Job Title: Strategic Information Officer –  M&E and Systems

Specific Objectives

  • Provides oversight for Strategic Information processes across supported sites in the state of assignment
  • Supervises regular data collection across implementing entities and ensure the quality of the data by random verifications and validations while preserving data in a safe and accessible way
  • Provides technical support on SI and evidence-based recommendations to the relevant program team and stakeholders
  • Manages the implementation of SI field activities and ensure adherence to CIHP, GON and USG monitoring and evaluation system
  • Coordinates and engages supported entities and state stakeholders to collect data against agreed indicators in line with GON and USG requirements
  • Supports the use of program Monitoring and Evaluation tools across all supported entities
  • Reviews, validates and conducts checks on all data including EMR extracts before upload before submission to country office or state level for upload to USG/CDC/PEPFAR DATIM/DHIS, NDR and SHIELD portal on a quarterly, semiannual and annual reporting cycles for assigned supported entities.

Qualifications, Knowledge, Skills & Ability

  • Bachelor’s Degree in Public Health, Social Sciences, Natural Sciences, Computer Science, Public Administration or any related field.
  • Master’s Degree will be an advantage
  • A minimum 5 to 6 years experience in reporting position with Local or International NGOs; preferably in HIV Care and treatment
  • Experience with DHIS, DATIM, NMRS and NDR reporting required
  • Knowledge of MS Word, Excel and Access required
  • Experience with data form design, collection and data entry
  • Demonstrated ability to work cooperatively as a member of a team and lead as applicable
  • Ability to analyze and interpret large amount of data using appropriate analytical tools to produce useful information;
  • Excellent communication and interpersonal skills.

 

Job Title: Manager, Monitoring, Evaluation and Systems

Specific Objectives

  • Lead cross-functional effort to establish, improve, monitor and train on the data management, data quality and utilization for the organization
  • Lead the fostering of improved data quality and reporting across all indicators, program areas, service delivery points and supported entities
  • Lead establishment including the deployment and use of best data quality tools and techniques that will allow CIHP to meet USG/GoN standard and global best practices
  • Set and implement appropriate data quality standards and policy that meets GoN and USG minimum requirement
  • Review data warehouses for operational accuracy, completeness as well as referential and historical integrity on a quarterly basis
  • Serve as the contact regarding data quality
  • Generate data reports (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation
  • Establish and manage the approval process for data releases to ensure accuracy, integrity, security and confidentiality
  • Lead the management of CIHP, USG, and GON of data quality or audit related program including RADET, Data quality assessment, and key Evaluation processes
  • Lead the building of data management and analysis skills among CIHP staff including data entry, verification, and report generation
  • Contribute to the preparation of technical reports and communications products to reflect monitoring and evaluation results.

Qualifications, Knowledge, Skills & Ability

  • Bachelor’s Degree or it’s equivalent in the following discipline Social Science, Economics, Natural Sciences, Humanities, Statistics or related field with cognate experience
  • Master’s Degree, particularly in Management, Public Health, Information Management, and Statistics, will be an advantage.
  • Familiarity with PEPFAR indicators and USAID/PEPFAR reporting requirement using EMR particularly NMRS and NDR.
  • Ability to manage high volume workflow with minimal supervision.
  • Relationship building and problem-solving skills.
  • Familiar with USG/GON data quality or audit tools such as RADET, SIMS, NIGQUAL
  • Good managerial and strong negotiation skills.
  • At least 6 years of professional experience in the field of Data Quality Assurance and Monitoring and Evaluation
  • Knowledge management skills, including analysis, documentation, and dissemination of results.
  • Proficiency in MS Excel, MS Word and SPSS and/or other data analysis software.
  • Written and verbal communication skills, including report writing and analysis.
  • Facilitation, training and mentoring skills.

 

Job Title: Subcontracts Associate

Specific Objectives

  • The incumbent will coordinate identification and conduct of pre-award assessment of potential sub recipients for the States in collaboration with the Program Units.
  • Facilitate training and orientation of sub recipients on all applicable USG laws and regulations, funding agencies rules and regulations, terms and conditions of the subcontract.
  • Ensure consistent application of organizational financial and administrative policies/standards, as well as USG rules and regulations in subcontract execution.
  • Conduct financial monitoring including site visits and review of financial reports and their supporting documents.
  • Assist in review of audit reports filed on sub recipients and corrective actions taken by sub recipients in response to audit findings. Supports updating and maintenance of information in the fixed asset register.

Qualifications, Knowledge, Skills & Ability

  • Bachelor’s Degree in Business Administration, Accounting, Finance or in a related field with membership or part certification in professional association i.e. ICAN, ACCA or recognized equivalent is a requirement.
  • Minimum of three years experience in financial management, accounting, and administration.
  • Working experience with an international NGO working with USG funding is an added advantage.
  • Knowledge of CDC, USG/other donor rules, regulations, and procedures concerning subcontracts.
  • Familiarity with federal auditing requirements.
  • Demonstrated ability to exercise basic financial oversight of grant programs.
