- Under the supervision of the CCCM PM, the IM Officer is responsible for the development of information management system and collection, updating and maintaining timely and accurate CCCM data. This includes but it is not limited to designing data collection tool, conduct data collection, analyses data and produce information products for partners and stakeholders, data storage, and sharing of data, adhering to data protection policies.
Responsibilities
- Collect, monitor and maintain all data related to the camp population in camp level database.
- Ensure all relevant activities in the camp are fully documented, including systematic and timely data collection. This includes but is not limited to:
- Maintain up to date 5Ws and contact lists for all areas, and share to line manager once a month
- Complete Camp or Area Population Profiling at least once a quarter per area and share to line manager when complete
- Working with relevant CCCM colleagues, ensure Service Monitoring results are verified and shared as Factsheet to relevant stakeholders once a month
- Working with relevant CCCM colleagues, ensure CRM database and reports are shared to relevant stakeholders once a month
- Ad hoc data collection and reporting as required
- Design data collection tools and revise them for improvements based on experience, needs and lessons learnt
- Conduct data collection or train and supervise enumerators to conduct data collection
- Maintain clean and up to date datasets/databases, removing unnecessary and duplicate datasets
- Data entry as required, ensuring accuracy
- Create visual information products for sharing with partners and stakeholders, such as site profiles, info graphics and chart, brief narrative reports summarizing data collected and related particularly to service delivery, population movements, CWC activities, risk evictions, community governance and complaints
- Prepare agendas, and record meeting minutes (or delegate this responsibility), and share minutes with relevant stakeholders in a timely manner for coordination meetings, sub sector meetings, and committee meetings, and additional meetings as required
- Conduct field visits to verify data, as required (time split roughly equally between each base)
- Maintain filing system (hard and soft copies) in an organized manner for easy access and use
- Carry out any other relevant duties assigned by line manager
- Mainstream Protection through all activities
- Considering gender, protection, and GBV concerns in all aspects of activities
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors)
- Strict compliance to data confidentiality principles and policies during data collection, data storage and data sharing
Requirements

- Under the supervision of the Site Officer or Senior Site Officer, the Site Assistant is responsible for ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This includes but it is not limited to undertaking Coordination & IM activities, Governance & Capacity Building, Communication & Community Engagement activities, Site Care and Maintenance activities, and mainstream Protection through all activities.
Responsibilities
ACTED’s Site Assistant will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life by:
- Monitoring facilities, infrastructure and service provision by partners at site level (in close cooperation with the communities, partners and other stakeholders) and share identified gaps and/or duplication in service delivery with line manager
- Collecting quantitative, qualitative and spatial data through KIIs, FGDs and using Kobo and other tools. Work with IM Officer to maintain relevant databases
- Support improvement of information management systems in the site in collaboration with the IM Officer
- Timely reporting
- Creating and maintaining relevant Camp Committees dependent on camp needs. Provide SOPs, TORs and relevant tools to facilitate functional committees. Ensure committee members are recruited transparently and inclusively with agreement of relevant stakeholders
- Facilitating at least 8 committee meetings per camp per month. Capture accurate meeting actions and share with line manager within 2 days of the meeting
- Building capacity of Camp Committee Members in CCCM, community governance and community mobilization, to enable committees to pass information to the camp population, advocate for the needs of the camp population, and influence humanitarian assistance delivery
- Strengthening daily the coordination and relationship-building with community leadership groups and community members on a formal and informal basis
- Ensuring relevant community and committee stakeholdersТ participation in camp level coordination meetings
- Sharing information with community members including through Community sensitization, community mobilization, Communication with Communities, public information announcements, information campaigns, door to door community outreach programmers, megaphone announcements, and up to date and relevant information boards
- Receiving information from community members including through townhall meetings,
- Support the CCE Officer to develop Community Radio with accompanied listening groups and Community Documentary making with accompanied viewing groups
- Identify physical risks and work with CCCM Technician to mitigate these risks
- Coordinate with other ACTED departments regarding procurement of any material resources for site upgrading/site maintenance
- Ensure all services are accessible to people with additional needs
- Mainstream Protection through all activities equal access to goods, services and activities for all groups
- Ensuring vulnerable groups and people with specific needs are represented and participate in CCCM activities
- Other tasks as needed to support CCCM team members, to inform CCCM activities and to ensure the success of the ACTED CCCM objectives be it camp/area focal for at least one of the above categories of activities (linked to the ACTED CCCM Strategy)

Job Title: Camp and Settlement Technician

- This role falls under the direct management of the Camp Coordination Camp Management (CCCM) Project Manager (PM), but will be monitored and supported by the Camp and Settlement Officer. The Camp and Settlement Technician provides technical services for the CCCM team and assists to facilitate meaningful access to humanitarian assistance and services to displaced people according to their needs and agreed standards. The Technician protects the interests of site populations towards the site stakeholders (government, UN agencies, organizations, civil society, etc.) and contributes to strengthening the coordination of site activities including all responsibilities of the team.
Responsibilities
- Conduct camp/site risk assessments and create action plans for prompt repair of camp infrastructure.
- Monitor multi-sector needs and service provision and the overall condition of a camp/site including shelter, WASH, environment and cross-cutting services such as protection, health, psychosocial support, and education, among others, in all sectors of the camp/site according to agree upon guidelines, standards and indicators.
- Develop joint integrated site risk management plans to promote the health, safety and environment of sites (camps, collective centers, other temporary settlements).
- Conduct the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in camps/sites, the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
- Mobilize, train, support and equip displaced communities to be self-autonomous in safely maintaining the camp/site environment according to the integrated site risk management plan. Ensure clarification of roles and responsibilities amongst stakeholders with a focus on sustainability and community/local government ownership.
- Account for and maintain all equipment and supplies that are required for technical assistance as part of site risk management plans.
- Monitor and document all site maintenance and risk reduction works and regularly visit sites (minimum monthly basis) to ensure quality is maintained in accordance with site risk management plans, standing operating guidelines and indicators.
- Liaise and interact with government authorities, displaced and host communities to ensure social cohesion is strong and if possible, create opportunities for local employment using principles of gender equality.
- Follow established referral mechanisms in close collaboration with relevant stakeholders.
- Apply a participatory approach to identify, analyses and priorities camp/site needs in order to avoid service duplication and gaps in assistance and protection, ensuring that the voices of specific groups and vulnerable persons are heard.
- Assist to strengthen and monitor an effective, transparent, representative site governance system including coordination of camp/site service provision and other defined activities.
- Support the mobilization and participation of the camp/site and host populations in the camp governance system with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes
- Facilitate accountability towards camp/site populations through supporting/promoting complaints and feedback mechanisms which promotes accountability.
- Contribute to camp/site information management system through appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
- Ensure that the displaced are aware of the assistance and services available in the camp/site and how to access them; distribution points should be accessible and distribution mechanism should take into consideration groups with specific needs to minimize chances of violence, abuse and exploitation.
Requirements
Moreover, we also expect the following:
- Bachelor’s Degree in Civil Engineering, Construction Management or other area related to the role (please explain in the application letter why you think your education and/or professional background is appropriate).
- Capability to establish good and respectful relationship with other actors.
- Able to train and manage a team (to listen, advise, support, solve conflicts, motivate, etc.).
- Experience with participatory fieldwork, methodologies, monitoring and reporting.
- Knowledge of humanitarian principles and code of conduct.
- Patience, good personal organization, good communication and ability to work in teams, seriously, rigorously and personal accountability.
- Very good interpersonal and diplomatic skills, especially with beneficiaries facing difficult situations.

- Computer literate (IT) and good level of numeracy.
Desirable:
- Minimum 2 years’ experience in the field and in a related position. Preferably more than 3 years’ experience in managing people, organizing the job of subordinates and mentoring them
