Project HOPE Nigeria (otherwise referred to People-to-People Health Foundation Nigeria) is a registered non-profit, non-governmental organization working in Nigeria in areas of HIV & AIDS, Tuberculosis, OVC, RMNCAH & Malaria intervention services.

Job Title: Consultant – Budget Tracking and Expenditure Analysis
Location: Lagos, Nigeria

Background
- The Integrated Child Health and Social Service Award (ICHSSA), Lagos State is a 5-year PEPFAR/USAID funded project in Lagos State. The project has a purpose to provide services to orphans and vulnerable children while strengthening government systems to adequately respond and coordinate these implementation activities. A major objective of this project is to provide care and support services for vulnerable children and their households, especially those infected and affected by HIV.
- The major tool for sustaining this project is resource mobilization which we expect would come from both public and private organizations; as such, capacity of the government staff both at local government and state will be built on resource mobilization, tracking government investments in OVC within the local government and State. They will also be mentored on analyzing and reporting on the impact or otherwise of these investments within their domain. We envisage that most of the funds for implementation of activities will be derived from the government through the Ministry of Youth and Social Development, which is the coordinating Ministry for OVC activities in Lagos State.
- As part of resource mobilization we are required to engage in the government budgeting process; thus, there is the need to track budget and conduct analysis of expenditure around child welfare and social services for vulnerable children and their families.
Duties and Responsibilities
Therefore Project HOPE is seeking to engage a Consultant to:
- Prepare a consultancy work-plan in consultation with Project HOPE team (1 day)
- Develop a set of tools for conducting budget tracking and expenditure analysis of OVC investments at state and LGAs (2 days)
- Develop a set of tools to assess the capacity and training needs of participants (private and public) and conduct needs assessment (2 days)
- Conduct budget tracking and expenditure analysis of OVC investments at the state MYSD and 10 project LGAs (4 days)
- Alongside the exercise, conduct needs assessment of the state and LGAs to carry out budget tracking and analysis on their own (4 days; in line with above bullet)
- Analyze and summarize the needs assessment feedback and prepare the capacity and needs assessment report to be shared with Project HOPE (1 day)
- Prepare a training module per findings of the above capacity and training needs assessment, including materials, handouts, pre- and post- training evaluation tools (2 days)
- Walk ICHSSA staff through implementation of the training module (1 day)
- Prepare draft final report on the delivered tasks, including all materials, presentations, evaluation tools and follow-up recommendations for participants (2 days).
Expected Deliverables:
- A consultancy work plan that includes timeline and a proposed outline and methodology for the consultancy
- MYSD and Local Government capacity and training needs assessment tool and report;
- Training modules (for the training and workshop), including materials, handouts, pre- and post- training evaluation tools reviewed and adapted;
- Final consultancy report.
Special Conditions:
- The Consultant is expected to be familiar with both Local Government and State structures in Lagos State
- Given the current restrictions around COVID-19, the Consultant should be prepared to move around Lagos, LGAs and State Ministries if need be (observing all safety guidelines in relation to COVID-19).
Minimum Recruitment Standards
- Masters’ Degree in Social Sciences (Economics, Public Administration, Finance) with 5 – 6 years relevant experience in project-level or state/national-level mapping of private sector funding and corporate social responsibility frameworks
- B.Sc/BA Degree in Social Sciences (Economics, Business Administration, Public Administration, Finance) with 8 to 10 years relevant experience in project-level or state/national-level mapping of private sector funding and corporate social responsibility frameworks
- Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
- Previous experience in budget tracking and expenditure analysis is essential
Cost
- Costs for consultant travel as approved in the workplan will be reimbursed
- Project HOPE will pay a lump sum towards communication costs
- Consultant daily rate will be N50,000 (Fifty thousand Naira); to be paid on submission of satisfactory final consultancy report
Job Title: Consultant – Mapping of Private Sector Potentials
Location: Lagos, Nigeria
Contract Type: Consultancy
Date: August 10 – 25, 2020
Duration: 12 days
Background

The project has a purpose to provide services to orphans and vulnerable children while strengthening government systems to adequately respond and coordinate these implementation activities. A major objective of this project is to provide care and support services for vulnerable children and their households, especially those infected and affected by HIV.
- The major tool for sustaining this project is resource mobilization. In previous years majority of funding for OVC programmes have mainly come from the Federal Government, State Government and in limited cases the Local Government Areas. Donations and support from the private sector have largely been undocumented. Most private sector donations have either been a “one off” donation or have come during special events such as Christmas and Children’s’ Day.
- Till date, the Government has not been able to properly document and ascertain the level of private sector donation and what percentage this contributes to the State budget. This also affects the proper allocation and use of these funds.
- As a result of this, Project HOPE in collaboration with the State Ministry of Youth and Social Development is working to map private sector organizations who are willing to support OVC programmes and determine:
- What is their potential in terms of contributing to the OVC programme in Lagos State? If there has been any contributions, and in what form? Past contributions to the Government programme on OVC
Scope of Work
Project HOPE is seeking to engage a Consultant to:
- Develop a mapping methodology in collaboration with project staff (2 days);
- Conduct a desk review (1 days);
- Conduct interviews with private sector organizations and the Lagos State Ministry of Youth and Social Development (5 days);
- Carry out a mapping of private sector partners, including thematic interests and trends which align to Government priorities on OVC (5 days, in conjunction with bullet above);
- Develop an overview of industry sectors and companies that are currently investing most in CSR overall and in CSR activities focused on children (2 days);
- Analyze trends in the private sector donor environment and develop updated donor profiles (2 days).
- Assess the level and nature of the impact of the business sector on children’s rights as it relates to identified companies that have the potential to develop CSR activities benefiting children(this is important so that the government is not accepting funds from companies that their production harms children) – 2 days
Key Deliverables:
- Document showing the methodology and process for the mapping
- Analysis of mapping of private sector landscape, trends, opportunities, CSR activities, recommendations – Draft mapping report
- Updated donor lists and profiles available
- Final mapping report
