Job Description
- Support the project department and the organization with planning, coordinating and implementing effective HSE policies, guidelines and procedures to ensure that the department / organizational objectives are met.
- Provide support to the Project and Operation team in all aspects of safety, occupational health, safety, and environmental issues.
- Support the Project Department in ensuring HSE compliance onshore and offshore and perform regular HSE audits in the areas of business.
- Attend pre-job, planning and client meetings as required on HSE related matters. Provide support to the department on the implementation of Company-wide HSE initiatives.
- Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements.
- Ensure training, toolbox meetings, and drills are implemented as part of the company’s offshore training and HSE program, i.e. emergency response systems, etc.
Qualifications
- Minimum years of experience should be five (5) years
- Qualifications in / NABTEB / ADN / OND / ND / NCE / B.Sc / B.Ed / B.Tech
Competency Requirements:
- Minimum First Degree in Engineering, with specialization in QHSE or related discipline.
- Possess certification in NEBOSH
- Minimum of 5 years of relevant experience in the Oil & Gas-Offshore Construction Industry.
- Knowledgeable in ISO 9001, ISO 14001 and OSHA 18001, ISM, ISPS standards and HSE management systems is highly preferred.
- Strong passion for HSE and related activities.
- Good MS Office skills, particularly in Excel, Word, and Powerpoint.
- Able to work independently and meticulous.
- Must be willing to travel at short notice.

- The candidate will provide designs and solutions for process improvements to achieve Company goals and leading performance in reliability, efficiency, cost and profitability, quality control, document management system provision and protection.
- He or she will lead and provide OE awareness, training, knowledge and best practices. The incumbent will resolve OE implementation problems, assesses OE performance, and identify process improvement opportunities.
Responsibilities
Quality Management Responsibilities:
- The incumbent will lead professional teams to implement best practices of excellence and leverage those practices across the department.
- The incumbent will provide guidance and support to implement and improve OE solutions across operating and service divisions with consideration to linkages and complexities among them.
- In addition to in-depth knowledge of OE, the incumbent should have a working knowledge of ISO standards and safety management systems (SMS) to effectively engage in integrated OE assessments.
- The incumbent should be capable of working independently in areas of expertise, as well as providing work direction to other employees and teams.
- The incumbent shall work with senior leadership to develop plans and initiatives to promote and sustain targeted operational excellence performance.
- Also, serve as a subject matter expert (SME) to manage OE systems, OE model improvements, OE standards, procedures, processes, regulations, practices and knowledge sharing across the department to achieve and sustain high OE performance.

Document Control Responsibilities:
- The incumbent shall be responsible for receiving documents and transmit the same to the end-user.
- Ensures that all customer documentation transactions are correct in order to ensure compliance with the regulation. Responsible for maintaining hard copy & Electronic Document Control records.
- Maintain catalog and create a database using MS Excel to organize and track files. Establish a file maintenance program for all files/documents.
- Help to create and organize a functional Document Control department. Perform document management, record keeping, distributing, routing, and filing of all controlled documentation.
- Ensure all documents are as up to date within the electronic filing. Work to quality assurance procedures & engineering specifications. (Scan, catalog, create indexes, and create an online library for each job).
Qualifications
- The Successful Candidate will hold a Bachelor’s Degree in Science, Engineering, Business, or Safety and Environmental Sciences from A Recognized and Approved University. An Advanced Degree Will Be A Plus.
- The candidate will have seven (7) years or more of work experience in quality control, document management or a similar work environment.
- Must have fundamental technical knowledge and expertise in developing, implementing, and coordinating comprehensive management systems such as EFQM or BQA, and broad technical knowledge of ISO Standards 9001, or 45001), SMS.
- Must have an Auditor or Implementer certification or have equivalent international certification. Total Quality Management (TQM) certification and Lean/Six Sigma Certification is strongly desired.
- A record of presentations or publications on OE and management systems at local, regional, or international conferences or journals is highly desired.
- The candidate will have the ability to work with all levels in an organization and the ability to work with and direct highly diverse technical teams.

- The successful incumbent shall manage, implement, verify and enhance the QHSE profile, culture, systems, behaviours and policies of the company both onshore and offshore within all operating regions.
- Manage and evolve QHSE Management systems for the company. Implement and verify compliance with the provisions of the Management System and HSE management systems across the fleet.
- Ensure effective implementation of the QHSEMS and continual improvement of the organization’s performance.
- The candidate shall primarily ensure effective management of all activities in the company related to the health and safety development, implementation, maintenance of, and compliance with the company’s policies, procedures, and standards governing the safety of all material and personnel assets of the company.
Requirements
Qualifications / Certificates:
- A graduate in a relevant field of study or equivalent combination of experience and education in the oil and gas, offshore or marine
- NEBOSH Diploma or NQV Level 4 Occupational Health and Safety.
- Lead Auditor Qualification (ISO 9001 or OHSAS 18001 or ISO 14001)
- International Safety Management (ISM) Auditor Qualification.
- Company Security Officer Certificate.

Required Competencies:
- Minimum 10 years of general experience within the health, safety, and environmental field.
- Specific experience in developing, managing and auditing HSSEQ Management Systems within the offshore oil and gas industry and/or the offshore shipping industry.
- Has an in-depth understanding of international standards and procedures and makes appropriate decisions based on this knowledge.
- Has experience in accident and incident investigation
- Knowledge of security control.
- Thorough understanding of the operations of jack-up barges or rigs preferably in the Nigerian, European, etc. offshore sector.
- Extensive understanding of quality assurance, health, and safety, environmental management, and security management for jack-up barges, rigs or offshore vessels.
- An experienced people manager with the ability to lead, coach and mentor teams.
- Must have the analytical experience, be accurate with statistics and written reports, well organized and exercise sound judgment in decision making.
- A team player, with strong collaborative and interpersonal skills with the ability to deal with people tactfully and effectively.
