfare to deal with the evolving military campaign. Despite these successes, the number and sophistication of insurgency attacks have been on the rise since early December 2018.
The military campaign therefore continues to be essential in the foreseeable future. In addition, those associated with NSAGs must see a way out of the groups, be given opportunities for viable alternatives to violent extremism and seek change through peaceful means. In parallel, the process of reconciliation between low-risk former NSAG associates including children and women who have participated in Government-led rehabilitation programmes and the many conflict-affected communities and victims of the groups must start.
From experience to date in the North-East, it is clear that community-based reconciliation and transitional justice processes are important but not sufficient for achieving peace. Besides establishing a minimum level of safety and security in the community, action is required to strengthen individual livelihoods, community social and productive infrastructure and public services before the actual process of reintegration of former NSAG associates can take place. Community consultations across the Northeast of Nigeria conducted by the project partners in 2017 and 2018 confirm the need for a comprehensive approach that lays the foundations for successful reintegration through a community-driven and state-owned “Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)” process. The Government of Nigeria also recognizes that reintegration must include non-state security providers, such as the Civilian Joint Task Force (CJTF) and other vigilante groups.
For reintegration to be successful it needs to go hand-in-hand with community-level reconciliation to promote an increased understanding for and acceptance of low-risk former associates and victims. Though community engagement is a gradual trust-building process, done in the right way, however, it can support the creation of a common vision for the future and lay foundations for reconciliation and reintegration interventions
The UNDP/UNICEF/IOM “Support for Reconciliation and Reintegration of Former Armed Non-State combatants and Boko Haram Associates (S2R) project is funded by EU and aims to achieve the following objectives:
- To reduced rejection and stigmatization of Former Associates;
- To increase community healing and reconciliation and decrease sense of injustice
- To increase sustainable alternatives to violence and social cohesion;
- To disarm and demobilize non-state security providers;
- To strengthen trust between citizens and Government.
At present, UNDP wants to recruit a Project Assistant to carry out support functions for the project.. The Project Assistant will be recruited by UNDP and will be reporting directly to the UNDP Reconciliation and Social Cohesion Officer of the project.
Duties and Responsibilities
Under the direct supervision of the Reconciliation and Social Cohesion Officer and in close collaboration with the S2R Project Team in the CO and Sub-Office, the Project Assistasnt will perform the following funcations:
- Providing daily support on timely execution of project approved work plans;
- Assisting in monitoring the progress throughout the programme;
- Assisting the project manager in coordinating the exchange of information among the programme partners;
- Providing required support in organizing/conducting programme activities;
- Provision of administrative services to meetings, seminars, workshops;
- Efficient travel arrangements provided for the team as required, ensuring proper use of UNDP resources and client satisfaction;
- Supporting other programme-related activities as required by the programme management.
- Undertake and support project implementation and procurement activities according to UNDP workflows including contracting consultants, institutional contracts and organization of workshops and travel, etc;
- Maintenance of the internal expenditures control system including timely corrective actions on budget check errors, match exceptions, as well as cost-sharing deficit and PDR errors;
- Creation of requisitions in Atlas for development projects, registration of goods receipt in Atlas;

The Field Team Coordinator is responsible for the coordination of the implementation the UNDP-specific S2R component of the project. Action. The Field Team Coordinator will work closely with the State Government, UN agencies, and CSOs operating in the project areas.
Duties and Responsibilities
Under the direct supervision of the Reconciliation and Social Cohesion Specialist and in close collaboration with the S2R Project staff in the CO and Sub-Office, the Field Team Coordinator perform the following tasks:
- Analysing and interpreting the political, social and economic environment relevant to UNDP activities, and identifying opportunities for UNDP assistance and intervention in NE Nigeria;
- Establish smooth coordination an collaboration with involved organizations (IOM and UNICEF);
- Establishing collaborative relationships and ensuring active participation of all relevant stakeholders (implementing partners, experts, government counterparts and other UN agencies and CSOs) to facilitate timely and efficient delivery of project input;
- Assisting in implementing knowledge management strategies and analyzing ongoing experience to capture lessons learned and best practices, sharing these with management for future planning;

- Monitor the project’s assumptions constantly and assess the risks and propose revisions in the action plan, when needed;

- Coordinate project resources (workforce, time and other inputs) as planned and disbursed efficiently and effectively as per the approved time plans and resource schedules, through maintaining day-to-day relations with the project team to realize the activities:

Job Title: Project Manager – Recovery and peace building of the conflict-affected communities in North-East Nigeria Project (JSB)

Background
- The Boko Haram insurgency in the North-East Nigeria and the neighboring countries has left over 7.1 million people in need of supports, including 1.8 million people internally displaced (IDP) in the three most heavily affected States of Borno, Adamawa and Yobe. In addition, 226,000 Nigerians refugees remain in the neighboring Cameroon, Niger and Chad1. Now in its tenth year, the crisis remains one of the most severe in the world, and the total numbers of people in need, IDPs and refugees are not significantly reduced over the past several years.
- LGAs in the Northern and Eastern parts of Borno State continue to experience many terrorism incidents, with many residents displaced. For instance, a total of 14,587 displaced persons arrived in Monguno LGA in eastern Borno within the period from November 2018 to March 2019 because of the deterioration of security of the neighboring Kukawa LGA2. However, LGAs in Adamawa, Yobe and the southern and western parts of Borno are experiencing the early stage of stability. In these areas, Security Forces and vigilante largely take control of the security situation, although sporadic bombings and attacks in limited scale still occur. After the elections and the consequent inauguration of new Governors in Adamawa and Borno, public expectation for improvement of general situation in the region is very high. People have been returning to those communities in the early stage of stability. For instance, across the four LGAs of Hong, Michika, Mubi-North and Mubi-South in Adamawa State, the total number of returnees has risen to 511,830, which is much larger than 45,435 IDP in the area3. The IDPs in those communities are mostly from the other LGAs that are still unstable. These IDPs have been staying in the host communities for a prolonged period, and many of them want to immigrate to the area permanently. Furthermore, these communities will soon become the destination of return of refugees from the neighboring countries.
- The rapid return of people and inflow of IDPs and refugees have put significant challenges on those communities in the early stage of stability in several ways as follows: insufficient income with limited arable land, limited access to basic services, insufficient local governance capacity, social cohesion and security destroyed under displacement, and rampant sexual and gender-based violence. Therefore, those communities need to be supported urgently to address the multiple challenges. If they are not supported, there may be an increase in the risk of re-emergence of violent extremism and a roll back of the fragile social stability.
- In partnership with the Government of Japan, UNDP plans to implement “Recovery and Peace Building of Conflict-Affected Communities in North-East Nigeria Project.” The objective of the project is to “support social recovery and peace building of 12 communities as the destinations of return of IDPs and refugees in the North-east Nigeria, applying UNDP’s integrated an resilience-based community recovery approach.” The project builds on the experiences and successes of previous investments and also complements other ongoing recovery and peacebuilding initiatives in NE Nigeria through support to Livelihoods, Basic Service, Local Governance, and Social Cohesion and Security. UNDP South Nigeria Country Office now seeks hire a Project Manager to provide results-based project management for the “Recovery and Peace Building of Conflict-Affected Communities in North-East Nigeria Project.”
Duties and Responsibilities
- Under the supervision of the Early Recovery Programme Specialist and in coordination with other UNDP projects in the NE and CO, and the programme and Operation teams in the SO and the CO, Project Manager will perform the following function:
Ensure Project Implementation:
- Ensure the achievement of outputs/results in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.
- Represent the project in various fora;
- Recruitment and management of staff in accordance with UNDP guidelines;
- Control quality of AWP and project revisions, and ensures that activities, targets and benchmarks have been formulated according to POPP and meet the programmatic standards and agreements with the partners (IP and donors). - Manages day to day administrative matters for the project with support from administrative staff and the performance of consultants and specialist advisers.
Promote UNDP’s mandate and corporate policy and provides senior high-level policy advice on stabilization:
- Promotes early stabilization approaches and provides policy advice to UNDP Senior Management, government counterparts, donors and other partners on issues related to stabilization;
- Thorough analysis of political/social and economic situation of the country/ region and identify strategic areas of support for UNDP in stabilization and its transition to recovery;
- Builds solid relationships with key national partners and identifies institutional development and capacity building opportunities and priorities, where relevant;
- Ensures the integration of cross-cutting issues, such as gender, peace building, human rights and resilience into stabilization and post crisis response;

Support partnership building and resource mobilization for UNDP’s Stabilization Programme:
- Ensures sufficient resource mobilization for the project in close consultation with Senior Management and is responsible for reaching the annual resource mobilization targets;
- Advocates for UNDP’s work and represents UNDP with national authorities, the donor community, and international financial institutions, where requested;
- Liaises regularly and forges close linkages with other UN programmes, agencies and entities, as well as other international and national stakeholders concerned with or providing assistance on early recovery or stabilization issues in Nigeria;
- Ensures high-quality and timely reporting to government partners and donors involved in the project;
- Contributes to the harnessing of effective partnerships and competitive selection of partners for implementation of UNDP projects;

Background
Since 2009, nearly 15 million people in Nigeria´s North-East have been affected by the conflict with Jama’atu Ahlis Sunna Lidda’awati Wal-Jihad (JAS), a Non-State Armed Group (NSAG), labelled by the media and commonly referred to as “Boko Haram”, and the resulting military operations in North-East Nigeria. The conflict became particularly intense in 2013, leading to the loss of an estimated 30,000 lives and the displacement of over 1.8 million people. Current numbers of active members within the NSAGs are not known but estimates range from 5,000 to 20,000. The number of detainees under military control is estimated at around 7,000 with the number expected to rise as counter insurgency efforts continue and avenues for surrender become more viable. The past years have brought significant progress on the military front. NSAGs no longer control vast swathes of territory and have taken to asymmetric warfare to deal with the evolving military campaign. Despite these successes, the number and sophistication of insurgency attacks have been on the rise since early December 2018.
The military campaign therefore continues to be essential in the foreseeable future. In addition, those associated with NSAGs must see a way out of the groups, be given opportunities for viable alternatives to violent extremism and seek change through peaceful means. In parallel, the process of reconciliation between low-risk former NSAG associates including children and women who have participated in Government-led rehabilitation programmes and the many conflict-affected communities and victims of the groups must start.
From experience to date in the North-East, it is clear that community-based reconciliation and transitional justice processes are important but not sufficient for achieving peace. Besides establishing a minimum level of safety and security in the community, action is required to strengthen individual livelihoods, community social and productive infrastructure and public services before the actual process of reintegration of former NSAG associates can take place. Community consultations across the Northeast of Nigeria conducted by the project partners in 2017 and 2018 confirm the need for a comprehensive approach that lays the foundations for successful reintegration through a community-driven and state-owned “Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)” process. The Government of Nigeria also recognizes that reintegration must include non-state security providers, such as the Civilian Joint Task Force (CJTF) and other vigilante groups.
For reintegration to be successful it needs to go hand-in-hand with community-level reconciliation to promote an increased understanding for and acceptance of low-risk former associates and victims. Though community engagement is a gradual trust-building process, done in the right way, however, it can support the creation of a common vision for the future and lay foundations for reconciliation and reintegration interventions.
The UNDP/UNICEF/IOM “Support for Reconciliation and Reintegration of Former Armed Non-State combatants and Boko Haram Associates (S2R) project is funded by EU and aims to achieve the following objectives:
- To reduced rejection and stigmatization of Former Associates;
- To increase community healing and reconciliation and decrease sense of injustice
- To increase sustainable alternatives to violence and social cohesion;
- To disarm and demobilize non-state security providers;
- To strengthen trust between citizens and Government.
At present, UNDP wants to recruit a Community Engagment Analyst to led and coordinate the UNDP-specific S2R project community enagment activities. The Community Engagment Analyst is responsible for the overall implementation the UNDP-specific S2R component of the Action. The Community Engagment Analyst will work closely with the State Government, UN agencies, and CSOs operating in the project areas.
Duties and Responsibilities
Under the direct supervision of the Reconciliation and Social Cohesion Officer and in close collaboration with the DDRR Project Team in the CO and Sub-Office, the Community Engagement Analyst will provide technical support to the following funcations:
- Collect and conduct desk review on the relevante data and research documents;
- Conduct stakeholder mapping and multi-sector/perception assessment of the DDRR dynamics and priority reconciliation and social cohesion needs in the communities ;
- Facilitate focal group discussions with local and displaced populations in the communities
- Analyze the findings and finalize an assessment report.
- Identify and establish community consultation groups, including vulnerable target population (including women, disability, etc.) to design an effective structure of dialogue platform ;
- Promote consultations with relevant parties to identify the need gaps and UNDP’s entry points for catalytic effects for the DDRR Stabilization Facilities and other NE integrated recovery projects ;
- Develop capacity of young people and women on collaborative leadership for social cohesion, bring local and refugee populations together ;
- Support selection, recruitment and training of local volunteers from the host communities and refugee populations on dispute resolution and mediation, including women’s empowerment, mine-risk education, and human rights in host communities ;
- Provide technical support to formulate a community peacebuilding plan through community dialogue in a participatory manner.
- Identify entry points for multi-cultural/trust-building/community solidarity activities for social cohesion and support youth groups, NGOs/CSOs/CBOs to implement these activities;
- Assist in designing the detailed implementation plan of the identified interventions, including potential implementing partners, methodologies, and coordination mechanisms, in accordance with UNDP’s rules and regulations;
- Provide technical and facilitation support to local volunteers and the community dialogue platform to organize multi-cultural/social-gathering events;
- Monitor day-to-day project activities and provide guidance to UNVs and local volunteers.

Background
The UN joint programme on Institutionalizing Social Protection for Accelerated SDG implementation in Nigeria, is a two-year programme targeted to strengthen social protection at the federal level in Nigeria. This programme is borne out of SDGs concept of leave no one behind. The main focus of this programme is the removal of key social exclusion factors mitigating against access and utilization of basic social services by the poor and vulnerable. The programme will therefore focus on addressing and building capacity of duty bearers and right holders to ensure girls and boys, persons living with disabilities and women are properly empowered and protected.
The National Social Protection policy in Nigeria recognizes the need for both a systemic transformation (long-term) and a blueprint for accelerated implementation (short-term) towards universal social protection. The joint programme will strengthen the right-based approach to social protection by supporting the institutionalization and legislation of the social protection system in Nigeria. The joint programme will support the identification and facilitate the adoption of financial strategies to effectively implement the National Social Protection Policy.
The joint programme will guide the establishment and build capacity of state innovation and accelerator SDGs offices with proven track of implemented innovation solutions using social protection for overcoming bottlenecks and expanding financing in order to accelerate SDG achievement.
This joint programme is being implemented by four UN Agencies, United Nations International Children’s Emergency Fund (UNICEF), International Labour Organization (ILO), United Nations Development Programme (UNDP and World Food Programme (WFP) with each agency having a specific component towards realizing this programme. UNDP is focusing on establishment and build capacity of state SDGs offices to be innovative and accelerate innovative solutions using social protection to overcome bottlenecks and expanding financing in order to accelerate SDG achievement in the state
Duties and Responsibilities
Objectives of the Assignment:
- The objective of this assignment is to coordinate the consultations at six states within six geopolitical zones. The consultations will focus on identifying bottlenecks/constraints and innovative solutions (especially low hanging or immediate solutions) as well as innovative financing towards SDG achievement, using social protection as the entry point.
Tasks of the Consultant
The consultant is expected to perform in close collaboration with Office of the Senior Special Assistant to the president on SDGs (OSSAP-SDGs), UNICEF, ILO and WFP the following tasks:
- Assess the six state SDGs offices in the six geopolitical zones and provide recommendations to the state on standard office expectations.
- Assess the progress and the areas each zone is lagging in terms of SDG and social protection implementation. Also assess whether there is enabling environment for SDG and social protection implementation within each zone.
- Coordinate all the consultations in the six geopolitical zones. The consultations will focus on the identifying the challenges each zone is facing and provision of innovative solutions especially quick wins that can be address immediately as well as the innovative financing solutions for the implementation of SDGs and social protection within the zones.
- Provide report for all the consultations held, including the recommendations on the innovative solutions as well as innovative financing towards achieving SDGs and social protection within each zone.
Expected Deliverables/ Outputs
The outputs/deliverables at the end of this assessment work includes:
- The report of the state and zones assessment on the progress and the challenges facing the state and zones.
- The consultations reports including the recommended innovative and financing solutions for each state and zones.
