Objective 1
- Server, Energy and Network Management.
Tasks & Responsibilities:
- Shall support the ICT Officer to ensure that Servers and other network resources are installed and configured for the respective users for Damaturu office.
- Shall archive and keep in safe location all old files on the server and some relevant users’ data
- Shall support the ICT Officer in the delivery of energy backup system (inverter, UPS) for the ICT equipment for Damaturu, Bade, Potiskum and the sub-bases
- Shall be Local Area Network administrator for Bade and Potiskum offices and monitor users’ access to the Network and all its resources.
Objective 2
- Radio, CCTV and Trader / ODK Devices Management
Tasks & Responsibilities:
- Shall support the ICT officer to ensure smooth operation of all HF/VHF radios for the base
- Shall with the ICT Officer provide technical advice on CCTV operations to the base security manager whenever the needs arise
- Supports the M&E team to ensure effective use/function of the ODK phones, cash transfer and traders’ devices.
- Shall support the ICT Officer to resolve all ICT related problems with the ODK phones, cash transfer devices and traders’ devices are attended to within the shortest possible time.
Objective 3
- Data Security and Software Management.
Tasks & Responsibilities:
- Shall carryout weekly data backup followup for Damaturu office and ensure that backup is done for all the sub-bases at regular times
- Shall ensure that recommended anti-virus is installed on all the computers in the base and regularly updated
- Shall in collaboration with the ICT Officer ensure that all network resources (server, network drives, switches, routers, printers) are installed in a safe and well ventilated locations.
Objective 4
- Equipment Management.
Tasks & Responsibilities:
- Shall ensure that all staff have required equipment for the delivery of their roles
- Manages the base equipment list by regularly updating the list with new equipment
- Ensures that all users complete Equipment Temporary Allocation Form and well documented
- Makes sure that all new equipment labels are checked and allocated appropriately
- Ensures that all equipment assigned to leavers are returned and equipment list updated accordingly.
Objective 5
- Communication Service and Subscription Management.
Tasks & Responsibilities:
- Shall ensure stability of internet service for the base and the sub-base and when necessary provide internet service for individual staff who may not be within the office location for official reasons at some point.
- Shall continuously monitor the performance of all internet service and effective use of the internet bandwidth for Monguno and Damasak.
- Shall query any individual for abuse of any of the communication means (Internet, GSM, Thuraya and Radio) and report same to the ICT Officer for consistent abuse.
Internal & External Relationship
Internal:
- Logistics Manager: hierarchical relationship – technical support – exchange of information, collaboration on planning and all base matters
- ICT Manager: Technical support
- ICT Officer: Direct Line Manager
- Logistics Officer: Collaboration on daily tasks
- Others Programme Managers: Exchange of information and coordination (integrated approach).
External:
- Local governmental and non-governmental partners: exchange of information, coordination,
- Local suppliers: exchange of information, coordination, influence on choice of technical options
- Local representatives of international aid organisations: exchange of information.
Qualifications
- Bachelor’s Degree / Higher National Diploma in Information Technology / Engineering, Telecommunications, Computer Science or related courses.
Skills & Experience:
Essential:
- Minimum 1 year experience in the ICT sector.
- Professional IT certificates such as MCP, MCSA, MCSE, CISCO are preferable.
- Strong verbal, written and communication skills; approachable, diplomatic, able to maintain confidentiality; able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment
- Computer literacy including all Microsoft Office programs (Word, Excel, PowerPoint)
- Fluency in English
- Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently
- Capacity for analysis, synthesis and reporting of large amounts of information
- Willingness to travel to field sites.
Preferred:
- Fluency in one or more National / regional languages an asset.
Minimum Basic Salary
- NGN156,995 per month.

Job Title: Finance Officer
Location: Monguno, Borno

Tasks and Responsibilities
Objective 1 – Manage the cash / bank and the accountancy of the base:
- Bank payments for vendors, enumerators and other daily workers
- Daily record of payment vouchers in to Excel Bankbook (BMU1NGN), in respect to AAH standards in terms of use of Chart of accounts, project code, contract, financial line and the third party codes.
- Maintain bankbook files of all financial transaction
- With the help of Finance Manager, monitor funds & ensure that there is a low balance towards end of the month
- Daily reconciliation of bankbook with bank balances
- Conduct weekly and end of month cash count for cashbox with the Finance Assistant.
- Ensure weekly e-filing is done by the Finance Assistants and send originals to Abuja via Maiduguri
- Manage advances, ensuring invoices are received and that they are consistent with the AAH’s procedures
- Prepare detail report for Finance Coordinator on outstanding / prepaid advances
- Prepare EFCC reports, WHT, and all other statutory requirements
Objective 2 – Compliance with the purchase procedure:
- Verifying the accuracy of all financial documents before payment
- Ensuring planned expenses are in line with allocated budget
- Ensuring that current BFU is always respected during requests for payments and postings
- Disseminating information to vendors on transaction procedures of the base and ensuring that the procedures are respected
- Prepare Food Voucher Vendors clearance through REDROSE Platform and document same
- Send Food Voucher Vendors summary to Abuja for approval on the REDROSE before payment.
Objective 3 – Budget maintenance, Cash Forecast and Cash Flow:
- Restoring monthly consolidated accountancy to the SAGA
- Uploading excel books (bank, safe and cashbox) to the SAGA
- Perform monthly SAGA accountancy closure, ensuring the correctness of posing to account codes, budget lines, descriptions and split numbering are correct and accurate
- Clearing red entries during accountancy closure
- Sending SAGA provisional writing to Abuja for consolidation
Objective 4 – Team Management:
- Disseminating information on accounting procedures of the base and ensuring that the procedures are respected
- Attending to auditors in respect of activity, documentations and postings
- Training and supervising Finance Assistants in the base
- Perform 10 minutes monthly conversation, 3 months /end of probation performance appraisal and annual / end of contract appraisal for Finance Assistants
Internal & External Relationship
Internal:
- Finance and Log team-exchange of information, collaboration and coordination.
External:
- Interaction with suppliers, banking and financial institution, tax offices and other national authorities or institutions with which ACTION AGAINST HUNGER has working relationships for administrative and financial needs at the base level. Liaison and information exchange when required.
Position Requirement
Qualification:
- B.Sc. Accounting, Bachelor level degree in Management, Finance, or related field; MBA or similar higher degree a plus
Skills and Experience
Essential:
- 2+ years of experience in one or more of the following areas: Administration, Finance.
- Exceptional organization and planning skills, ability to manage and follow work plans
- Highly developed interpersonal, communication, able to negotiate, influence, give effective feedback, be a team player
- Able to manage stress effectively, juggle competing priorities, balance various programmatic, logistic and team needs

Preferred:
- Previous ACF experience or previous INGO experience
