We are providing technical support for the Integrated Biological and Behavioral Surveillance Survey and we require the services of the positions below for a short-term engagement towards the process of field implementation:
Job Title: Finance Officer
Location: Abuja
Duration of Engagement: 4 Months maximum
Job Description
- The Financial Officer will be responsible for forgiving accurate and timely financial support to the Finance Lead.
- S/he will assist and collaborate with the State Coordinators and Supervisors on financial matters.
Primary Function
- To monitor and ensure that all internal controls over assets are well implemented and mitigated against all inherent and acquired financial risks ranging from Cash, Bank, Staff and vendor Debtors.
Terms of Reference
The finance officer’s under the supervision of the National Finance Lead, will carry out the following:
- Provide operational oversight function on cash/bank management in the financial accounting unit
- Provide operational oversight function on cash/bank security in the finance unit
- Performs periodic physical petty cash counts and document all findings
- Performs spot checks on petty cash in safe and document findings
- Follow up on and review all staff travel requests, staff/vendors liquidations in line with policy.
- Prepare Bank Reconciliation Statements on a monthly basis for account for review by the Finance Lead by 5th of every month
- Monitoring the balances on-the staff and vendors’ advances and communicate to the Finance Lead on material exceptions to policies or identifying long outstanding ones for corrective actions
- Ensure that all statutory deductions such as With Holding Tax (WHT) are promptly remitted to the relevant statutory authority monthly
- Assist in conducting training on financial matters to staff when necessary
- Taking an active part in the preparation in the monthly and End of the project financial Report to funders
- Crosschecking the appropriateness and completion of the Petty Cash Vouchers with adequate approval.
- Post transaction to Quick Books
- Provide cover whenever the Finance Lead is not available in the office
- Accomplish other tasks as requested by the Finance and Administrative Lead.
Qualifications
- B.Sc. in Accounting, Finance or related field is strongly preferred. A Master’s level Degree is an advantage.
- A minimum of 2 years of progressive financial management experience on development projects is required.
- Experience coordinating human resources management activities, including the application of labor laws, recruitment, and performance appraisal systems is an advantage.
- Experience and Knowledge of Global Fund regulations, policies, and procedures, and familiarity with subgrants management is a plus.
- Fluency in English and the local language is required.
- Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis, knowledge of usage of Quick book is preferred.
Job Title: Data Analyst
Location: Abuja
Duration of Engagement: 4-5 Months maximum
Job Description
- The data analyst will support the development of the database and will be responsible for the daily analysis of data as well as provide updates from the analyzed data during the process of field activities.
- The incumbent will support and ensure all required analysis meets the objectives of the research
- S/he will also support in the report writing process by providing all necessary data presentations for the process.
Terms of Reference
The data analyst under the supervision of the National Team Lead, will carry out the following:
- Daily sorting of uploaded data and will ensure errors are identified and sorted on time
- Support the state team in the process of data verification
- Analyze data, products, manage and routinely develop reports.
- Provide update on data collection process on a daily basis
Qualifications
- An MPH or M.Sc in Statistics with 3 to 5 years relevant experience in Data analysis, with a good understanding of key population research activities/surveillance.
- Or B.Sc in Statistics with 5 to 7 years relevant experience in Data analysis with a good understanding of key population research activities.
- Familiarity with statistical packages necessary for public health and Key population programming will be an added advantage.
Job Title: IT Officer
Location: Abuja
Duration of Engagement: 3 months maximum
Job Description
- The IT Officer will support the development of the database and will be responsible for the IT support for the Survey as well as provide support in managing IT issues during the process of field activities.
- The incumbent will support and ensure all required IT dimensions meets the objectives of the research.
- S/He will also support in the report writing process by providing all necessary IT support for the process.
Terms of Reference
The IT Officer under the supervision of the National Team Lead, will carry out the following:
- Daily Managing of IT component and will ensure errors are identified and sorted timely
- Support the state team in the resolution of IT issues.
- Will set up, manage and synchronize the server with tablets.
- Provide update on IT process on a daily basis
- Will resolve all server and tablet related issues.
Qualifications
- M.Sc in Information Technology, Computer Science or related discipline.
- Or B.Sc. in Information Technology Computer Science and information management with 3 to 5 years relevant experience in IT management with a good understanding of key population research activities.
- Comfortable with data handling! management and excellent attention to detail.
- Experience of using SPSS or other statistical packages like CS Pro, ODK, etc.
- Familiarity with IT packages necessary for public health and Key population programming will be an added advantage.
Job Title: Procurement Officer
Location: Abuja
Duration of Engagement: 4-5 months maximum
Job Description
- Procurement Officer to manage the organization’s procurement supply management system.
- This role will take the lead in executing effective and efficient procurement and supply chain services in ensuring values and competencies in maintaining transparent integrity and compliance with established procurement rules and regulations.
Terms of Reference
The Procurement Officer under the supervision of the National Team Lead, will carry out the following:
- Manage and monitor tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation and risk assessment
- Implement strategic procurement including sourcing strategy; supplier selection and evaluation, quality management, customer relationship management and performance measurement
- Ensure timely preparation of procurement plans for projects and monitor their implementation by controlling processes including receipt of requisitions, organization of RFQ, receipt of quotations, bids and proposals, evaluation and negotiation of certain conditions of contracts in fill compliance with our Procurement Manu1 and the GF guidance
- Be cognizant of lead time and supply chain logistics information to ensure project activities are not jeopardized
Qualifications
- A minimum of Bachelor of Science Degree in Supply Chain Management, Logistics, Pharmacy or Social Science.
- Master’s Degree in a relevant field is strongly preferred
- Minimum of 5 years working experience in logistics and supply chain management
- Relevant Certifications will be an added advantage.
- Proven working experience as a procurement officer or head of procurement for large organizations.
- Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
- Skills in decision-making, negotiations and networking.
- Good knowledge of supplier or third-party management software.
Job Title: Laboratory Scientist Lead
Location: Abuja
Duration of Engagement: 4-5 months maximum
Job Description
- The Laboratory Scientist Lead will be expected to coordinate the biological component activities which will include logistics, safety, testing and quality assurance of serological samples of participants in the survey.
- S/he would provide oversight to all laboratorians in the states and monitor adherence to standard laboratory procedures and guidelines as stated in the study protocol.
- S/he would be involved in training, support supervision, mentorship, and team-building exercises for the laboratory staff
Terms of Reference
The Laboratory Scientist Lead under the supervision of the National Team Lead, will carry out the following:
- Oversee the biological component of the study while working with the technical officers and the state survey teams and reports to the National Team Lead.
- Participate the assessment of laboratories selected to be used for the survey.
- Provide leadership in ensuring quality laboratory practices, support routine equipment maintenance, trouble shooting and resolution of challenges across all levels of field laboratory activities.
- Ensure Use of Laboratory Information Management System for specimen tracking, results entry and reporting.
- Demonstrate competence in Quality Management System (QMS), Laboratory Information Management system and Good Laboratory Practice.
- Ensure laboratory specimen data are correctly captured in the study database and assist with routine data analysis;
- Maintain a critical working relationship with selected laboratory gatekeepers and workers at the field to ensure timely collection, storage and processing of collected specimens during the survey.
Qualifications
- Master’s Degree in Laboratory Science is strongly preferred
- Or Bachelor of Science Degree in Laboratory Science from an accredited university with a minimum of 5 years working experience in a Medical Laboratory Clinic or hospital
- Relevant professional Certifications will be an added advantage.
- Must possess a Certificate of the Associate of Medical Laboratory Science Council of Nigeria (AMLSCN) and be a registered member of Medical Laboratory Science Council of Nigeria (MLSCN) with a current practicing license.
- Experience in biomarker laboratory processes with experience of past surveys and interventions will be an advantage.
Job Title: Finance & Administrative Support Officer
Locations: Lagos, Oyo, Kaduna, Kano, Benue, Nasarawa, Gombe, Taraba, Abia, Anambra, Akwa Ibom and Rivers
Duration of Engagement: 3 Months maximum
Job Description
- The Finance & Administrative Support Officer’s role is to manage the daily operations of the field teams.
- S/he will coordinate logistics and financial activities for the state survey activities.
- Multitasking skills with the ability to manage complex schedules and provide administrative support is required for this position.
Terms of Reference
The Finance & Administrative Support Officers under the supervision of the National Finance Lead, will carry out the following:
- Accreditation of Field Teams
- Coordination of attendance at all meetings
- Coordination of Time sheets at the end of every month
- Arrangement of meeting halls and ensure readiness of meeting/training
- Printing and distribution of field documents whenever necessary
- Assist in routine report writing
- Booking of hotels, airport pickup and logistics for survey monitoring teams.
- Commodities logistic for state labs
- Facilitate Allocation of vehicles to state teams and staff for movement
- Collation and disbursement of remuneration for field staff and state team.
- Prepare requisite financial documents ahead of meetings
- Prepare payment schedule for participants at trainings/meetings.
Qualifications
- B.Sc. in Accounting, Finance or related field is strongly preferred. Master’s level Degree is an advantage.

- The resident in the selected state is strongly preferred.
