Job Title: Finance Coordinator

Location: Maiduguri, Borno
Employee Status: Fixed Term

Role Purpose

  • The Finance Coordinator role will support the Humanitarian Finance Manager in the relevant geographic area in emergency response programmes in delivering the Finance teams’ objectives in a timely and accurate manner
  • Supervise the Finance officer(s) and Finance Assistant(s) ensure that processing and reporting deadlines are fully met; financial controls and procedures are strictly adhered to by all field office staff
  • The main responsibilities of this post will vary according to the terms of reference for each assignment
  • The post-holder is likely to undertake senior deployments.

Scope of Role

  • Reports to: Humanitarian Finance Manager
  • Dimensions: Direct reporting
  • Staff directly reporting to this post: Finance Officers and Finance Assistants

Key Areas of Accountability
Financial Reporting and Control:

  • Prepare and Monitor accurate and timely submission of financial reports and attachments to members, donors and government regulatory agencies.
  • Responsible for checking and verifying the food voucher e-payment to beneficiaries on all humanitarian cash transfer awards.
  • Compile Monthly transaction listings for review by the budget holders and provide upon request by the budget holders.
  • Provide the budget holders a monthly update on the budget variance analysis.
  • Review and signs off purchase orders and represent Finance at  Procurement Committee Meetings

Budget Management, Monitoring and Control:

  • Support the Humanitarian Finance Manager in the master budget development for the response
  • Support budget holders in the proposal budget costings, creating Reporting Templates and DEAs
  • Support budget holders in the understanding of budget reports including phasing and re-phasing of budgets
  • Support budget holder in the realignment of budgets
  • Support the Humanitarian Finance manager in the preparation of the field office Budget with potential gaps actively highlighted and communicated for inclusion in new proposals.
  • Provide support to budget holders in reviewing and understanding monthly financial budget monitoring reports and follow up on any recommended action points.
  • Provide support to Humanitarian Finance Manager with advice/training to budget holders on budget management and phasing.

Audit & Evaluation:

  • Assist with the Internal and External audit preparations including putting together relevant documentation and TOR for the Audit
  • Ensures humanitarian grants audits are conducted effective
  • Follow up on audit issues and provide appropriate response with support from Humanitarian Finance Manager.

Qualifications and Experience
Essential:

  • A Bachelor’s Degree in Accounting / Finance / Business Administration or other relevant professional qualification with 3-5 years working experience in relevant field.
  • Extensive experience, including first phase responses, with NGOs in an international emergency environment or in fragile states.
  • Knowledge of the requirements and experience managing grants from the major emergency donors including budgeting, eligibility issues, compliance management, and reporting.
  • Experience of and well-developed skills in staff management and supervision.  Proven strong coaching and capacity building skills.
  • Good attention to detail and analytical skills
  • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Proven experience in financial management and producing appropriate management information to support strategy development and decision-making by budget holders and programme implementers
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams.
  • Experience of managing or supporting programmes in each stage of the project cycle, including development of funding proposals, budgeting, technical and financial monitoring in the context of grants/restricted funding sources.

Desirable:

  • Experience of Project Management, M&E Management or Funding Coordination would be a appreciated
  • Fluent in English.

Job Title: MEAL Officer

Child Safeguarding

  • Level 3 – The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

Role Purpose

  • The Emergency MEAL Officer will coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress and support impact measurement
  • S/he is responsible for establishing and ensuring better data management systems for the core program
  • He/she provides technical support and training to the field staffs, participates to the roll out of the accountability framework and contributes to internal knowledge building. Provide support to implementing partners and program staff to systematically measure progress in the implementation
  • She/he will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the project and ensure that the information can support and guide the decisions of the management team to improve the quality and impact the program operations.

Key Areas of Accountability
Key Responsibilities for M&E:

  • Liaise with the MEAL Coordinator for the development and implementation of an M&E Plan for the Sector and provide MEAL related support to the sector.
  • Develop data capture tools for beneficiary identification and registration and distribution register
  • Provide community organizations, implementing partners and save the Children staff with clear and simple instructional sheets for each data collection tool and trained/provide regular coaching to relevant staffs and other stakeholders on data quality and the use of the data collection tools.
  • In consultation with education sector lead, design and develop program database, IPTT and regularly update database for the sector.
  • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Contribute to the revision of monitoring and evaluation tools and train program team on design and proper use of it.
  • Organize learning events and document lesson learn/findings of PDM, CPA, field monitoring visit with education sector and develop learning paper with action plan and timeline.
  • Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
  • Provide project related figures and conduct regular data verification exercises to ensure reporting and collection of quality data; Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
  • Respect schedules and deadlines agreed upon with his/her Manager.
  • Lead the coordination of field data collection and the flow of reports from the field to the management team and provide regular feedbacks to field workers and key stakeholders of progress in program implementations.
  • With support from the MEAL Coordinator and MEAL Manager, establish and maintain project level information management system.
  • Actively participate in M&E meetings with key stakeholders. Take part in diagnostic studies, evaluations and surveys;
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
  • Prepare monthly/quarterly progress reports and statistics as well as mid-/final reports to stakeholders
  • Advise and put in place a system for promoting transparency and accountability of plan for stakeholders.
  • Conduct Post Distribution Monitoring, Child Participatory Activities for the project and Field monitoring visit to project locations.
  • Data analysis and writing of monitoring and evaluation reports e.g. analyse PDM/CPA data and produce reports
  • Take part in the recruitment of enumerators and survey consultants;
  • Perform other tasks as assigned by the supervisor.

Skills & Experience
Essential:

  • Minimum of 3 years post NYSC experience in M & E positions and/or program experience in field data collection in emergencies
  • Detailed knowledge of M & E frameworks and M & E Plans, systems and indicator reference sheets
  • Experience maintaining programmatic databases
  • Good understand of routine data quality checks/validation
  • Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research case studies
  • Advance knowledge Microsoft Office Suite, especially MS Word, Excel, and PowerPoint
  • Training and facilitation skills in Education,
  • Experience in advocacy for education related issues
  • Working knowledge of Hausa language.

Desirable:

  • Have experience and/or knowledge about working with children on research issues and is aware of the local legal and child protection systems.

Job Title: Accountability Officer

  • To be responsible for working with programme staffs and beneficiaries to develop structure and methods for managing the complaints and feedback in the field as well as maintaining the integrity of information received
  • This role will also involve management of CRM database by ensuring proper documentation and aggregation of CRM data including complaints received, investigated and responded to as well as providing detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports.

Key Areas of Accountability
Objective 1: CRM Development, Support, Logistics and Coordination:

  • Set up a Beneficiary Complaint and Response Mechanism for humanitarian projects
  • Develop appropriate tools for capturing the complaints and feedback
  • Train the relevant staff/beneficiaries on data management process of CRM system
  • Ensure a proper filing system for all the complaints and feedback received through the helplines
  • Aggregate CRM data from the field to a summary CRM database
  • Provide detailed summaries of complaints issues for operational meetings and forums.
  • Identify complaint and other feedback trends which indicate where the Programs can improve.
  • Provide ad hoc reports as requested concerning complaints and other Beneficiary feedback.
  • Receive, investigate and respond to beneficiary complaints under the direction and supervision of Program/field Managers
  • Follow up on complaints and feedback internal referrals with appropriate offices and sectors and respond to raised pending issues
  • Negotiate suitable resolutions to complaints with the beneficiaries under the direction of the Program/Field Manager
  • Develop monthly CRM report.

Objective 2: Routine Monitoring and Evaluation:

  • Support on-going monitoring and evaluation (M&E) of projects in reporting routine monitoring data against performance monitoring plans and frameworks
  • Work with field teams to collect information on potential case studies and success stories
  • Other duties as directed.

Education and Experience

  • Bachelor’s Degree in a relevant discipline (Health Sciences, Social Sciences, Development Studies or other)
  • Minimum of 3 years post NYSC progressive experience working in a related position.
  • Formal training in Accountability, Monitoring and Evaluation, Data Management, Data Quality Assurance (DQA) is an asset

Knowledge and Skills:

  • Skills and experience conducting data verification, analysis, reporting and monitoring
  • Excellent interviewing skills
  • Experience managing a CRM process
  • Ability to lead on detailed logistical tasks such as those required for fieldwork or when organizing events
