Role Overview
- Under the supervision of the PPO Maritime and Transport Facilitation Corridors, the incumbent will develop strategies for addressing logistical barriers regarding regional transit as well as reducing the transportation cost in the Community which ranks among the highest in the World.
- The PO Corridor Development and Logistics will employ current trends in the area of Economic Development Corridors while achieving corridor efficiency in terms of least cost, reliability and competitive travel times.
- The interventions will cover facilitation of the entire supply and logistics chain starting from the port of origin (or inland points) through regional corridors to the destination points.
Role and Responsibilities
- Develop programs, projects and activities to promote the facilitation of legitimate goods, persons and services along the ECOWAS Regional transit and transport Corridors.
- Provide technical expertise on the implementation of the ECOWAS Regional Road Transport and Transit Facilitation Program
- Provide technical expertise for the implementation of economic development corridor initiatives that ensure efficiency in terms of least cost of transport, reliability and competitive travel times
- Assesses and organizes logistics in terms of transport requirements, receipt, handling, storage and distribution of items and establishes proper warehousing and recording system
- Establishes a detailed procurement programme plan to determine appropriate specifications of required items, according to established guidelines and procedures
- Act as a focal point for advice to Regional Member Countries on ports infrastructure and logistics issues and lead policy dialogue with governments in advancing policy, regulatory and institutional reforms in the ports sector
- Involved in programme implementation and assists in all matters pertaining to logistics and procurement
- Carries out regular trips to ensure that relief material forwarded to projects has been received and properly accounted for at their destinations, and in case of loss or damage follow up with clearing agents, shipping and insurance companies
- Devises methods of stock control, closely monitors warehousing management, and regularly submits situation reports on stocks, equipment and prepositioned goods
Academic Qualification and Experience
- Bachelor’s degree in Civil Engineering, Transport Planning, Economics or Logistics, International Trade Policy or Social Sciences from a recognized university;
- 5 years’ experience in cross border corridor development projects covering areas such as cross-border infrastructure development, cross-border corridors and spatial planning, spatial development initiatives, engineering in a developing country, with experience in project preparation and procurement;
- Must have experience in port logistics & terminals, border operations, transit systems and multi-modal transport, inland or dry ports and warehousing as part of cross border trade and transit operations.
- Must have been part of at least one project in transport logistics, transport facilitation or corridor development.
- Knowledge of cross border transport projects and social impacts of infrastructure development projects and programs, and programme performance assessment;
- Experience in monitoring and evaluation of infrastructure related projects or programmes;

Role Overview
- Under the supervision of the PPO Roads and Railway, the PO in-charge of Railway Development will provide technical expertise in the area of railway transportation as relates to policy, strategy, services, operation and infrastructure development.
- The PO will also advice the Department on specific technical areas for the design and implementation of key programs, projects and interventions to support the improvement of the railway sector in the region, in line with the objectives of ECOWAS
Role and Responsibilities
- Lead the implementation of the ECOWAS Regional Railway Master Plan;
- Develop programs, projects and activities to promote the development of the railway sector in the region.
- Advise on rail sector projects (feasibility, planning, development, and transaction advisory).
- Provide technical leadership (Team Leader) and manage technical expertise on rail sector projects in emerging markets, to help project managers deliver projects on time and within budget.
- Support development of the Regional railway programs and projects with the objective of improving project implementation and Member States capacity.
- Identify potential markets for railway development in the region, and developing and executing the marketing plans.
- Support the Department of Infrastructure to develop and maintain the Community’s expertise on railway transport, and logistics to support the strategic goals of the Commission and West Africa.
- Manage the timely submission of project deliverables, record keeping, and participation in meetings/briefings as required by project contracts.
- Support business development and marketing activities, including evaluating and advising on whether to pursue project opportunities in the rail sector and identifying potential partners and team members.
- Participate in the preparation of rail sector procurement and contracting activities covering expressions of interest (EOIs), Terms of Interest, requests for proposals (RFPs) as well as the evaluation of tenders and contracting.
- Monitor the implementation of railway components of major transport infrastructure programs in ECOWAS member states.
- Perform other related duties as may be assigned by the Head of roads and railways division, Director of Transport or Commissioner.
Academic Qualification and Experience
- Bachelor’s Degree in Railway Engineering, Civil Engineering, Electrical Engineering, Electronics and, Mechanical Engineering, Transport Engineering, Planning, Economics Logistics, or other related discipline from a recognized university;
- 5 years’ experience in railway project implementation and development in a developing country, with extensive experience in the preparation and execution of infrastructure projects;
- Demonstrated knowledge of policy development process, project preparation, procurement, technical studies, Design of major Railway projects
- Practical technical knowledge and understanding of rail transport operations and management, rail logistics chains and infrastructure development in line with best practices

Role and Responsibilities
- Monitor the effective operations of the National Coordinating Committees (NCCs) in terms of the timely production of the Country Economic Reports and the management of the ECOMAC database for multilateral surveillance;
- Coordinate the organization of meetings of the other institutional organs of the ECOWAS Multilateral Surveillance Mechanism, namely the Joint Secretariat, and the ECOWAS Convergence Council;
- Coordinate the effective collaboration and cooperation with other regional organizations and technical partners involved in multilateral surveillance mechanism;

- Knowledge of economic and social policy, ranging from interest rates, taxation, unemployment, inflation, economic growth, fiscal and monetary policies, energy, health, transport and international development;
- Knowledge of up-to-date macroeconomics, development planning and statistical data representation and interpretation, and statistical analysis software;
- Published track record on economic issues;

Role Overview
- Under the supervision of the Director for Transport, the PPO Air Transport will provide technical expertise in the area of Air Transportation as relates to policy, strategy, services, operation and infrastructure development
- The PO will also advice the Department on specific technical areas for the design and implementation of key programs, projects and interventions to support the improvement of the air transport sector in the region, in line with the objectives of ECOWAS.
Role and Responsibilities
- Promote ECOWAS’s air transport views and interests and ensure the successful implementation of the Organization’s mandate and objectives within the Region
- Promote the development of an affordable, reliable, well connected and efficient Regional air transportation services within the West African Region and beyond.
- Actively lead regional initiatives and promote regional technical cooperation and assistance projects aimed at supporting a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation system within the ECOWAS region
- Act as secretary to regional group meetings and coordinate regional programmes dealing with aviation safety (BAGASOO and UEMOA COSCAP/RSOO), air navigation capacity and efficiency, aviation security and facilitation, environmental protection, and other air transport related initiatives; participate in high-level meetings dealing with civil aviation
- Support the implementation of the ICAO Global Aviation Safety Plan (GASP), Global Air Navigation Plan (GANP), Global Aviation Security Plan (GASeP), and the “No Country Left Behind” initiative and Cooperative Arrangement for the Prevention of Spread of Communicable Disease through Air Travel (CAPSCA) within the ECOWAS Region.
- Provide strategic advice and assistance to high level authorities in Member States in the implementation of ICAO global aviation safety, security and facilitation, and air navigation capacity and efficiency plans, giving high priority to those States with Significant Safety Concerns (SSCs), Significant Security Concerns (SSeCs) and deficiencies on the implementation.
- Cooperate and coordinate with other partners providing technical assistance in the Region.
- Support States in the implementation of ICAO SARPs; coordinate required assistance for States, including related training activities.
- Advice on the preparation and implementation of regional and continental air transport Policies, Laws & Regulations for the ECOWAS Community in accordance with the ICAO’s Standards and Recommended Practices (SARPs).
- Initiate action and follow-up the implementation of policy decisions / directives of ECOWAS Authority on air transport matters such as establishment of autonomous civil aviation administrations/authorities, coordination with national civil aviation authorities especially within the Air Transport Committee meetings, and, the common representation of the ECOWAS Member States to the ICAO Council (Part 3);
- Coordinate and monitor the execution of regional air transport programmes (PASTA-CO) and projects including studies, and work closely with consultants;
- Develop policies, programs and strategies to ensure the standardization of the air services, Air Transport (Aircraft Airlines, Airports, Handling services, Safety and Security, aviation charges & fees, aviation training centers, Feasibility Studies, etc.) and the implementation of air transport integration based projects such as regional aircraft maintenance facility, regional airline company, development of airport infrastructure, equipment and facilities;
- Coordinate/Cooperate with the International Civil Aviation organization (ICAO), the African Civil Aviation Commission (AFCAC), the African Airlines Association (AFRAA), the European Civil Aviation Conference (ECAC), the World Food Program (WFP) as well as with other Regional Economic Communities (RECs) and integration organizations such as West African and Monetary Union (WAEMU) and Banjul Accord Group (BAG) Secretariat;
- Perform managerial responsibilities for scheduling and resourcing project teams, preparing sector budgets, and the corresponding staff development measures to ensure implementation.
- Provide business support functions including financial management of projects, assistance with the procurement of goods and services, preparation of bids and submissions, and the development and mentoring of other staff.

Academic Qualification and Experience
- Master’s Degree or academic equivalent in an aviation-related field, including Scientific or Technical Discipline, Management, Administration, Economics, Engineering, Law or a related area.
- 10 years experience in aviation safety, air navigation, air transport or related area or a regional / international organization involved in the development of air transport standards, services, programmes or policies
- Technical experience in a public, private or international civil aviation organization.
- Experience at the international level or dealing with aviation matters crossing national boundaries, including high-level negotiation with government authorities.
- Experience in dealing with civil aviation activities in the ECOWAS/Africa Region.
- Demonstrated leadership ability, initiative and judgment.
- Demonstrated knowledge of policy development process, project preparation, procurement, technical studies, design of national, international, regional, continental air transport policy

Academic Qualifications and Experience

- 10 years of professional experience including 2 years relevant international work and 2 years at a supervisory level;
- Technical knowledge of theories, principles and methods in areas of education, primary education, scientific innovation and/ social sciences;
- Knowledge of theories and practices in: programme and project management in education, monitoring and evaluation, training and capacity development in education, alternative basic education, curriculum development and in promoting of science;
- Solid knowledge of ECOWAS policy on cultural affairs and related areas, and a strong appreciation of the role of culture in empowering and enabling other actors.
