Job Title: Finance / HR Assistant

Level: 6
Main Purpose
- Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
Accountabilities
- Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
- Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
- Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
- Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
- Update Social security Tax office employee files in order to meet legal requirements and duties.
- Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
- Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF’s interests.
- Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
- Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
- Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
- Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
- Make all administrative information available to the staff (posting, meetings, etc.).
- Classify and prepare all accounting pieces as requested by the Administration Manager.
- File the accounting documents and enter the accounting pieces in the accounting software, with the support from the
- Administration Manager and/or the Accounting Manager (ACMA).
- Support the Administration Manager in translating documents into local language
- Assists the Administration Manager in meetings upon request.
Requirements
- Education: A desirable Diploma in Finance, Business or Administration.
Experience:
- Essential: previous working experience of at least two years in relevant jobs.
- Desirable: experience in MSF or other NGOs in developing countries.
Languages
- English and Hausa.
Knowledge:
- Essential: computer literacy (word, excel, internet).

Job Title: Project Coordinator Assistant

Main Purpose
- Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with
- local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order
- to ensure the smooth running of the project.
Accountabilities
- Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision-making processes.
- File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.
- Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
- Assist the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.
- Ensures the continuity of relations with local actors and keeps updated the list of contacts.
- Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
- Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration on-board and within the project environment.
- Translate documents and act as an interpreter when needed.
MSF Section / Context Specific Accountabilities
- Ensure the weekly incident report (WIR) is updated as needed and keep the project coordinator informed on any key security issues that he may directly be informed of ensuring discretion as required
- Support in recording meeting notes and sharing the same in a timely manner as required.
- Support in the running of the office and supporting logistics activities as may be requested by the project coordinator.
- Support the Project Coordinator in ensuring appointments are met and project meetings book is updated and shared as required.
Requirements
- Education Desirable: university degree.
- Experience Desirable: two years of previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs.
- Languages: English and Hausa.

Job Title: Base and Facilities Officer
Code: LT03500

Report to: Logistics Manager
Report to (functional): Logistics Manager
Area: Logistics and Supply
Working Hours: 48 Hours per Week
Contract Duration: 6 months
Level: 5
Main Purpose
- Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.
Accountabilities:
- Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures.
- Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
- Checking the maintenance of the various open spaces (gardens, courtyards…) and ensuring that domestic waste is correctly discarded.
- Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
- Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
- Inventories and the reallocation of equipment.
- Renewing the authorization to use radio material with local authorities.
- Checking the quality of the work carried out on generators and electrical installations.
- Preparing orders for his sector activity do the follow-up, and checking their proper reception and state.
- Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
- Participating in trainings at the request of the line manager.
Requirements
- Education: Essential Secondary Education.
- Experience: Desirable experience with other NGOs.
- Languages: English and Hausa.
- Knowledge: Computer literacy and radio equipment user-knowledge.
