Job Summary
- The Director of Programmes will be responsible for overseeing the development and the implementation of high-quality programmes while ensuring integration and impact across all programmes and projects in the NRCS
- The Director of Programmes will mentor and supervise the programmes’ department heads, ensuring alignment of programmes with NRCS strategic direction and adopted policies, the use of good project management practices and compliance with NRCS rules and regulations.
- He/she will also coordinate collaboration with Red Cross/Red Crescent partners, Government authorities and other parters, representing NRCS programmes at the senior level with international organizations, government entities and other relevant bodies.
- The Director of Programmes will be responsible for developing partnerships and mobilizing resources to ensure that NRCS has the financial, technical and human resources required to ensure the delivery on its mandate.
- The Director of Programs will ensure that the planning, implementation and reporting of all programs is done in accordance with NRCS and donors requirements, ensuring that the highest standards are respected in terms of reporting, financial management, accountability to beneficiaries.
Main Duties and Responsibilities
Strategic:
- Provide strategic guidance to the programme HOD’s in developing their own strategic plans, defining objectives and plans of action and ensure a coherent and integrated approach. For this purpose, ensure that standard cross cutting issues, such as reporting, finance and administrative requirements are integrated into the plans of action of each of the concerned departments.
- In close cooperation with the Secretary General and the Coordinators for Branch Operations, clear guidance and proposals shall be developed to guide the regular work of NRCS branches (pillar 1) across the organization.
- Work closely with the Coordinators for Branch Operation to ensure seamless implementation of programs (pillar 2) across the National Society, defining clearly roles and responsibilities of the different levels of the organization.
- Ensure clear communication of the overall objectives of the society for its humanitarian and development programmes
- Direct and guide the design and development of concept papers, proposals and partnerships.
- Champion the process of developing and implementing institutional and operational capacity enhancement initiatives with the objective of improving the NRCS services delivery capacity

Operational:
- Oversees planning and implementation of programmes as well as project monitoring, evaluation and reporting

Partnerships and Resource Mobilization:
- Promote and supervise the development of quality program proposals in the respective programmatic areas to mobilize resources for NRCS to deliver on its mandate.

Main Duties and Responsibilities
Strategic:
- Oversee the planning and forecasting of the society’s workforce requirements, organizational structure and manning levels, in line with overall corporate goals and objectives
- Monitor HR and talent strategy that supports NRCS and covers all facets of human resource management activities for the society
- Develop and oversee the implementation of annual operating plans of his/her assigned units, i.e. Legal, Security, Logistics, HR, ICT and Admin

Main Duties and Responsibilities
Strategic:
- Oversee and develop a multi-sector needs assessment towards a long-term community resilience programme to address protracted food crisis, risk of recurrent hazards and establish community and household level disaster preparedness
- Strengthen national societies’ disaster preparedness and response capacity through enhanced contingency planning, prepositioning of response stocks and regional/sub-regional surge capacity
- Collaborate with relevant government agencies and other non-movement actors to inform a coordinated national response strategy
- Support the branches to tackle small and moderate scale disaster or crisis (Pillar 1) which do not meet thresholds for DREF or Emergency Appeal
- Facilitate movement-wide pre-disaster or crisis meeting to plan and undertake response activities

- Define a clear strategic direction for Health and Care programming taking into consideration the findings of periodic nationwide assessments

Job Summary
- The head of PMER will be responsible for strengthening and improving the quality, performance and impact of the programmes by providing technical support to the NRCS programmes in planning, reporting, monitoring and evaluation (M&E) processes. This will include the development of tools, methodologies and templates to be used across NRCS and the quality assurance of all plans, reports and evaluation to ensure that they meet que requirements of the NRCS and donors.
Main Duties and Responsibilities
Strategic:
- Review and approve PMER processes and tools for NRCS programmes (Pillar 2) and ensure adaptation to the branch regular activities outside programs (Pillar 1).
- Facilitate inter-sectoral planning and integration of common strategies as well as harmonization of various internal planning processes (strategic, operational and emergency)
- Promote and facilitate the development and implementation of tools and SOPs for management of programme data within NRCS ensuring compliance, among others, with data protection laws.
- Supporting the programme staff in planning, monitoring, reporting and evaluation of NRCS programs and activities, to ensure that elements needed for accurate reporting are well in place with particular focus on monitoring of progress and reporting on impact.
- Consolidate and analyze information in a way that can be used by NRCS senior management to take timely decisions and for NRCS communications to position NRCS as a key humanitarian actor.
- Follow-up closely on monitoring and reporting requirements of all programs implemented by NRCS in order to ensure timeliness and compliance with NRCS commitments.
- Provide guidance and support on PMER adapted to the needs and capacities of NRCS branches to plan, monitor and report on regular NRCS activities (Pillar 1).
Operational:
- Develop a systematic monitoring and evaluation framework to improve the qualitative and quantitative evidence gathered by each NRCS programmes
- Assist programme teams in the revision of the project log frame, project workplan particularly in the areas of performance indicators and their measurement
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide baseline statistics for impact evaluation
- Ensure the development of baseline data for each project component and for all indicators
- Conduct, oversee and represent NRCS in coordination meetings of partners, stakeholders in programmes, planning and reporting
- Oversee NRCS field level activities for the collation of programme data on a scheduled and regular basis
- Maintain and administer the monitoring and evaluation database; analyse and aggregate findings for reporting purposes
- Support programme teams in project progress reporting, project mid-term review and final evaluation
- Supporting and facilitating the highlighting of outcomes, impact and learning in programme reports thereby increase the relevance of reports to donors and the wider humanitarian community.
- Represent the technical content of NRCS project work to stakeholders at implementation level
- Identify areas where technical support to project partners, and volunteers is required. Organise M&E trainings as required
- Collate lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to project managers on improving project performance using M&E findings
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Facilitation and consolidation of quarterly reports for the NRCS SG and Governing Board as well as the Annual Report of the NRCS.

Qualifications and Experience
- First degree from a reputable institution in Statistics, Project Management, Computer Science, Public Health or related field
- Post-graduate degree in Statistics, Project management, Computer Science, Public Health or related field is an added advantage
- Relevant professional training in monitoring, performance-based management, planning and evaluation
- Minimum of 10 years relevant experience, with at least 3 years in a management role in a reputable organization
- Work experience in a non-profit/ humanitarian organization designing and managing beneficiary monitoring and database systems

Job Summary
- Acknowledging that the organizational development is a responsibility of the entire National Society, and cannot be limited to one organizational function, the Head of Organisational Development will be responsible for facilitating and overseeing the implementation of the organizational development processes and initiatives of NRCS; for providing overall guidance and support in ensuring quality and timely implementation of key OD activities; ensuring proper alignment and coordination inside the NS; and keeping the leadership of NRCS fully involved in these organizational development processes.
Main Duties and Responsibilities
Strategic:
- Provide technical guidance and hand-on support in developing and implementing the organizational development vision and strategy of the NRCS.
- Support the Director of Programmes and the Secretary General in overseeing the translation of the NRCS strategy and vision into operational strategies with measurable objectives to be implemented by different areas of the organization: governance, programs, support services, branches, etc.
- Coordinate the implementation of NRCS annual strategic objectives by the HQ and the branches in a timely manner and within budget.
- Ensure proper communication and engagement from all NRCS departments and branches in the planning, implementation and evaluation of NRCS strategic objectives
- Ensure alignment and coordination among the different OD initiatives and projects as well as alignment between those OD initiatives and the programs of the Nigerian RC.
- In coordination with the Coordinators for Branch Operations, provide guidance and support to NRCS on organizational development matters. In particular, following up on the implementation of the BOCA process in NRCS branches.
- In coordination with the Coordinators for Branch Operations and the Program Coordinators, to promote and facilitate guidance and tools for NRCS regular activities in their communities (Pillar 1)
- Develop strong relationship and partnerships with Red Cross and non-RC partners to mobilise financial and technical support for the organizational development of the NRCS.
Operational:
- Regular monitoring and reporting on the implementation of key OD initiatives at NRCS (due diligence improvement plan and others)
- Engage and collaborate with movement partners and other external stakeholders where necessary in support of strategy implementation efforts and organization development activities
- Development of detailed plans and budgets for the implementation of OD projects and initiatives
- Lead in the mobilisation of technical, human and financial resources for the implementation of OD projects and activities
- Coordinate regular branch organization capability assessments using the BOCA tool and work with the Regional Coordinators and Branch Coordinators to drive the implementation of the outcomes of the BOCA recommendations to report to NRCS Secretary General and Governance.

Job Summary
- The Head of Communication and Advocacy shall be responsible for developing and implementing clear corporate communications and brand strategy deriving from and supportive to the overall corporate goals and objectives of NRCS.
- This role also entails implementing brand guidelines as regards internal communication and brand touch points at the Headquarters and overseeing compliance at the branches.
- The role will include the management of the different communication aspects of the NRCS: public website, social media profiles, media relations, internal communication tools.
Main Duties and Responsibilities
Strategic:
- Develop clear communication strategy for NRCS to increase the visibility and positioning of the National Society and contribute to the resource mobilization strategy. The strategy should have clear and measurable indicators and targets.
- Articulate, execute and manage strategies on branding, publicity, advertising, media management and events management to deliver the society’s reputation and brand positioning aspiration with the Nigerian public, media and corporates.
- Develop policies and guidelines for all aspects of the communications and brand management function, both internal and external and monitoring that those policies are properly enforced across the organization.
- Design and develop the NS Communications and Advocacy Operational plans, and budgets and monitor their implementation reporting on performance quarterly to NRCS management and governance.
- Ensure that NRCS communication, visibility and positioning is fully aligned with the Red Cross Fundamental Principles, policies and guidelines.

- Conduct annual researches to understand the perception of the NRCS brand and activities among the Nigerian public and other stakeholders

Job Summary
- The Head of Volunteer, Gender & Youth Management will be responsible for overseeing all gender and youth activities of NRCS.
- This role will manage all elements of volunteering at the NRCS including assessing and meeting the NRCS needs through the recruitment and retention of volunteers.
Main Duties and Responsibilities
Strategic:
- Develop and promote a solid volunteering management systems for the NRCS, including policies, procedures and tools to recruit, retain and develop the work of the volunteers within the organization.
- Develop policies and strategies to promote the engagement of the youth across all levels of the organization (branches, HQ, Governance, etc.)
- Develop programmes to address gender and youth related issues in communities

- Liaise with the headquarters and branches to understand the volunteering needs and generate appropriate volunteering opportunities/role descriptions
