- The CCST West Coast Cluster Office is currently supporting COVID 19 responses with 7 national societies under the CCST West Coast Cluster office. The role is to lead the overall planning, implementation, reporting and compliance for the CCST West Coast COVID-19 Operation. This will include coordination and technical support to 7 National Societies in the implementation of their Emergency Appeal operation as well as close coordination with external and movement partners.
- The role will entail providing technical support to all 7 national societies on the implementation and monitoring of the COVID-19 response operation. This role will also require to coordinate, liaise closely with the national society departments and ensure that all challenges are identified and resolved and that IFRC procedures and processes are understood and implemented by the national society.
- In addition, this role will require to ensure that the national society are well coordinated with the Ministry of Health, government ministries and other humanitarian actors responding to COVID-19. The management of this operation and the implementation of these activities requires the recruitment of a Communication Officer.
Job Purpose
Reporting to the Health and Care Delegate, the Communication Officer will:
- Be responsible for supporting West Coast Cluster National Societies to enhance their visibility and empower them to amplify the voice of the most vulnerable to influence policy and resource allocation
- The role will also support National Societies to develop deeper, more diverse and innovative strategic partnerships which could lead to multiyear thematic funding
- Be in charge of developing regular and quality communication materials related to the Nigeria operation
- Support the National Society and the IFRC in communicating during emergencies
- The position holder will report technically to the Communications Manager, Africa Region based in Nairobi
Job Duties and Responsibilities
The Communication Officer is responsible for:
Develop, coordinate and implement communication plans for West Coast Cluster Office that support programmatic and policy priorities and aligns with regional communications priorities and initiatives:
- For each emergency operation or advocacy opportunity, develop a brief but clear communication plan highlighting the communication objectives, the audiences, tools and deliverabales, among other items.
- Evaluate the success rate of every communication plan through media monitoring and social media analytics.
Strengthen the network of National Societies’ communications focal points in the cluster:
- Conduct a mapping of qualifications and competencies in communication in the sub-region
- Recommend and implement strategic interventions to address the identified needs and challenges
- Update the database of communications focal points and ensure a continuous engagement through online platforms, telephone and where possible through face to face meetings
Write stories profiling the achievements of National Societies, with a focus on the impact on individual lives:
- Increase the frequency of stories published on the organizational social media and other online platforms
- Improve the quality of storytelling: focussing on people-centered stories
- Use evidence-based approach to showcase the impact of the work on National Societies and IFRC
Support emergency communication and work on the implementation of the emergency communication rapid deployment mechanism:
- In collaboration with the regional and global teams, identify and propose proactive and timely media opportunities, aimed positioning IFRC as a leading humanitarian actor.
- Establish quick contact with the National Societies affected by disasters, in order to ensure speedy communications, online and in the media, with the ultimate goal of being ahead of other humanitarian organizations. Write stories and interviews during emergencies and provide basic audio-visual material
- Draft communication packs with key material (facts and figures, key messages, press releases etc)
- Liaise with Africa regional DREF officer(s) and regional communications manager to identify DREFs to provide visibility to; follow up with affected National Society for visibility materials
Media monitoring:
- Monitor news and provide a news digest on a daily basis
- Identify any issues that affect the organization’s reputation
- Maintain and update the media directory
- Stay in touch with a relevant regional media house
- Pitch stories and secure interviews from key media outlets
- Maintain a database of photographers
Operate as a member of IFRC’s Regional Communications Team to advance corporate communications priorities and support a coordinated corporate approach to communications.:
- Join regular regional communication editorial meetings, in order to discuss potential stories in the cluster, which have an international appeal.
- Join online collaboration and editorial platforms for exchange about topics related to communications, as well as for information and content sharing.
Job Requirements
Education:
- Relevant University degree in Journalism, Communications, Marketing or International Policies
Experience:
- Minimum of three years’ experience in communications, advocacy and/or media relations, or journalism. Minimum three years’ experience working in the international humanitarian or development sector or a related field in a developing country
- Proficiency in the usage of computers and office software packages (MS Word, Excel, outlook, windows. etc)
- Proficiency in the usage of video editing and photo editing softwares

- The coronavirus, which is causing the pneumonia outbreak, was declared by WHO as a public health emergency of international concern on 30 January 2020.
- The COVID-19 pandemic is challenging health systems across the world. Rapidly increasing demand for care of people with COVID-19 is compounded by fear, misinformation and limitations on the movement of people and supplies that disrupt the delivery of frontline health care for all people. Ministries of Health across the cluster has repeatedly recognised the Red Cross as a key stakeholder in preparedness and response to COVID-19. NS has provided support at different levels since COVID-19 was first reported across the West Coast Cluster and is involved in all the strategic and thematic group meetings. At present, Ministries of Health has assigned NS to manage risk communication and community engagement (RCCE) activities, in addition to community-based surveillance through contact tracing.
Job Purpose
- Reporting to Health and Care Delegate, the Health and Care Officer will:
- Support the National Society activities in line with the plan and budget for COVID-19 response
- Support the National Society in developing regular and quality technical COVID-19 health support
- Assist the Health delegate in managing the COVID-19 operations in the whole operation in West Coast Cluster
Job Duties and Responsibilities
The Health and Care Officer is responsible for:
- Support the monitoring of the COVID-19 operation developments and will coordinate all the COVID-19 activities closely with the National Society in West Coast Cluster, volunteers and other stakeholders
- In close collaboration with the Health delegate/Regional Health Coordinator for Africa, the Health Officer will provide overall leadership and management, ensuring that the COVID-19 interventions are managed in line with the plan of action and in compliance with National Societies in West coast cluster, IFRC and donor requirements.
- Provide technical support to National Societies in the cluster to systematically incorporate appropriate Public health response into COVID-19.
- Promote the use of IFRC tools and approaches; Community Based Health and First Aid CBHFA, Epidemic Control for Volunteers ECV, Community Based Surveillance CBS and Community engagement and accountability CEA in NS COVID-19 health programmes.
- Contribute to ensure that COVID-19 programme implementation is managed through structured, updated work plans, spending plans, indicator tracking sheets and approved monitoring & evaluation tools
- Provide technical supportive supervision to cluster health focal persons to ensure effective and high standard delivery of the COVID-19 health operation activities
- Ensure effective linkages, communication and collaboration with the relevant sector technical officers and delegates involved in the COVID-19 response.
- In collaboration with the Health delegate/Regional Health Coordinator for Africa, arrange for quality assurance/monitoring field visit on COVID-19 implementation.
- Identify volunteer and National Societies focal points capacity development gaps needed for the effective implementation of the COVID-19 operation plans
- Ensure that National Societies staff and volunteers have appropriate training and that new National Societies staff and volunteers receive comprehensive orientation of their work on COVID-19
- In collaboration with the Health delegate/Regional Health Coordinator for Africa, the Health Officer will contribute to the development and monitoring of the COVID-19 project budget and resource allocation and utilization and good management of working advances
- Produce financial and narrative Reports on COVID-19 response in accordance with the donors reporting requirements
- Support any COIVD-19 projects that are currently being implemented by the NS in the Cluster to ensure quality of activities and timely and accurate reporting.

Job Duties and Responsibilities
The Finance Officer is responsible for:
Support the SFAO in the following duties:
- Overall accounting, financial management, internal controls and the budget management support
- Bank signatory changes – (Inclusion & Deletion)
- Month end accountancy closure …. post to BOOKS ALL CODA documents and checks.
- Balance sheet management – Bank and cash on all operations within NG (Abuja Cluster)
- Balance sheet management – Staff working advances
- Balance sheet management – Prepayments and liabilities
- Treasury management
- External and Internal audits management
Regular Tasks and Responsibilities:
- Daily cash movement and petty cash operations
- Complete cash control on a daily basis, keeps records of cash movement during the day and prepares the Daily Cash Position Report after cash office is closed, making sure that actual cash on hand is accounted and all other receipts/invoices are intact.
- Ensures that all supporting documents for cash payments are complete with the necessary signatures and payments duly acknowledged.
- Reports immediately to his Supervisor all problems, discrepancies or wrong doings
- Compute and record totals of the daily transactions, to be uploaded into the accounting software
- Plans and requests daily cash needs for payments from SFAO
- Makes payment to the operation’s staffs (per diem and working advances), invoices or receipts for expenses duly approved by the person responsible
- Online bank payments initiation and ensure good quality of supporting documentation.
- Checking CODA INTRAY Abuja Cluster WANS (working advances from NS) and WAD (staff and delegate working advances) documents.
- Conduct reconciliation on Staff advances
- Book transactions into CODA INTRAY using relevant documents like OJF, FCAST, SOSC, ANY, EXPR etc
- Participate in the month end activities through adjustment journals/entries viz,
- Support in following up with the working advance returns from Ghana, Nigeria, Benin, Cote D’Ivoire, Liberia, Sierra Leone and Togo RC
- Receive and Review of working advances return both from National Society and send feedback based on the review.
- Performing analysis for foreign exchanges from CHF to other currencies
- Payroll modification for delegates
- Support the delegation month-end closure of the financial books in close collaboration with the SFAO
- Maintain and ensure that all reports of income and expenditure of the NRCS and all programs at the operation’ areas are kept.
