Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI has been implementing humanitarian activities in Nigeria since April 2016, supporting population with food security, nutrition, health and protection project in Maiduguri and Borno State.

We are recruiting to fill the position below:

Job Title: Finance Officer

Location: Monguno, Borno
Open to: Nigeria Nationals Only (Male/Female)

General Objective

  • Under the direct supervision of the Administrative Manager, the Finance officer assists the Admin Manager in all the activities related to finance and cash management of Monguno Base.

Responsibilities And Tasks
Treasury & Cash Follow-up:

  • Control the management of the petty cash by the finance assistant
  • Ensure that the daily physical inventory of the petty cash is accurate, and report any discrepancies to his/her line manager
  • Ensure availability of cash at base level and forecast any cash issue
  • Prepare the weekly cash forecast and request at base level
  • Prepare and validate any checks done at base level
  • Monitor due dates for payments of contracts
  • Follow-up with regular payments
  • Guarantee security of the cash and confidentiality of information

Finance & Accounting Management:

  • Check, before recording any entry, that the invoices are compliant with PUI’s regulations and procedures
  • Record all expenses made through bank in the excel books on a daily basis, and to properly fill in the information needed (date, accounting code, project, budget code, etc.)
  • Monitor the voucher process, and the quality of archiving of the invoices, as per the donor’s rules and regulations
  • Guarantee the quality of the archiving process at base level
  • Consolidate and check the accuracy of data of base accountancy.
  • Prepare the monthly accounting closure for the base
  • Participate in the consolidation of budget follow-ups
  • Prepare the weekly financial forecast of the base, compile it, and send it to the Finance Manager for validation
  • Collect all invoices exempted from the VAT
  • Issue a monthly With Holding Tax report
  • Prepare the bank reconciliation at the end of each month
  • Prepare the annual closing documents for the base
  • Prepare the external audit visits (donor and coordination visits)

Team Management:

  • Plan and supervise tasks of the team on daily basis
  • Update the leave plan for the team
  • With Finance manager support conduct appraisal, define and follow up objectives for team members in order to improve their performance
  • Support the Finance manager in staff recruitment
  • Ensure that the team complies with PUI policies and procedures

Mandatory Requirements

  • Language skills: Fluent in Hausa and English, Kanuri is appreciated
  • Education degree: University degree in Finance, Accounting, or another relevant degree
  • Work experience: Minimum 2 years of experience in similar field (NGOs/private companies)
  • Knowledge and skills: Good analytical and writing skills
  • Computer skills: Good knowledge of the MS office software including Word, Outlook. Excellent in Excel

Job Title: Information Management Officer

Location: Maiduguri – Coordination Office

General Objective

  • Under the supervision of the MEAL Coordinator, the Information Management Officer (IMO) will actively design and oversee data and information management systems at the PUI Nigeria mission level. Where IM and system gaps exist, the IMO will follow up with staff and set up primary data collection and case management systems as well as protocols for data storage, protection and management.
  • The IMO will take steps to ensure consistency and quality in the information collected and to promote efficiency in IM, data usage and reporting for the Programs and MEAL teams, based on their needs.

Role and Responsibilities
Information Management System:

  • Support the MEAL coordinator in the design and implementation of a country-specific Information Management system to store, analyze and disseminate information based on PUI needs (identified through initial Diagnosis), such as for Vulnerability Assessments and Case Management
  • As relevant to the results of the IM Diagnosis, create computerized tools allowing faster M&E tracking and reporting and support the MEAL department in applying these new tools (also can apply for Programs to track project indicators)
  • Consider and implement new methods to improve database management at PUI Nigeria, such as using online and offline databases to improve data management
  • Implement the PUI Information Management strategy, and more specifically ensure the internal management of information, flows of information, Data Protection guidelines, and other operational requirements for the IM systems
  • Work closely with the MEAL Coordinator to ensure consistency and inter-operability between different datasets and sources
  • Support the implementation of a document management system for archiving project data
  • Contribute to the IM plan for new projects, considering Best Practices in data management and ease-in-use for the MEAL and Program teams
  • Ensure data collected is well-organized and easily usable, e.g. clear and easily disaggregated into sex / gender, other required disaggregation – considering how the MEAL and Programs teams will need to analyze and report the data
  • Ensure all data collected is consolidated into one central database to be used by programs and MEAL staff effectively, e.g. for Case Management
  • Adapt the IM system(s) and strategy based on emerging needs and new programming requirements and indicators; and provide innovative ideas to ensure data collection and case management continues to be as efficient and smooth as possible

Mobile Data Collection:

  • Code and thoroughly test assessment tools for MEAL and Program teams into Kobo or other platform, following the mobile data collection process at PUI
  • Provide technical input for tool design in Kobo or other platform, such as form logic, relevancies, constraints, scoring formulas, etc.
  • Upload all forms for data collection to the Kobo or platform server
  • Review translations of data collection forms entirely, allowing the opportunity to review coherence in the questions, answers, skip logics, etc. and making final changes to the forms
  • Download data from the Kobo or platform server, do data cleaning, and share (and archive) the final – clean and compiled – data set with MEAL and Program staff
  • Train staff and volunteers on mobile data collection technologies, e.g. tablets, and the form logics; and
  • Help monitor data for trends and patterns with the support of program management and MEAL Manager and share relevant key findings

Data Quality Management:

  • Monitor the quality of data in databases, identify missing or inconsistent data, and follow up with the program teams to correct errors and improve data quality for the mission; This includes checking the Kobo or platform server on a weekly basis to review the quality of data collection
  • Manage the data collection software account and ensure proper, authorized usage by PUI staff
  • Configure tablets and ensure that all tablets OS and software are updated
  • Perform regular checks of the equipment and systems to ensure high quality data collection and management

Trouble Shooting and Capacity Building:

  • Provide trainings on the IM system(s) to PUI staff, and follow-up with technical support to improve data quality and data management for MEAL and Program teams
  • Train staff on the IM Strategy and how to use the IM system(s)
  • Provide technical troubleshooting support to staff as necessary, in a timely manner, about the IM system(s) and mobile data collection technologies, acting as the focal point for all technical troubleshooting and support

Mandatory Requirements

  • Language skills: fluent in English (speaking, reading, and writing) and in Hausa and knowledge of Kanuri is strongly desirable.
  • Education degree: University degree in Computer Science, Information Management, Statistics, Mathematics or Technical diploma in Computer Science
  • Work experience: at least two years’ experience in similar field with NGOs or in private IT companies

Knowledge and skills:

Job Title: MEAL Assistant

Location: Monguno, Borno

General Objective

  • Under the supervision of the MEAL Officer, the MEAL Assistant will contribute to the implementation of MEAL activities in the field through supporting Project / Field Officers, partner staffs and Community Facilitators / Mobilisers in data collection, consolidation and quality management and undertake M&E related activities and implementation of an appropriate monitoring and evaluation system for successful delivery and attainment of project goals and objectives.
  • She/he will also be in charge of implementing the accountability strategy in Monguno, as well as strengthen capacity-building and capitalization through the development and the implementation of learning tools and process.

Responsabilities and Tasks
Implementation of the Accountability Strategy:

  • Assist the MEAL Officer in the implementation of complaints and feedback mechanism (CFM) based on the highest levels of integrity which beneficiaries will trust and ensures that they can make confidential complaints and be confident of the response processes
  • Monitor complaints received and response (follow-up) processes through developing and maintaining a tracking mechanism
  • Ensure that feedback is routinely recorded, reviewed and responded timely in line with feedback mechanism guidelines
  • Be the first point of contact for beneficiary, staff and stakeholder complaints
  • Maintain and update the CFM database and provide timely update to project staff based on the nature of feedback
  • Assist in Analyzing patterns and trends in complaints to help improve programming
  • Generate periodic reports and share with the MEAL officer
  • Conduct periodic field visit to ensure that accountability systems are in place and the necessary support is provided as needed
  • Participate in internal and external meetings related to humanitarian accountability

Implementation of the Monitoring & Evaluation Plan:

  • Assist the MEAL Officer in the collection, reporting and validation of monitoring data of project teams and ensure the data reported by Field Officers/Program Managers is accurate and of good quality and reported in a timely manner
  • Support in ensuring that community leaders and beneficiaries are actively participating in all project and M&E activities
  • Ensure utilization by projects of appropriate data collection and reporting templates that facilitate the acquisition and aggregation of data

Internal and External Reporting:

  • Update MEAL Officer on daily achievements and challenges encountered on the field, at the end of each day
  • Ensure that the data collected goes through a data cleaning and validation process each day
  • Keep monitoring tools and files archived at the PUI office, ensuring their availability to the MEAL department
  • Pass on any information or problems to her / his direct and / or indirect supervisor concerning her / his task, PUI programs, or safety aspects

Capitalization / Institutional Knowledge Building:

  • Participate actively in team workshops and lessons learnt seminars
  • Assist in training of beneficiaries, community leaders, community facilitators / mobilisers and Field staff on M&E if needed
  • Assist in developing a responsive, functional and appropriate feed backing mechanism which can improve current project implementation and guide future programming
  • Support in identifying and formulating accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of PUI project activities

Communication & Follow Up:

  • Respond to beneficiaries’ queries with good knowledge of relevant information when approached
  • Assist in developing a responsive, functional and appropriate feed backing mechanism which can improve current project implementation and guide future programming

  • Computer skills: : Knowledge of the MS office software (including Word, Excel, Outlook) and a basic understanding of data analysis packages such as SPSS, Epi-Info etc.
