Job Title: Shelter Assistant

Location: Borno

About the job

  • The shelter Assistant supports the implementation of Shelter/NFI distribution under the direction of Shelter NFI Officer and in collaboration with other actors.
  • In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. ACTED is therefore looking for Shelter Assistant to support its mission in Maiduguri.

Your main duties and responsibilities will be:

General Programming & Operations:

  • Assist in preparing and conducting meetings with community representatives and members in the intervention areas.
  • Assist in individually and collectively identifying the strengths and weaknesses of village committees and propose appropriate solutions.
  • Facilitate awareness raising activities with other partner organizations and disseminate information about services available for IDPs and affected host communities.
  • Disseminate and share information with Persons of Concern (vulnerable persons) on their rights and access to services
  • Maintain good relations with local implementing actors, local authorities and other international and local stakeholders in the field
  • Assist all distribution processes, including distribution of shelter, non-food and food items and other as required.
  • Ensure that correct information is collected for each beneficiary and ensure that records of distribution are correctly maintained.
  • Mmobilize the IDP communities and affected host populations to ensure their full participation in the project / program activities.
  • Assist in identifying key persons in villages (Imam, other key persons such as women with influence) who can mobilise the community and support the implementation of the program.
  • Assist in maintaining excel database to ensure that statistics and other reports are produced on a timely basis;

Reporting:

  • Prepare weekly and monthly plans & reports to Shelter NFI Officer.
  • Provide the Shelter NFI Officer with relevant documents and information.
  • Communicate, exchange information and co-operate with relevant internal departments

About you

Essential:

  • 2-3 year Work experience with non-governmental organizations (NGOs) and/or displaced population is a very strong asset.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries, duty bearers and other stakeholders.
  • High School diploma / National Diploma or Degree in any Social Sciences with technical background on shelter construction.
  • High knowledge on distribution and its processes

Desirable:

  • Prior experience working in IDP displacement locations
  • Fluency written and spoken fluency in English and Hausa at must; additional fluency in Kanuri preferred
  • Ability to work independently
  • Excellent time management skills
  • Ability to operate in a cross-cultural environment requiring flexibility

Job Title: CCCM Technician Officer

Location: Borno

About the job

  • ACTED’s CCCM Technician Officer will play an integral part of the camp management team of Borno State ensuring that all inhabitants of the camp are living a safe, secured and dignified life.
  • This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp.
  • This position falls under the direct management of ACTED’s Deputy Camp Manager

Core Functions / Responsibilities
Implement CCCM activities as requested by the CCCM Team Leader and CCCM PM such as but not limited to:

  • Coordinate with Deputy camp manager and PM on infrastructure maintenance ideas and costs
  • Create blueprints for infrastructure construction
  • Train casual labour in creating camp infrastructure
  • Treat community members in a sensitive and humane manner
  • Build and maintain mutually respectful relationships with Camp Management, service providers, local authorities, IDP community members and host community members, in order to ensure smooth communication, activity implementation, and community outreach.
  • Any other tasks as requested by ACTED’s Team Leader and Camp Management Program Manager.
  • Full management of technical projects occurring within ACTED operated reception centers and IDP camps.
  • Creation of reception center infrastructure including but not limited to latrines, water basins, communal shelter units, reception shelter, perimeter fence, etc
  • Full management of camps Site Maintenance Committee including advertising TOR, hiring committee based on balancing skills with vulnerabilities, training committee in objective of the team, procure items for maintenance work, supervise maintenance work, facilitate CFW payment
  • Create BoQ and item procurement for technical work

About you

Essential qualifications and experience:

  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  • Experience in working with national partners, local/government authorities, and UN organizations.
  • Experience working in an IDP camp setting
  • Experience in creating shelters/small-medium scale infrastructure
  • Completion of university degree in Civil Engineering, Architecture, Urban Planning or Engineering
  • Minimum one years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Technical skills such as using AutoCAD, ArcGIS, ODK and Microsoft Office.

  • Managerial experience, including leading/supervising subordinate staff, organizing activities and report writing.
  • Experience in training and Experience in CCCM, including Introduction to CCCM Training.

Job Title: REACH GIS Officer

Location: Borno

About the job

  • The REACH GIS Officer will also provide technical backstopping to the REACH team as needed and where possible.
  • He/she will also support the collection of spatial data and integration with REACH activities.
  • The REACH GIS Officer will contribute towards the identification and implementation of effective and adapted technical solutions.

Summary
The REACH GIS Officer shall be responsible for:

  • Organize and supervise GIS field missions, as according to need
  • Provide maps and mobile data collection tools to support ongoing assessments
  • Conduct regular spatial verification of all data collected in the field to ensure locational accuracy
  • Cross check data collected in the field, ensure regular updates and solve eventual discrepancies
  • Develop and maintain a robust spatial data infrastructure for all consortium activities in line with REACH best-practices
  • Regularly update common datasets and ensure version control
  • Develop and hold trainings to support internal capacity strengthening
  • Identify map information needs.
  • Identify and access map information sources.
  • Design, test and troubleshoot spatial data collection tools
  • Ensure accurate linkages between spatial databases and assessment data,
  • Conduct robust and accurate spatial analysis as needed
  • Automate product production processes to ensure regular, reliable and predictable outputs
  • Ensures that the produced maps meet the requirements of REACH and partners.
  • Conceptualize methodologies for collecting data in the field, as according to need.

Qualifications and Experience

  • Excellent teamwork skills required

  • High level of autonomy and willingness to spend time in deep field locations away from support staff
  • Master’s degree in Geography / GIS or a related discipline;
  • 3 years of experience in GIS / Database management, preferably in humanitarian context
  • Demonstrated expertise in manipulation and analysis of remotely sensed data, spatial analysis, zonal statistics, and other complex geoprocessing tasks required
  • Demonstrated expertise in automation of cartographic and spatial analytical process
  • Demonstrated expertise in the use of collaborative online workspaces and data storage applications
  • Demonstrated experience designing and maintaining web-based GIS solutions an asset
  • Experience analysing complex data with R and knowledge of other statistical programming languages and packages a plus;
  • Substantial experience with mobile data collection (ODK, ONA, KOBO);
  • Knowledge of the Adobe Suite, particularly Illustrator and InDesign, required; demonstrated ability to integrate workflow processes between ArcGIS and Adobe Suite a must

Job Title: Outreach Assistant – AGORA

Location: Borno

About AGORA

  • The project Response to Resilience is being performed by a consortium of IRC, ACTED, and IMPACT. Based on the information delivered by IMPACT, ACTED and IRC will design their project activities. Those activities involve Community forums on the neighborhood level & city level, capacity development for decision makers & first responders, and resilience plans for the three targeted neighborhoods. In the framework of the project, IMPACT, through its initiative AGORA, will realize an area-based assessment in 3 target neighborhoods in Maiduguri. Household quantitative surveys with residents (hosts communities and IDPs), focus group discussions (FGDs) and key informant interviews (KIIs) with service providers will be conducted during the assessment.
  • In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. AGORA a joint initiative of ACTED and IMPACT Initiatives is therefore looking for an Outreach Assistant AGORA to support its mission in Maiduguri.
  • AGORA is a joint initiative of ACTED and IMPACT Initiatives, founded in 2016. AGORA promotes efficient, inclusive and integrated local planning, aid response and service delivery in contexts of crisis through applying settlement-based processes and tools. AGORA enables more efficient and tailored aid responses to support the recovery and stabilization of crisis-affected communities, contributing to meet their humanitarian needs, whilst promoting the re-establishment of local services and supporting local governance actors.
  • AGORA promotes multi-sectoral, settlement-based aid planning and implementation, structured around partnerships between local, national and international stakeholders. AGORA’s core activities include area-based needs and capacity assessments, evidence-based local planning, as well as support to area-based coordination mechanisms institutional cooperation and tailor-made capacity strengthening for local institutional actors.

Functions

  • Under the functional supervision of the ACTED Country Focal Point in Nigeria, and in close collaboration with the senior assessment officer, the AGORA Assessment Officer is responsible the supervision of AGORA / IMPACT assessments, including their preparation, implementation, the creation of information products and follow-up. Hence, she/he is expected to engage in the entire research cycle, including research design, data collection, analysis, dissemination, and monitoring & evaluation.

The AGORA Outreach Assistant will be responsible for:

  • Facilitate bi-monthly neighbourhood Disaster Preparedness and Response Coordination meetings, including through maintaining and sharing the minutes of meetings with all participants, and keeping accurate records of participants and discussions.
  • Establish and maintain neighbourhood-level 5Ws for service provision in the three target neighbourhoods
  • Involvement in Programme Reporting
  • Support the Urban DRR Project Manager as required, to meet internal and donor reporting requirements on the project
  • The outreach assistant is the link between the service providers / community in the target areas and the project team.
  • She/he organises meetings, engages and keeps track of all-important stakeholders / service provider in the target areas of the project.The building of good working relationship with those stakeholders is crucial for the success of his / her assignment.
  • Support facilitation of 3 Neighbourhood-Level Area-Based Disaster Coordination Forums

About you

Requirements

  • Strong technical writing skills
  • Excellent experience using ODK for quantitative data collection, or the ability to rapidly master the process
  • Some experience creating ODK questionnaires, or ability to learn rapidly
  • Fluency in English required;
  • Ability to work independently
  • Knowledge in Excel as well as SPSS, R or related statistical programming
  • Bachelor’s degree in relevant discipline (Social Science, Development Studies, Research, Statistics, Monitoring and Evaluation) required
  • Established quantitative and qualitative analytical skills;
  • At least 2 years of relevant working experience in data analysis, report writing, conducting research or monitoring and evaluation.
  • Excellent communication and drafting skills for reporting and external coordination;
  • Strong skills with the Microsoft Office Suite
