Background
- Nigeria piloted the UN ‘Delivering as One’ (DaO) initiative in some selected states through the UNDAF II. This pilot was aimed at unifying and aligning the work on the UN system in Nigeria to efficiently and effectively deliver results in support of national priorities. Building on this pilot, the UN system, Government and other stakeholders formulated the UNDAF/P III under DaO modality for 2014-2017. With the QCPR recommendation of DaO as not option going forward, the UNCT in Nigeria is determined to implement the full SOPs of Dao under the new UNDAF currently under formulation.
- Although Nigeria is largely a development context, there are many pockets of emergency and humanitarian challenges resulting from natural and man-made sources. The insurgency in North-East Nigeria since 2013 in particular, has resulted in a humanitarian situation that requires enhanced support of the UNCT/HCT and partners to support the Government to address expeditiously with lifesaving and durable solutions for the 8.5milion affected population.
- The combined development and humanitarian challenges including the current recession of the economy have exacerbated the situation and stretched the limited capacity supporting the resident coordination system in Nigeria. With the implementation of the UNDAF/P underway, new UNDAF formulation, HNO/HRP and the determination/vision of the new RC/HC and UNCT to bridge the humanitarian and development divide the UN system is seeking to enhance the capacity of the RCO for a strategic support to cope with the increasing demands in Nigeria.
How can you make a difference?
- Under the overall guidance of the RC/HC, and direct supervision of the Head of RC Office/Strategic Planning Advisor, the SARC will support efforts to strengthen the capacity of the UN Country Team and provide support to the RCO in coordinating and planning a coherent UN response to national development/humanitarian priorities.
- She /he will collaborate with the UNCT members, RC/HC Office staff, programme and operations teams of the UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.
Duties & Responsibilities
Effective coordination and communication across the UN Resident and Humanitarian Coordinator’s multiple responsibilities:
- Support implementation of the RC/HC Office work plan, and the RC/HC vision;
- Assist the RC/HC and the Head of Office in the day to day management and coordination of the RC Office, including setting priorities, providing follow up and feedback, and ensure progress towards agreed results;
- Conducts research, review, and analysis of key documents for the RC/HC as requested;
- Provide thorough analysis and research of the political, social and economic situation in the country;
- Coordinate inputs for talking points and briefs in advance of the RC/HC’s meetings, review incoming briefs and ensure timely submission, and
- Accompany the RC/HC in high-level meetings as needed; draft correspondence, notes-to-the-file and contribute to the preparations of speeches, reports, presentations, etc. as needed.
Provide support to RC/HC-O and UNCT in the roll-out of the UNDAF 2018-2022:
- Provide support to the UNDAF Working Group and effectively liaises between the Working Group, the UNAF Results Groups chairs and the RC/HC-O;
- Assist the RC/HC-O and the UNCT in carrying out the UNDAF Evaluation and the following Common Country Analysis;
- Provide assistance to the RC/HC-O and the UNCT to develop the UNDAF document, its results matrix and joint work plans, and
- Lead the implementation of the frequent monitoring initiative and support the inclusion of this mechanism in the UNDAF M&E framework.
Provide support to the UN SDGs Group for the implementation of the 2030 Agenda in Nigeria:
- Support UN Agencies to ensure the results-oriented focus of joint programming and joint programmes;
- Regularly update the information on ongoing joint programmes, including data on funding requirements;
- Provide support to the RC/HC-O and the UNCT to gradually implement the Standard Operating Procedures for Delivering As One;
- Collect and disseminate global practice in the field of Delivering as One while supporting the implementation of these practices locally.
Support the RC/HC Office in Nigeria in performing its coordination and aid coordination functions as needed:
- Assist in the RC/HC-O in the day-to-day systematization of the activities and support knowledge management, making sure that documentation is timely drafted, and policies and analysis are shared within the unit;
- Provide assistance to the work of the RC/HC-O in the support to the Government of Nigeria in strengthening national aid coordination and aid effectiveness mechanisms
- Contributes flexibly to other activities of the RC/HC-O team in support of the RC/HC system and Delivering as One as required, including backstopping arrangements.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Provision of referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation;
- Sound contributions to knowledge networks and communities of practice;
- Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals, and
- Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT.
Required Skills and Experience
To qualify for this role, you will have:
- Master’s Degree or Degree equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
- Minimum 5 years of relevant experience at the national and international level in international development issues and providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
- Previous experience in UN Coordination and UNDAF mechanisms is considered an asset.
- Knowledge about the UN and RC systems would be an advantage.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
- Developing country work experience and/or familiarity with emergency is considered an asset.

How can you make a difference?
- Despite its importance in preventing and controlling malnutrition, there has not been data on micronutrients status of women and children in Nigeria for almost two decades
- The National Dietary intake and Micronutrients Survey is a USD 7.9 million initiative to fill in this data gap in the country with aim of informing a better planning and decisions in addressing micronutrients deficiency in Nigeria
- The survey is led by the Government of Nigeria with support from donors (Bill and Melinda Gate Foundation, UK Department of International Development, Nutrition International and potentially the World Bank)
- UNICEF has been nominated as the Fund Management Agency for the survey, in addition to the current technical support being offered in collaboration with CDC Atlanta
- The Temporary Appointment (NOB) position will provide specific support to the planning, implementation, monitoring and reporting of the Dietary intake and Micronutrients Survey.
Major Responsibilities
Under the supervision of the Nutrition Specialist P3 TA, the Nutrition Officer will:
- Support to monitor budget and track expenditure of dietary assessment and micronutrients survey activities.
- Plan and facilitate technical support on biomarker component of the survey, including timing technical inputs from CDC Atlanta to ensure quality outcome of the survey.
- Prepare and consolidate various pieces of technical information, minutes of technical meetings and others as may be required.

Background
- The Northeast region of Nigeria has been facing protracted violent conflict due to clashes between the Nigerian military and the non-state armed groups from 2009 with Borno state as its hottest spot.
- With Humanitarian Emergency declared in 2016, Borno has remained central in the humanitarian crisis and situation has remained volatile and fragile notwithstanding modest improvement in the security and humanitarian situation, relative to the status in 2016.
- There is a high level of aid dependency and unpredictable episodes of violent attacks occur in the state especially in the northern and central local government areas (LGAs).
- Coordinated humanitarian response is going on in the conflict affected states of Borno, Admawa and Yobe-BAY states and UNICEF is implementing the Department for International Development (DFID) funded “Flexible, integrated and timely response to nutrition and WASH-related humanitarian needs in Borno state (FIT-Response)”.
The Project
- The FIT Response project is being implemented in an integrated multisectoral approach to demonstrate result for Nutrition and WASH outcomes and UNICEF is actively collaborating with the sectors, the government and partners to responds timely by delivering an integrated package of nutrition-specific and sensitive interventions.
- The FIT project is unique as it is designed to be need-based and flexible in approach to deliver variable mix of packages to different locations at different times. This is enabled by evidence generated from a data driven surveillance system which is central in the FIT Response for decision making on location, content and duration of intervention in those locations. On this premise, the FIT response has no fixed location but responds in locations of increased or worsening nutrition and WASH situations and modifies packages or exits location with improvement and stabilization of the situation.
- Under the FIT Response also, the implementation of the INP+ Pilot in Shani is being extended from April 2019 to March 2020 to enable adequate time for demonstration of impact during the end line survey at the end of the pilot in March 2020
- The desired impact of the project is to contribute to the reduction of morbidity and mortality related to under-nutrition and poor water, sanitation and hygiene conditions amongst boys and girls under five years in Borno State.
- The project commenced in April 2019 and over a period of 3 years, the project will deliver the following outputs:
- Government coordination – Strengthening coordination, collaboration and advocacy among government and other relevant stakeholders; leading to effective and timely humanitarian response
- Integrated service delivery – Improving access to integrated services at the health facilities, communities and IDP camps with gaps and
- Proactive surveillance – Strengthening monitoring and surveillance systems for early detection and timely response to increased humanitarian needs
Purpose of Assignment
- The Project Coordinator is responsible for coordinating, facilitating, monitoring, evaluating and reporting of progress of the project to the UNICEF Chief of Nutrition, the Steering Committee and the donor.
- The specialist provides technical guidance and management support throughout the programming process to facilitate the administration and achievement of concrete and sustainable results in maternal, infant and child nutrition programs in Borno.

- Attend quarterly TAG meetings and monthly operations meeting in Borno as the case may be
- Support surveillance team on decision making for response
- Conduct field monitoring visit to FIT Response sites and provide regular feedback and insights gained from facility and community monitoring to the project team for technical assistance and share good practices of the implementation across sections
- Support IMOs to put in place adequate practices and channels of communication and interaction between consortium members
- Support the circulation of Agenda and minutes of meetings provide regular updates on FIT Response management, project performance and provide timely alerts of key challenges
- Support information sharing and networking among project stakeholders through establishment/strengthening of knowledge exchange mechanisms, development, facilitation and knowledge dissemination Work with communications unit to increase visibility for UNICEF and DFID through media representations, press releases, publications and branding
- Coordinate with communication colleagues the collection and documentation of lessons learned, good practices and innovations that come from monitoring the project and using the community platform.
- Develop and manage strong relationships with key partners and stakeholders and sustain dialogue, mutual learning and engagement during all phases of the FIT Response project.
- Facilitate comprehensive end of project learning
- Complete, quality and timely reporting to donor on FIT response project implementation
- Ensure and oversee timely and quality reporting and adherence to reporting schedule and harmonized reporting templates agreed with donor
- Provide feedback on progress, quarterly reports from donor and the technical committee to relevant focal persons
- Oversee updating of the common project log frame if needed in consultation with donor and technical team
- Oversee consolidation of log frame filled, reviewed and updated as needed
- The above-stated responsibilities are not exhaustive, and the specialist may be required to discharge other duties and responsibilities as the needs arise based on the advice of the Chief of Section.
Qualification, Experience and Competencies Required
Education:
- Advanced University Degree (M.Sc/PhD) in Health and Nutrition, Policy and/or Management, Public Health, Epidemiology, Management or Business Administration, or other related fields
Work Experience:
- Minimum of 5 years of professional experience in program/project development and management and/or coordination of partnerships and programs. Relevant experience in health/nutrition programs and projects and in UN system agency or international NGO.
- Experience in humanitarian response activity management will be an added advantage
- Proven experience in effectively managing grants
- Ability to analyze, synthesize information and communicate outcomes clearly to different stakeholders
- Excellent written and oral communication skills, ability to work independently and in a team, high-level report-writing skills
- Capacity to manage various tasks simultaneously in planning, implementing, and monitoring a complex project over an extended period.
- Experience coordinating with other organizations in the collation of information, analysis and development of recommendations.
- Ability to work in an international or multicultural environment and knowledge of DFID project management is a plus
Language Proficiency:
- Fluency in English required.
- Knowledge of the local language widely spoken in the North East region is an advantage
