Job Title: Pharmacy Storekeeper – (Mobile)

Job Descriptions
Scope of Responsibilities and Accountabilities:
- Execute the pharmacy / medical warehouse storing activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.) under the supervision of the Medical Warehouse (for OCA) or Pharmacy Supervisor, and in collaboration with the logistics team.
- Supervising material orders and dispatching in order to ensure rational use.
- Receiving orders and deliveries, identifying potential disparities against cargo manifest or others and reporting them, and stores materials in accordance with the system in force, in order to ensure continuous availability. It includes:
- Ensuring good storage conditions of all medical items in the pharmacy in accordance with pharmaceutical standards in order to ensure continuous availability.
- Ensuring correct fill in entries on the stock cards and software.
- Carrying out or participating in regular inventories including EPREP stock.
- Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
- Preparing orders of the different consumption units (departments, wards, others), ensuring proper packaging and dispatching and reporting any anomalies or changes in consumption patterns to the Pharmacy Supervisor. Informing Pharmacy Supervisor as soon as stock reaches alert limit.
- Controlling warehouse facilities in order to ensure materials are kept in good keeping conditions, it includes: e.g. Monitoring temperature in the warehouse and ensuring that products requiring cold chain are suitably stored and transports received, stored, and prepared and transported appropriately according to MSF Supply and Cold Chain protocols.
- Ensuring cleanliness of premises (stock pharmacy) and in close collaboration with the logistics department, maintaining refrigerating equipment.
- Ensuring that items to be quarantined (on-going quality alerts) or to be placed in quarantine zone (batch recalls, expired or damaged items) are removed from the stock and safely locked.
- Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months. Preparing reports and passing it to the supervisor.

- Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
- Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
- Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
- Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
- Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
- Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
- Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.

Job Title: Project Coordinator Support

Accountabilities / Responsibilities
- Represents MSFduring the monthly СHealth care in Danger working group meetings.
- Supports the Project Coordinator for any decision link with social support and legal aspect link with MSF activity.
- Develops networking with the social actors and organizations that promote/provide support to our patients (Minors)
- Provides support to the Project Coordinator in the administrative part of coordination tasks,ensures a smooth relation with local and national authorities, contributes to the context analysis and follow up, provides translations and interpretes in order to ensure the smooth running of the project.
- Provides project administration support and coordination in the development and operational implementation of the project.
- Provides good support for highly sensitive, confidential matters and document. Support and help coordinate the work of the team.
- Assists the Project Coordinator in internal and external communication sessions and events about MSF (for national staff, MOH staff, as well as local authorities in order to improve awareness and public opinion adhesion).
- Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
- Participate in decision making for the social services identified for the Survivors needing protection.
- Able to communicate effectively project aims and objectives to the national authorities and the national staff.

Job Title: Health Promoter / IEC Officer

Accountabilities / Responsibilities
- Sensitize patients and communities about MSF and services it provides.
- According to medical priorities, deliver information to the patients and community on specific health topics
- Under the supervision of IECHP Manager, assess the impact of activities (with questions, verifications and behaviours observations), and report problems, success and constraints to him/her. Collect the relevant information related to specific health and living conditions of the population, in particular identification of the most vulnerable populations to target.
- Report to IECHP Manager: activities, challenges met, opportunities and strengths and constraints
- Participate in the planning of outreach activities
- Participate in creation of any material needed for the activities of information, education and communication.
- Share relevant information with the Social Worker in regards to other NGOsТ, social partners and governmental health services.

Main Purpose
- Organize and carry out surgery activities, ensure pre and post-operative surgical care, in accordance with MSF policies, protocols and universal hygiene standards and in close collaboration with medical staff in the emergency, intensive wards and operation theatre in order to improve patients’ health conditions.
Accountabilities
- Coordinates the implementation of MSF clinical policies, tools, guidelines and protocols ( antibiotic prophylaxis, post-operative pain management, thrombo-prophylaxis, caesarean section, blood transfusion, etc) and recommendations (standard hygiene and sterilization rules, prevention to HIV, TB, Syphilis and Hep B exposure) in order to minimize clinical risks.
- Undertake pre-operative consultations, evaluating the surgical risks with the anaesthetist and/or other medical staff involved, and obtaining the patient’s signed consent to operate.
- Carry out emergency and programmed surgical intervention following MSF protocols and policies including swab counts, ensuring appropriate use of surgical equipment and proper OT registry entry/documentation of all OT intervention.
- Carry out post-operative clinical care and ward rounds collaborating with the anesthetist, the Operating Theatre Nurse and ward staff or other Unit Managers to ensure compliance with MSF protocols and rational use of medicines. Attend OPD, emergency room when required.
- In collaboration with the anaesthetist, carry-out the collection and analysis of quantitative surgical- anaesthesia data, using post-operative observation sheets, routine data collected, patient files, operating department register, patient file, etc to monitor quality. Monthly revue data and analyze clinical trends and comment on adverse events / poor clinical outcome. Support organizing the operating program and with OT staff monitor use of material and equipment and advise on instrument needs and coordinates patient referral.,
- Put in place the emergency disaster response plan of the hospital along with the anesthetist and the medical doctor and /or the responsible nurse and run role hospital practical rehearsals, in order to ensure the continuity of the services under any circumstance
- Knows and helps implement the accidental blood exposure policy.
- Plan, evaluate, and supervise the training of the staff (emergency and the out-patient teams) in order to ensure
- the amount of knowledge required and to improve people diagnosing, triage, and early detection capabilities.
- Supports other medical teams/wards when needed (i.e. midwifes and obstetric teams in the maternity ward, etc.).
Requirements
Education:
- Essential, degree in Surgical Specialty recognized by the State.
Experience:
- Surgical experience as stated in surgical CV/skill form (number of independently performed surgical interventions) corresponds with the surgeries that are performed in the mission and qualification is duly certified and verified. Desirable experience with MSF or other NGO’s in developing countries.
Languages:
- Essential, English and Hausa; Kanuri and Mandra would be an asset.

Job Title: FIN/HR Assistant – (Mobile)

- Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
- Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
- Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
- Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
- Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
- Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
- Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
- Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.

- Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed .
- Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorisation, etc.)
