Position Summary

  • ICAP at Columbia University seeks experienced and qualified experts to serve as Monitoring and Evaluation (M&E) Lead for several proposed CDC-funded projects related to improving and protecting global health security (GHS) through developing capacities of government health ministries, institutions, and local partners; strengthening health information and surveillance systems and promoting initiatives that support International Health Regulation core competencies.
  • ICAP is recruiting five M&E Leads who will provide technical leadership in developing project M&E plans and frameworks as well as indicators to capture performance results and provide robust monitoring, evaluation, and reporting of all project activities. Reporting to the Project Director, s/he will manage the design and implementation of M&E activities, integrate lessons learned into project implementation, disseminate project successes and challenges to donors and build the capacity of partners on M&E.
  • The M&E Lead positions will be based in the Democratic Republic of Congo, Kenya, Nigeria, Sierra Leone, and Tanzania. The positions are subject to a successful funding application and final approval by the CDC.

Major Accountabilities

  • Oversees the design, review, and implementation of the project’s M&E plan, including the development of project outputs, performance indicators, and targets.
  • Works with the Surveillance Lead to provides guidance and direction in strengthening health information systems (HIS), including the revision and upgrade of the laboratory information system (LIS), electronic medical record systems, and linkage of patient records and relevant health information systems to increase surveillance, laboratory, and outbreak response capacity.
  • Leads efforts to ensure efficient systems are in place for project staff to collect and compile relevant information for the project and other special reports.
  • Ensures improved adherence to national and international M&E standards.
  • Designs and oversees the implementation of M&E systems to collect, manage, and disseminate data for reporting progress towards the project objectives.
  • Ensures the project team’s alignment of activities with national and international policies, strategic plans, guidelines, and standard operating procedures.
  • Provides mentoring and supportive supervision on M&E activities to project staff to inform program planning and improve data quality and service delivery.
  • Ensures that routinely collected data summaries are available promptly and a user-friendly format for regular use by the technical team as well and relevant external implementing partners for decision making.
  • In coordination with the Project Director and other team members prepares consolidated reports that include concise narratives and relevant tables and graphs to meet report requirements for all donors and stakeholders.
  • Leads project’s efforts to build the capacity of staff from relevant government ministries and implementing partners in the area of M&E.
  • Ensures high-quality implementation, consistent with national M&E guidelines, protocols, information and reporting systems

Experience, Skills, and Minimum Qualifications

  • Education: Advanced Degree in Epidemiology, Biostatistics, Public Health, Demography, or related discipline.
  • At least 7 years of experience in the design and implementation of M&E in large, international public health or development projects. At least 5 years of which were spent in a senior or project leadership role.
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis, and presentation.
  • High-level computer skills, including the ability to rapidly process and analyze data using the following: MS Excel, MS Access, SPSS or SAS, and Epi-Info Windows.
  • Advanced knowledge of individual-level and aggregate HIS.
  • Proven experience in M&E and surveillance information
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs

Job Title: Emergency Management Lead

  • ICAP is recruiting five Emergency Management Leads who will provide oversight and direction to the emergency response component of the CDC-funded project.
  • Reporting to the Project Director, the Emergency Management Lead will be responsible for overseeing the planning and implementation of strategies to respond to public health crisis such as epidemics; outbreaks; intentional or accidental releases of dangerous pathogens and/or emergencies and humanitarian events that may affect, result to or further exacerbate a public health crisis at the national, regional and/or international levels.
  • The Emergency Management Lead positions will be based in the Democratic Republic of Congo, Kenya, Nigeria, Sierra Leone, and Tanzania. The positions are subject to a successful funding application and final approval by the CDC.

Major Accountabilities

  • Oversees the planning, implementation, monitoring, and evaluation of the emergency response component of the project, including the development of project outputs, performance indicators, and targets.
  • Leads the implementation of the emergency response operations plans and strategies and ensures that all deliverables (i.e., the establishment of an incident management system, development of emergency operational centers – EOCs and others) are achieved.
  • Oversees and facilitates the capacity building, training, and mentoring of implementing partners, specifically the frontline responders on emergency preparedness and response with emphasis on epidemic-prone diseases, pandemics, and other public health emergencies.
  • Leads the establishment and implementation of rapid response strategies for both small and large scale infectious disease outbreaks and other public health or humanitarian emergencies.
  • In close collaboration with the Surveillance Lead and Monitoring and Evaluation Lead, provides advise and support in establishing mechanisms to intensify surveillance, case-finding, contact tracing, epidemiologic and laboratory analysis, program evaluation, social mobilization, community engagement, psychosocial care, as well as to continue the management of non-outbreak related public health activities as part of emergency preparedness and response strategy.
  • Leads the development, improvement, and dissemination of procedures, guidelines, policies and other SOPs on emergency preparedness and response, and ensures that they are aligned with the requirements of humanitarian and disaster management standards, protocols, charters (e.g., SPHERE) as well as IHR (2005) and the global health security agenda.
  • Designs and conducts monitoring, evaluation, and quality assurance needed to ensure that emergency response deliverables are on track and adhere to donor and key stakeholder requirements.
  • Provides guidance and direction in strengthening field security to protect project staff and ensure operational security and continuity during an emergency response.

Requirements
Education:

Experience, Skills, and Minimum Qualifications:

  • At least 7 years of progressive experience in leading a national or international public health emergency response such as those related to infectious diseases, epidemics, outbreaks, intentional or accidental releases of dangerous pathogens, or other large scale natural emergencies that had a significant impact on public health. At least 5 years of which were spent in a senior project leadership role.
  • Experience working in large scale international health, development, or humanitarian organizations in a resource-limited context.
  • Solid understanding of international humanitarian systems, protocols, standards, and charters such as SPHERE, CHS, and other international humanitarian standards related to Health.
  • Extensive knowledge and understanding of national, regional, and/or international public health issues.

  • ICAP is recruiting five PDs who will provide strategic leadership, oversee the design, planning, and implementation of project activities, and lead a team of experts to successfully implement the CDC-funded projects.
  • Each PD will ensure that project activities are effectively supported in the technical, programmatic, financial, and administrative domains.
  • The PD positions will lead projects based in the Democratic Republic of Congo, Kenya, Nigeria, Sierra Leone, and Tanzania. The positions are subject to a successful funding application and final approval by the CDC.

Major Accountabilities

  • Provides strategic as well as technical, operational, financial, and administrative leadership to ensure the achievement of CDC-funded project goals and objectives.
  • Leads local efforts to improve the prevention of avoidable epidemics, including naturally occurring outbreaks and intentional or accidental releases.
  • Oversees activities aiming to improve the local ability to rapidly detect threats early, including detecting characterizing, and reporting emerging biological threats.

Qualifications
Education:

  • Advanced degree in Public Health, Public Administration or related fields.

Experience, Skills, and Minimum Qualifications:

  • At least 10 years of experience leading or directing large-scale multi-million dollar, multi-country international health or development projects in resource-limited contexts related to any or all of the following areas: global health security, global health programs through health systems strengthening, integrated health service delivery, capacity building, strategic health information system strengthening, surveillance, emergency response.
  • Demonstrated understanding of the Global Health Security Agenda Joint External Evaluation (JEE) indicators, outbreak investigation, and response.
  • Proven capabilities in strategic and operational planning, managing a diverse team of technical and support staff as well as budgeting, managing, designing, implementing, and evaluating.
  • Extensive knowledge and understanding of the country context in general and public health situation, in particular, is required.
  • Demonstrated diplomatic and communication skills to liaise and advocate with governments, donors, thought leaders, and other key stakeholders and implementing agencies.

Qualifications

  • An Advanced Degree in Laboratory Medicine, Biological Sciences, or relevant field.

Experience, Skills, and Minimum Qualifications:

  • At least 7 years of progressive experience in large clinical and public health laboratory settings in the following areas: microbiology, laboratory quality control, and quality assurance systems, implementation, and management. At least 5 years of which were spent in a senior or project leadership role.
  • Experience working in international health or development organizations or projects related to any or all of the following: global health security, global health programs through health systems strengthening, integrated health service delivery, capacity building, strategic health information system strengthening, surveillance, emergency response, in resource-limited context.

Requirements

  • Education: Advanced degree in Public and Health, International Development, with a specialization in epidemiology, infectious disease detection, surveillance, and diagnostics.

Experience, Skills, and Minimum Qualifications:

  • At least 7 years of progressive experience in national/international infectious disease surveillance with a focus on geospatial analyses, cost analyses, and strategies for capacity-building at national and/or international levels. At least 5 years of which were spent in a senior project leadership role.
  • Demonstrated experience in implementing field-based surveillance methodologies, which includes analysis of epidemiological investigation data using new or existing methodologies and techniques.

Job Title: Clinical Associate (HIV Care and Treatment)

Position Summary

  • Working under the guidance and direction of the Care and Treatment Advisor for the RISE project in Nigeria, the Clinical Associate will oversee the implementation of HIV care and treatment activities at health facilities in Akwa Ibom State in Nigeria.
  • The incumbent will be responsible for the direct coordination of HIV services in RISE supported facilities in the State with the goal of achieving and maintaining HIV epidemic control, improve prevention, HIV case finding and treatment programming.

Major Accountabilities

  • Responsible for the implementation and monitoring and evaluation of HIV care and treatment services at RISE-supported facilities including but not limited to same day ART initiation; OI screening, diagnosis and management; ARV optimization; differentiated service delivery design and implementation (including Multi-Month Dispensing); retention strategies; institutionalizing specialized clinics such as viremic clinics among others.
  • To provide technical leadership in communicating HIV Surge urgencies and evidence-based performance optimization in assigned RISE facility(ies).
  • To provide mentorship and supervision to strengthen performance and quality of care through clinical optimizers, facility and community case management teams for achieving linkage to optimized ART, client education and retention, and management of virologically unsuppressed clients.
  • To facilitate training and mentorship of facility and community based ART and case management teams.
  • To assist in program monitoring, evaluation and reporting.
  • To identify gaps in equipment and consumables in assigned facility(ies) with prompt communication for appropriate for remediation.
  • To support implementation of program Quality Improvement projects (including but not limited to patient satisfaction surveys, waiting time assessments, mortality reviews and SIMS assessments) from problem diagnosis, implementing remediation plans, tracking outputs of interventions and reporting.

Education

  • An advanced Degree (MBBS or International equivalent) required.
  • MPH and other professional qualifications will be an added advantage

Experience, Skills, and Minimum Qualifications:

  • Minimum of two (2) years experience in the management of HIV care and treatment projects in resource limited setting.
  • Experience in supporting ART facilities within context and urgencies of the Nigerian HIV Surge require.
  • Prior experience in training, mentoring, and supervision of multi-cultural facility and community based clinical and program teams.
  • Ability to work independently with strong problem-solving skills.
  • Computer literacy with competencies in MS Office Suite required.
  • Fluent English oral and written communication skills; ability to interact professionally in English and oversee development of comprehensive program reports.
  • Experience facilitating small group meetings and trainings for ART teams.

Travel Requirement:
