Job Summary
- The Finance and Administration Officer will be responsible for daily performance of various financial and administrative support tasks. S/He will ensure compliance with DAI procedures, the Fleming Fund regulations, and agreement requirements.
The Finance and Operations Officer will support the Finance and Operations Manager to carry-out the following:
- Provide front desk customer service for the project.
- Set up financial related meetings and draft minutes for initial review by the Finance and Operations Manager.
- Ensure timely and proper filing of all administrative and finance related documents.
- Liaise with DAI Nigeria to ensure proper maintenance of the office building.
- Review and vet invoices and receipts for processing and payment.
- Ensure timely payment of all bills, invoices, payments and reimbursements.
- Ensure timely entry of day to day financial transactions.
- Contribute to the preparation of the office annual budget.
- Perform other duties as assigned by supervisor.
Skills and Qualifications
The suitable candidate will be an entry level accountant / business administrative / public administrative personnel with at least 3-5 years’ experience in one or a combination of the following areas:
- Knowledge on finance/economic/business administration.
- Having performed similar functions in project for non-governmental organization is required.
- Experience working with government particularly Ministry of Health/Agriculture/Environment and international non-governmental organizations, or bi- and multi-lateral agencies or UN agencies is a clear advantage.
- Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.
- Ability to work efficiently and effectively in an IT environment.
- Strong coordination, communication, and interpersonal aptitudes.
- Fluency in English.
- Sensitivity to cultural differences and understanding of the ethical issues surrounding surveillance in Nigeria.

Job Title: Logistics Officer – Fleming Fund

Job Summary
- To provide high quality, proactive and efficient logistics support to the projects team, maintain appropriate systems and processes to support the effective delivery of projects.
- The logistics officer is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to procurement/logistic problems associated with AMR and infectious disease surveillance to the Deputy team lead.
- The logistics officer will work closely with the procurement TA on the project, reporting to the Deputy Team Lead on procurements of equipment’s/consumables/reagents for laboratory strengthening in line with DAI’s policies.
The Logistics Officer will support the Procurement TA to carry-out the following.
- Develop, execute and oversee logistics and distribution strategy.
- Responsible for aligning regional logistics strategy with all functional departments and stakeholders.
- Responsible for all logistics and transportation.
- Deliver superior customer satisfaction by focusing on quality, service and cost.
- Establish and oversee the implementation of systems, initiatives, and processes that deliver superior customer service, lower distribution and logistics cost, and enable working capital improvements.
- Develop and monitor logistics and distribution key performance indicators and processes.
- Ensure that ordered requests for commodities from Health facilities are promptly processed.
- Ensure an effective Inventory Management System for commodities at the health facilities.
- Report feedback to facilities where data are generated from, to ensure the improvement of the facility performance.
- Conduct routine monitoring visits to HF to provide technical support and capacity building for staff of the sites.
- Monitoring and coordinating quality assurance processes for the supply chain of all commodities.

- Knowledge of the Nigeria public health sector/ environment/Agriculture is an added advantage.
- Good experience in laboratory systems and diagnostic microbiology.
- Experience in inventory management systems for commodities, disease surveillance and quality assurance within low and middle-income countries.
- Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.
- Demonstrate the ability to work under short timelines and deliver with quality.
- Ability to work efficiently and effectively in an IT environment.

Job Title: Monitoring and Evaluation Officer – Fleming Fund

Contract Duration: Thirteen (13) Months
Job summary
- The Fleming Fund Grants is seeking for an M&E officer to support this exciting program. The officer is to support the overall delivery of quality project outputs and deliverables.
- He/she in collaboration with the technical leads and deputy team leader will support the development of the program’s logical framework as well plans and indicators to capture project performance results.
- The officer will work closely with the Deputy team lead as well as technical partners within the project to implement and supervise the program’s M&E activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes.
- The officer is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance.
The Monitoring and Evaluation Officer will support the Deputy Team Lead to carry-out the following:
- Oversee the development and implementation of the performance monitoring plan (PMP) to capture project performance and results, including routine laboratory data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations;
- Responsible for updating biweekly/monthly project deliverable tracker; communicating status of submission of deliverables in a timely manner; support with the uploading of deliverables onto DAI’s share-point as well as TAMIS.
- Coordinate the process to prepare and submit laboratory site specific data and report as an integral part of the Fleming Fund quarterly grantee reporting requirements to the Deputy Team Lead
- Work closely with the senior AMR technical officer to support data verification procedures, including routine data quality audits.
- Work closely with the Deputy team lead in tracking and reporting sustainability indicators as required by Mott MacDonald in line with the Fleming Fund Nigeria sustainability assessment requirements.
Skills And Qualifications
The suitable candidate will be a middle level public health / laboratory / monitoring and evaluation professional with at least 5-7 years’ experience in one or a combination of the following areas:
- Laboratory diagnosis of AMR, AMR/AMU surveillance is desired
- Facilitate laboratory external quality assurance of data, disease surveillance within low and middle-income countries
- Health system strengthening in low and middle-income countries or public health.
- Experience working with government particularly Ministry of Health/Agriculture/Environment and international non-governmental organizations, or bi- and multi-lateral agencies or UN agencies is a clear advantage.
- Knowledge of the Nigeria public health sector/ environment/Agriculture is an added advantage.
